Understanding the dynamics of base politicization in a Gulf host nation—or any other—is therefore vitally important for the U.S. today. Gulf National Security and the U.S. Military examines both Gulf Arab national security and U.S. military basing relations with Gulf Arab monarchy hosts from the Second World War to the present day. Three in-depth country cases—Saudi Arabia, Bahrain, and Oman—help explain the important questions posed by the author regarding when and why a host nation either terminated a U.S. military basing presence or granted U.S. military basing access. Early in the year the Iranian revolution replaced the shah, the principal pro-American leader in the region, with rulers hostile to the United States and to its remaining friends around the Gulf. In December Soviet troops moved into Afghanistan, bringing the Soviets closer to the Gulf and the Indian Ocean. In the United States these events spurred the announcement of the Carter Doctrine and the creation of a new military command to handle Gulf crises. Yet the United States established no new fighting forces, and U.S. friends around the Gulf proved less willing than the shah of Iran to host a U.S. military presence. Thus debate has continued about whether and how the United States can secure important interests in the Gulf region. In this book Thomas L. McNaugher offers a military strategy that integrates U.S. forces into the security framework that already exists in the region. He suggests that the United States should encourage Jordan, Pakistan, Great Britain, and others to continue their historical involvement in Gulf security, especially in such areas as internal security where U.S. forces are no better equipped than theirs and where U.S. participation may undermine the legitimacy of local rulers. In turn, the United States should focus on protecting the oil-rich states of the Arabian peninsula from external attack and on deterring further Soviet encroachment in the region. These missions demand an increase in the agility, rather than the size, of U.S. forces. But the more important requirement, McNaugher argues, is for skillfully blending U.S. military strategy into a diplomacy that exploits, rather than needlessly upsets, regional security mechanisms.

Book excerpt: Significant changes lie ahead for U.S. security strategy in the Persian Gulf after almost a decade of stasis. In the decade between the Gulf War and the terrorist attacks on the World Trade Center and the Pentagon, the strategy of dual containment of Iraq and Iran was a key driver of American military planning and force posture for the region. During these years, the overriding U.S. concern was preserving access to Gulf oil at reasonable prices; both Iran and Iraq possessed only a limited ability to project power and influence beyond their borders; the Persian Gulf states acquiesced to a significant U.S. military presence on their soil despite the domestic costs; and the United States was reasonably successful, at least until the second Palestinian intifada in September 2000, in insulating its relationships with key Gulf states from the Israeli-Palestinian conflict. At the end of the Clinton administration, it seemed safe to assume that the regional security environment would continue to evolve more or less on its present trajectory and that the challenge confronting the United States was how to manage U.S. forward presence for the long haul under increasingly stressful conditions. This premise is no longer valid. The strategy of dual containment, which is just barely alive, will expire in one way or another in all likelihood because the United States decides to end Saddam Husayn's rule. American success in engineering a regime change in Baghdad will require a substantial increase in U.S. forward deployed forces followed by a multinational occupation of Iraq that is likely to include a significant U.S. military component. At the same time, even if regime change does not occur in Iraq, other factors are likely to put pressure on the United States over the next decade to alter the shape of its military posture toward the region. The purpose of this study is to evaluate the implications of these political, strategic, security, and military factors for U.S. military presence and force posture, defense and security relationships, and force planning for the region. Specifically, the chapters that follow seek to frame the issues, options, and tradeoffs facing U.S. defense planners by focusing on the following questions: To what extent does the emerging security environment-that is, the changing nature of U.S. interests and threats to those interests- require changes in the size and composition of forward deployed forces, peacetime engagement activities, military operations, and force protection? Does the United States need to reconfigure its security and military relationships with regional friends and allies to take account of their changing security perceptions and policies? Are there trends in the strategic environment that are likely to generate new demands and requirements for the Armed Forces? How can the United States reconcile the call in the Quadrennial Defense Review 2001 for greater flexibility in the global allocation of U.S. defense capabilities with the harsh reality that, for the foreseeable future, forward defense of the Persian Gulf will remain dependent on substantial reinforcements from the United States? The main conclusion of this study is that, with or without regime change in Iraq, the United States will need to make significant adjustments in its military posture toward the region.

Various types of research and health measurement are needed to address these diverse issues. The Institute of Medicine (IOM) was asked by the Department of Veterans Affairs (VA) and the Department of Defense (DoD) to undertake a study to identify important questions concerning the health of Gulf War veterans and then to design a study to answer those questions. The committee determined that it is of fundamental importance to ask how healthy are Gulf War veterans? Are they as healthy as others? What characteristics are associated with differences between the health of Gulf War veterans and the health of others? To address these questions, it will be necessary to measure not only the health status of those who served in the Gulf War, but also to compare Gulf War veterans with other groups. Further, one must continue to follow these groups through time to determine whether the groups differ in the way their health status is changing. As the committee began to develop a design that would address the fundamental questions identified, it realized that such a study could have important implications for understanding not only the health of Gulf War veterans, but also the health of veterans of other conflicts.
