Book excerpt: The emotional reaction across North Africa during the Gulf War, and the deepening turmoil in Algeria as the country grapples with an assertive Islamic movement, have awakened Western interest in the prospects for stability along the southern shore of the Mediterranean. The alarming demographic imbalance between north and south and the resulting flow of migrants to an increasingly inhospitable Europe is now a feature of the European security debate. To these concerns must be added the risk of nuclear and ballistic missile proliferation emanating from Libya and Algeria. Among foreign and security policy elites and publics in southern Europe, France, and to a growing degree in Europe as a whole, it has become fashionable to refer to a new arc of crisis in the south. Previous RAND reports have charted this new aspect of the European security environment and the significance for U.S. policy. The North African dimension of the evolving security situation in the Mediterranean was not systematically explored in these reports, except as it was reflected in the views of southern Europeans. This report attempts to fill this gap, focusing on regional developments as seen from the south. The report discusses the prospects for stability in Morocco, Algeria, and Tunisia, identifies regional flash-points, and assesses the implications for U.S. policy.

Book excerpt: Mission Creep: The Militarization of US Foreign Policy? examines the question of whether the US Department of Defense (DOD) has assumed too large a role in influencing and implementing US foreign policy. After the Cold War, and accelerating after September 11, the United States has drawn upon the enormous resources of DOD in adjusting to the new global environment and challenges arising from terrorism, Islamic radicalism, insurgencies, ethnic conflicts, and failed states. Contributors investigate and provide different perspectives on the extent to which military leaders and DOD have increased their influence and involvement in areas such as foreign aid, development, diplomacy, policy debates, and covert operations. These developments are set in historical and institutional context, as contributors explore the various causes for this institutional imbalance. The book concludes that there has been a militarization of US foreign policy while it explores the institutional and political causes and their implications. “Militarization” as it is used in this book does not mean that generals directly challenge civilian control over policy; rather it entails a subtle phenomenon wherein the military increasingly becomes the primary actor and face of US policy abroad. Libya's dire state of affairs has had significant repercussions not only on its internal security and stability, but also on that of its neighboring countries, particularly the ones with long and exposed land borders. The worsening of the security situation has led North African countries to cooperate on strengthening their military and security collaboration. However, while rapid progress has been made in establishing bilateral cooperation between Algeria and its neighbors, Tunisia and Libya, there has been a grave failure to launch a regional security initiative that is effectively capable of dealing with the range of cross-border and internal security threats that face all of these countries. The failure to construct a regional-security structure in North Africa is due primarily to decades-long differences between Algeria and Morocco over a variety of pending issues, including the disputed Western Sahara territory. In addition, the fluid political and security situation in Libya has impeded engagement in any bilateral or regional security cooperation framework. Foreign policy analysts, military strategists, and international affairs scholars may be interested in this text. Book excerpt: This book examines U.S. foreign policy decision-making and conduct from a psychological perspective that focuses on the structures as well as the content of mental images held collectively and individually by the foreign policy elite. Two case studies, arms sales to Morocco in the context of the Western Sahara war and liquefied natural gas contracts with Algeria, are used to illustrate the usefulness of this perspective. The methodological tool used is of Cognitive Mapping, which consists of reconstructing mental images relevant to the issues examined by way of a sophisticated method that dissects policy statements, breaks them down into concepts with causal linkages, and then feeds them into a computer program that uncovers important characteristics for each image. The author then makes interesting inferences linking these technical characteristics of cognitive maps, or images, to policy orientations and action. The case studies analyzed with this method relate to U.S. foreign policy with regard to North Africa. The author tries to find answers to a set of empirical questions that have not often been addressed: Why have U.S. foreign policy makers ignored North African countries for so long in spite of their strategic location and natural resources? Why do radical images persist when there have been opportunities to negotiate rationally with the countries of that region? And why did the U.S. government reverse itself in 1979 when it decided to sell offensive weapons to Morocco in spite of U.S. and international restrictions, and in spite of some obvious potential negative effects of these sales on regional conflicts and on U.S. standing in the area? Also, why did the biggest economic deal the U.S. has ever had with a Third World country (Algeria) fail as soon as President Reagan came into office? These empirical questions are tackled along with theoretical concerns dealing with the subjective domain of foreign policy making. The framework used for the analysis of the historical data and the interviews conducted yielded interesting conclusions as to how foreign policy makers viewed the North African region, its countries, and the issues at stake. The methodology used explains, through simple graphs and indices of complexity and simplicity of mental structures, how situations were defined and responded to by various U.S. administrations. The results show how unconscious thought processes and specific categories of cognitive structures may affect the choice of a policy alternative, and demonstrate the role of images as intervening variables between the international environment and state behavior. This book should appeal to students and scholars of foreign policy, international relations, negotiations, and North African politics. Political scientists interested in computer modeling will also find in it interesting propositions.

Book excerpt: U.S. interest in deepening economic ties with certain countries in the Middle East and North Africa (MENA) has increased in light of the political unrest and transitions that have swept the region since early 2011. Policymakers in Congress and the Obama Administration are discussing ways that U.S. trade and investment can bolster long-term economic growth in the region. In May 2011, President Obama announced the MENA “Trade and Investment Partnership Initiative” (MENA-TIP), through which various federal government agencies are engaged in efforts to enhance trade and investment with the region. Such activities are in line with longstanding U.S. trade policy goals and measures. Some Members of Congress have called for deeper economic ties with MENA countries undergoing political change. However, continued political uncertainty and changing security environments in the region have prompted greater scrutiny of U.S. engagement. This report analyzes policy approaches that the Congress might consider concerning U.S.-MENA trade and investment. MENA Economies and Integration in the Global Economy - Economic performance in the MENA as a whole lags behind other regions in the world in terms of gross domestic product (GDP) per capita (living standards), employment, and economic diversification, despite the fact that several MENA countries are major producers of oil and natural gas. Limited integration in the global economy is frequently cited as an obstacle to the region's overall economic development. MENA's trade with the world is concentrated in a small number of products (oil exports and imports of manufactured goods) and among a small number of trading partners (particularly the European Union). Tariffs also remain high in some MENA countries and intra-regional trade and investment flows are relatively low. With regard to the United States, the MENA region accounts for less than 5% of U.S. total trade and 1% of U.S. foreign direct investment (FDI) outflows. U.S. businesses face a number of non-tariff barriers, such as lack of transparency, bureaucratic red tape, corruption, weak rule of law, and differences in business cultures. Policy Approaches and Challenges - Current U.S. trade and investment policies with MENA countries are quite varied. The United States has free trade agreements (FTAs) with five MENA countries (Bahrain, Israel, Jordan, Morocco, and Oman), but more limited ties with other countries, such as Libya, which is not a member of the World Trade Organization (WTO). Important exceptions to overall U.S. trade policy objectives in the region are Iran and Syria, which are both subject to trade sanctions. Analysts disagree about the merits of deepening U.S. trade and investment ties with the MENA region. Some analysts maintain that new trade and investment agreements help anchor domestic reforms, such as in governance and rule of law; support sound economic growth; are a costeffective way to support transitioning countries in an environment of budgetary constraints; and could promote U.S. exports and investment. Others argue that the empirical record between economic openness and democracy is weak and that it is unclear whether protesters in various Arab countries favor more economic liberalization, which they sometimes associate with corruption, inflation, and inequality. They also argue that political uncertainty in the region, such as the fluidity of Egypt's political transition, merits a “wait-and-see” approach before proceeding with substantial policy changes.
