Three years beyond the start of that transition, the debate continues about the adequacy of planning for and proficiency of execution of Phase IV operations in Iraq and elsewhere. The debate most often surrounds three issues concerning this final operational phase: the relationship to preceding operational phases; responsibility for planning; and responsibility for execution. Much of the debate to this point has been an unproductive effort to assign blame for shortcomings in the planning for and execution of stability and reconstruction operations; participants in the colloquium moved beyond finding fault, began analyzing the central issues, and addressed solutions.

Book excerpt: Recent military operations in Afghanistan and Iraq were characterized by the rapid defeat of enemy military forces, by relatively small deployments of American forces, and by a very limited destruction of the critical civilian infrastructure. This success can be credited in large part to the ongoing transformation of the U.S. military evident in its effective use of information superiority, precision strike, and rapid maneuver on the battlefield. The Armed Forces were not nearly as well prepared to respond promptly to the lawlessness, destruction of the civilian infrastructure, and attacks on coalition forces that followed hard on the defeat of the Iraqi military. This has set back plans to restore essential services and to pass the reins to a representative Iraqi government. Moreover, the failure to establish security concurrently with the defeat of the Iraqi military may well have emboldened those who oppose the United States, United Kingdom, and even United Nations presence. It is precisely the success of the U.S. military in transforming its forces to execute rapid decisive operations that makes it imperative to transform how it prepares for and executes stabilization and reconstruction (S AND R) operations. The very rapid defeat of the enemy military means the United States must be ready to field the resources needed to secure stability and begin the reconstruction process promptly-ideally concurrently-with the end of major combat. This can only be done if planning for the stabilization and reconstruction operations is integrated into planning for the conflict from the beginning and if the right skills are in theater to begin operations concurrently with the surrender or collapse of the enemy military.

Book excerpt: Social Capital, Policing and Rule-of-Law: Keys to Stabilization reflects a breadth of U.S. Army War College Strategy Research papers which tackled tough issues. Stabilization is a process in which personnel identify and mitigate underlying sources of instability to establish the conditions for long-term stability. While long-term development requires stability, stability does not require long-term development. Therefore, stability tasks focus on identifying and targeting the root causes of instability and by building the capacity of local institutions. Stability, ultimately, aims to create conditions such that the local populace regard the overall situations as legitimate, acceptable, and predictable. These conditions consist of: the level of violence; the functioning of governmental, economic, and societal institutions; and the general adherence to local laws, rules, and norms of behavior. Sources of instability manifest themselves locally. First, instability stems from the decreased support for the government, a result of the government failing to meet the expectation of the locals. Second, instability grows from increased support for anti-government elements, a situation that usually occurs when locals see spoilers as those helping to solve the priority grievance(s). Lastly, instability stems from the undermining of the normal functioning of society when the emphasis must be on a return to the established norms. Stability tasks and activities are not things that we have only been doing in Iraq and Afghanistan. There is a long-time recognition that we have been doing this "other stuff" for a long time. But the term(s) keep changing. Professor Bill Flavin, the Chief of Doctrine, Concepts, Education and Training (DCET) at PKSOI and one of the Army's foremost experts in stability operations, has been keeping track of the various terms used to describe stability tasks and activities over the past fifty years. This list includes terms such as: attenuated conflict, nation building, marginal military operations, indirect war, lower-level war, brush fire war, low intensity conflict, constrained operations, and ambiguous war. But the essential message has not changed. That being: there is something, other than offense and defense, that the military always winds up doing. We may not know what to call it, but we know it when we see it. But because we do not know what to call it - we often try to hide it under the rug and keep tripping over it. Only then do we deal with it. But in the interim, we have lost the competencies required to do it well. My fear, and others, is that as we become leaner, we will forget how painful it was to trip over the rug and, once again, lose our hard-earned competencies in the stability arena. To remedy the initial lack of preparation, the U.S. Department of Defense (DoD) issued a directive with guidance on stabilization requirements in 2005 and then updated it with more expansive requirements in 2009. This report supports DoD efforts to update this guidance by assessing the accumulated experience of the past 17 years and evaluating the appropriate roles for the U.S. military and its ability to execute them in conjunction with interagency and other key partners. Without stabilization, successful warfighting often does not produce desired political outcomes. Yet warfighters are not the most capable actors for many stabilization tasks.
