By the 1880s, this model faced a growing energy and ecological bottleneck. By the 1950s, fossil fuels powered most of Mexico's economy and society. Looking to the north and across the Atlantic, late nineteenth-century officials and elites concluded that fossil fuels would solve Mexico's energy problem and Mexican industry began introducing coal. But limited domestic deposits and high costs meant that coal never became king in Mexico. Oil instead became the favored fuel for manufacture, transport, and electricity generation. This shift, however, created a paradox of perennial scarcity amidst energy abundance: every new influx of fossil energy led to increased demand. Germán Vergara shows how the decision to power the country's economy with fossil fuels locked Mexico in a cycle of endless, fossil-fueled growth - with serious environmental and social consequences.

Book excerpt: Mexico currently has sufficient proven and probable reserves of oil and gas to sustain a production level high enough to make it a major world producer of these fuels within a decade. Moreover, the size of its reserves, 50 billion barrels of oil equivalents, and its potential, ultimately recoverable reserves of 200 billion barrels of oil equivalents, have important implications for a strong future relationship with the United States and the rest of the world. Presently, plans call for Mexico to produce between 2.5 and 2.7 million barrels of oil a day in 1980. About half will be available for export with 60 percent or more expected to be sold to the United States. Although the United States has been receiving increasing volumes of Mexican oil exports, actual energy cooperation between the two countries has not been extensive in the past beyond the establishment of a mixed U.S.-Mexico commission to discuss scientific and technical cooperation, the formation of an energy working group, and a geothermal agreement. Through increased imports of Mexican oil, the U.S. dependency on Middle East oil could be reduced; world supplies of oil and gas could be augmented; and through trade and investment, the United States could assist Mexico in its economic growth and development. In an effort to expand energy cooperation with Mexico, the President in 1979 directed that new measures be taken to improve coordination concerning all issues of U.S.-Mexican relations. The measures included appointing a U.S. Coordinator for Mexican Affairs, establishing a Senior Interagency Group on U.S. policy toward Mexico, and restructuring and strengthening the U.S.-Mexico Consultative Mechanism. However, uncertainty about the status of U.S.-Mexico energy relations and Mexico's commitment to provide energy to the United States still exists. This uncertainty includes the fact that no official Mexican announcements regarding post-1980 production and export levels has yet been made. Moreover, Mexico is diversifying its foreign oil markets and has asked for membership in the Organization of Petroleum Exporting Countries. Thus, future production and export policies by Mexico will depend upon a number of political, economic, and technical factors, particularly, domestic needs and the impact of oil revenues on the Mexican economy.

Available in PDF, EPUB and Kindle. Book excerpt: This paper assesses the real effects of the energy reform in Mexico by looking at its impact on manufacturing output through changes in energy prices. Using sub-sector and state-level manufacturing output data, along with past variation in energy prices, we find electricity prices––relative to oil and gas––to be more important in the manufacturing process, with a one standard deviation reduction in electricity prices leading to a 2.8 percent increase in manufacturing output. Our estimated elasticities together with plausible reductions in electricity tariffs derived from the energy reform, could increase manufacturing output by up to 3.6 percent, and overall real GDP by 0.6 percent. Larger reductions are possible over the long run if increased efficiency in the sector leads electricity prices to converge to U.S. levels. Moreover, including the impact of lower electricity tariffs on the services sector, could lead to significantly larger effects on GDP. Accounting for endogeneity of unit labor costs in a panel VAR setting leads to an additional indirect channel which amplifies the impact of electricity prices on output.

It also includes a summary of changes in the legal treatment of U.S.-Canada energy relations under the USMCA compared to Chapter 6 of NAFTA. The success of the López Obrador presidency may well depend on its energy policies, including his treatment of the bloated, inefficient state-owned oil company, Pemex, and the ability to continue to attract foreign investment in the hydrocarbons sector. Because energy exports are a major source of foreign exchange for Mexico, maintaining and increasing energy export earnings are critical to generating the revenues the President will require to carry out many of his domestic reforms, including those designed to improve the lives of Mexico's poor.
