Military Commitments and Ongoing Military Operations Abroad: Hearing Before the Committee on Armed Services United States Senate One Hundred Eighth Congress First Session September 9, 2003 It is imperative that we do so, so that we will be clearly exposing the lie that the jihadists use to attract soldiers for their army of terror, that the west intends to dominate a Muslim country. Congress will provide the funding to give our troops what they need, let there be no doubt about that. But before providing recon struction funds, partly to assure that those funds can be effectively spent in an effort that will be successful, we must assure ourselves that the administration is willing to give more than lip service to enlisting the support of key additional nations in providing troops and resources for the long struggle that lies ahead in Iraq. Book excerpt: The support of the American public is widely held to be a critical prerequisite for understanding military action abroad. As shown in this report, however, the absence of support for military operations from a majority of Americans has not hindered presidents from undertaking those operations in the past, nor does it seems likely to prove much of a barrier in the future. The purpose of the present study is to describe American public opinion toward wars and other large military operations over the last decade, to delineate the sources of support and opposition for each war or operation, to identify the principal fault lines in support, and to illuminate those factors that are consistent predictors of support for and opposition to military operations.

Book excerpt: The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.

Book excerpt: NOTE: NO FURTHER DISCOUNT FOR THIS PRINT PRODUCT--OVERSTOCK SALE -- Significantly reduced list price while supplies last The sudden disintegration of Yugoslavia from 1992 to 1995 led to a series of violent armed ethnic conflicts that resulted in the deaths of more than a quarter-million civilians and almost 1.5 million refugees. Although NATO forces were able to end these conflicts and bring stability to most of the region, a brief flare-up occurred in 1998-99 in the autonomous province of Kosovo, which was part of Serbia. After a sustained bombing campaign against the Serbian aggressors, the United States Army entered the troubled province and eventually enforced a tenuous peace between the Kosovars and Serbs. This brief study chronicles the origins of U.S. involvement and the peace enforcement operation that followed through 2005. Military leaders, peace negotiators, military science, AP high school global studies students, and international relations students may find this resource helpful for research papers. Available in PDF, EPUB and Kindle. Book excerpt: "There is an ongoing debate about the effects of U.S. military presence on conflict around the globe. In one view, U.S. military presence helps to deter adversaries, restrain U.S. partners from adopting provocative policies, and make it easier for the United States to achieve its aims without the use of force. In another view, U.S. military presence tends to provoke adversaries and encourage allies to adopt more reckless policies, and it increases the likelihood that the United States will be involved in combat. The authors of this report analyze historical data to assess how U.S. military presence -- in particular, U.S. troop presence and military assistance -- is associated with the interstate and intrastate conflict behavior of states and nonstate actors. Troop presence and military assistance have different effects. Stationing U.S. troops abroad may help deter interstate war. A large U.S. regional troop presence may reduce the likelihood of interstate conflict in two ways: by deterring potential U.S. adversaries from initiating interstate wars or by restraining U.S. allies from initiating militarized behavior. However, U.S. military presence may increase interstate militarized activities short of war. U.S. adversaries may be more likely to initiate militarized disputes against states with a larger U.S. in-country troop presence. U.S. troop presence does not appear to reduce the risk of intrastate conflict or affect the level of state repression. U.S. military assistance is not associated with changes in interstate conflict behavior. However, provision of U.S. military assistance may be associated with increased state repression and incidence of civil war. These findings have implications for near-term decisionmaking on U.S. forward troop presence in Europe and Asia."--Publisher's description

Book excerpt: Conducting the Global War on Terrorism (GWOT) and projecting United States (US) influence worldwide has meant an increasing number of US diplomats and military forces are assigned to locations around the world, some of which have not previously had a significant US presence. In the current security environment, understanding foreign cultures and societies has become a national priority. Cultural understanding is necessary both to defeat adversaries and to work successfully with allies.

Available in PDF, EPUB and Kindle. Book excerpt: In Finding the Target, Frederick W. Kagan describes the three basic transformations within the U.S. military since Vietnam. First was the move to an all-volunteer force and a new generation of weapons systems in the 1970s. Second was the emergence of stealth technology and precision-guided munitions in the 1980s. Third was the information technology that followed the fall of the Soviet Union and the first Gulf War. This last could have insured the U.S. continuing military preeminence, but this goal was compromised by Clinton's drawing down of our armed forces in the 1990s and Bush's response to 9/11 and the global war on terror. The issue of transformation leads Kagan to Defense Secretary Donald Rumsfeld's vision of a ''new ''military; the conduct of the Iraq and Afghanistan wars; and the disconnect between grand strategic visions such as the Bush Doctrine's idea of ''preemption ''and the underfunding of military force structures that are supposed to achieve such goals.
