Not only do they provide the networked infrastructure on which global businesses will increasingly take place; they also constitute one of the fastest growing sectors of world trade and investment. There is already mounting evidence and a growing appreciation of the positive role that information and communication technologies can play in supporting economic development. By targeting poor and underserved areas, telecommunication based aid programs have the potential to enhance U.S. trade opportunities in developing countries, and promote competition and telecommunications regulatory reform, while at the same time providing for the communities and people most in need. To lay the groundwork for developing an effective telecommunications related aid strategy, the report examines the likely scenarios for the deployment of communication and information technologies in support of global trade; identifies the policy issues, market failures, and regulatory barriers that need to be overcome; and identifies and analyzes telecommunications-related foreign aid strategies that the federal government might pursue to address these problems.

Yet they were not initially expected to achieve universal accessibility. In this pioneering history of their evolution, Richard R. John demonstrates how access to these networks was determined not only by technological imperatives and economic incentives but also by political decision making at the federal, state, and municipal levels. In the decades between the Civil War and the First World War, Western Union and the Bell System emerged as the dominant providers for the telegraph and telephone. Both operated networks that were products not only of technology and economics but also of a distinctive political economy. Western Union arose in an antimonopolistic political economy that glorified equal rights and vilified special privilege. The Bell System flourished in a progressive political economy that idealized public utility and disparaged unnecessary waste. The popularization of the telegraph and the telephone was opposed by business lobbies that were intent on perpetuating specialty services. In fact, it wasnÕt until 1900 that the civic ideal of mass access trumped the elitist ideal of exclusivity in shaping the commercialization of the telephone. The telegraph did not become widely accessible until 1910, sixty-five years after the first fee-for-service telegraph line opened in 1845. Book excerpt: "During the first century of the republic, two modes of communication at a distance - telecommunications - were etched into lands inhabited by Native Americans; contested by rival European powers; and occupied by the United States. Both telecommunications systems supported this expanding US territorial empire but, despite this overarching commonality, they branched apart in other ways. One network was owned by the state and the other by capital, and the two branches of the telecommunications system developed disparate rate structures, patterns of access, and social and institutional relationships. During the decades after the Civil War their divergence became politically charged. Would one model prevail over the other? Going forward, would it be the government Post Office or the corporate telegraph that set the terms of telecommunications development? The Post Office was the nation's originating system for communication at a distance. Both before and long after it was elevated to a cabinet department in 1829, furthermore, the Post Office was by far the largest unit of the central state. In 1831, the nation's 8700 postmasters comprised three-quarters of federal civilian employment; half a century later (excluding temporary postal employees and ordinary and railway mail clerks and letter carriers), some 50,000 postmasters accounted for perhaps one-third of all civilian employees in the executive branch. Though its relative weight as a government employer diminished after this, its workforce continued to swell. During the last two antebellum decades, meanwhile, an emergent technology - the electrical telegraph - was passed quickly from the federal government to private capital. This competition was expected to drive innovation in the telecommunications sector and reap economic benefits for both American consumers and telecommunications providers. The legislation, however, had a markedly different impact. While many of the more aggressive providers enjoyed sharp short-term rises in stock market values, they soon faced sudden collapse, leaving consumers with little or no long-term benefit. In Competition and Chaos, Robert W. Crandall analyzes the impact of the 1996 act on economic welfare in the United States and how the act and its antecedents affected the major telecommunications providers. He argues that the act was far too stringent, inviting the Federal Communications Commission and state regulators to micromanage competitive entry into local telecommunications markets. Combined with the bursting of the dot.com and telecom stock market bubbles, this aggressive policy invited new and existing firms to invest billions of dollars unwisely, leading to the 2001–02 collapse of equity values throughout the sector. New entrants into the market invested more than $50 billion in unproductive assets that were quickly wiped out through massive failures. The 1996 act allowed the independent long-distance companies, such as MCI and AT&T, to live a few years longer. But today they are a threatened species, caught in a downward spiral of declining prices and substantial losses.
