Book excerpt: Distinguished experts explain the economic trends and varied political goals at work in Southeast Asia. With China’s emergence as a powerful entity in Southeast Asia, the region has become an unlikely site of conflict between two of the world’s great powers. The United States, historically regarded as the protector of Pacific Southeast Asia—consisting of nations such as Vietnam, the Philippines, Myanmar, and Malaysia—is now called upon to respond to what many would consider bullying on the part of the Chinese. These and other countries have become the economic and political engine of China. While certainly inclined to help the country’s former allies, the United States has grown undeniably closer to China in the recent decades of global interconnected economic growth. China, the United States, and the Future of Southeast Asia uncovers and delves into the complicated dynamics of this situation. Covering topics such as the controversial response to human rights violations, the effects of global economic interconnectedness, and contested sovereignty over resource-rich islands, this volume provides a modern and nuanced perspective on the state of the region. For anyone interested in understanding the evolving global balance of power, China, the United States, and the Future of Southeast Asia illuminates how countries as different as Thailand and Indonesia see the growing competition between Beijing and Washington.

Book excerpt: From the end of World War II down to the dissolution of the Soviet Union, the primary objective of U.S. foreign policy has been to prevent the expansion of communism. Indeed, that objective was directly embodied in the so-called strategy of containment, a global approach to the pursuit of U.S. national security interests that was first adumbrated by George F. Kennan in 1947 and later became the guiding force in U.S. foreign policy. At first, the concept of containment was applied primarily to Europe. It was there that the threat to U.S. interests from international communism directed from Moscow was first perceived, in the form of Soviet efforts to dominate the nations of Eastern Europe and extend Soviet influence into the eastern Mediterranean and the Middle East. Other areas of the world—Asia, Africa, and Latin America—were considered to be less threatened by forces hostile to the free world or more peripheral to U.S. foreign policy concerns. At least that was the view initially proclaimed by George Kennan himself, who identified five areas in the world as vital to the United States: North America, Great Britain, Central Europe, the USSR, and Japan. Only the latter was located in Asia. By the end of the decade, however, the focus of U.S. containment strategy was extended to include East and Southeast Asia, primarily because of the increasing likelihood of a communist victory in the Chinese Civil War, which, in the minds of some U.S. policymakers, would be tantamount to giving the Soviet Union a dominant position on the Asian mainland. Added to the growing threat in China was the increasingly unstable situation in Southeast Asia, where the long arc of colonies that had been established by the imperialist powers during the last half of the nineteenth century was gradually but inexorably being replaced by independent states. The emergence of such colonial territories into independence was generally viewed as a welcome prospect by foreign policy observers in Washington, but when combined with the impending victory of communist forces in China it raised the unsettling possibility that the entire region might be brought within the reach of the Kremlin.

Book excerpt: The foreign policy framework proposed here assumes that of the world's 140 developing states, there is a group of pivotal states whose futures are poised at critical turning points, and whose fates will strongly affect regional and even global security. These nine states - Indonesia, India, Pakistan, Turkey, Egypt, South Africa, Brazil, Algeria, and Mexico - are the ones upon which the United States should focus its scarce foreign policy resources. Events of the past year in Indonesia, India, and Pakistan have already affirmed the wisdom of this policy. In a series of cogent, original case studies, area experts explore the pivotal states strategy for each of the nine states.

Available in PDF, EPUB and Kindle. Book excerpt: The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. The project is intended to furnish policy makers and the public with hard facts and deep insights for understanding China's regional and global ambitions. The initiative draws not only on Brookings's deep bench of China and East Asia experts, but also on the tremendous breadth of the institution's security, strategy, regional studies, technological, and economic development experts. Areas of focus include the evolution of China's domestic institutions; great power relations; the emergence of critical technologies; Asian security; China's influence in key regions beyond Asia; and China's impact on global governance and norms. Global China: Assessing China's Growing Role in the World provides the most current, broad-scope, and fact-based assessment of the implications of China's rise for the United States and the rest of the world.

Available in PDF, EPUB and Kindle. Book excerpt: Soon after the American Revolution, ?certain of the founders began to recognize the strategic significance of Asia and the Pacific and the vast material and cultural resources at stake there. Over the coming generations, the United States continued to ask how best to expand trade with the region and whether to partner with China, at the center of the continent, or Japan, looking toward the Pacific. Where should the United States draw its defensive line, and how should it export democratic principles? In a history that spans the eighteenth century to the present, Michael J. Green follows the development of U.S. strategic thinking toward East Asia, identifying recurring themes in American statecraft that reflect the nation's political philosophy and material realities. Drawing on archives, interviews, and his own experience in the Pentagon and White House, Green finds one overarching concern driving U.S. policy toward East Asia: a fear that a rival power might use the Pacific to isolate and threaten the United States and prevent the ocean from becoming a conduit for the westward free flow of trade, values, and forward defense. By More Than Providence works through these problems from the perspective of history's major strategists and statesmen, from Thomas Jefferson to Alfred Thayer Mahan and Henry Kissinger. It records the fate of their ideas as they collided with the realities of the Far East and adds clarity to America's stakes in the region, especially when compared with those of Europe and the Middle East.

Book excerpt: The theme of this book is the interplay between Realism and Human Rights in the formulation of US policy towards Greece and Turkey with respect to the Cyprus and the Aegean disputes and the domestic politics of the two countries from the Truman to the Carter administration. The policies of successive administrations, and those of Johnson and Nixon in the 1960s and 1970s, were formulated upon the requirements of containment as this was conceived in 1946-47 by the Truman administration. Realpolitik dominated the agenda and issues related to values and norms were secondary although not unimportant. Whenever a choice had to be made between realpolitik and human rights the former was the main consideration of American policy-makers. Although committed to the recalibration of US foreign policy toward human rights, the Carter administration did not depart from these premises in the formulation of its policy in the Eastern Mediterranean.
