Book excerpt: Includes more than 30 photos, maps and plans This study examines a counterinsurgency campaign conducted during the Iraq War between the fall of 2005 and spring of 2006 in the district of al-Qaim on the Syrian border. In many ways, the struggle to clear and hold the district marked a turning point for the U.S. Marines fighting to bring security and stability to al-Anbar Province. The tactics and procedures utilized by the Marines of Regimental Combat Team 2 as well as its numerous supporting units served as a model for future operations in 2006 and 2007. The Iraq War began in 2003 with a lightning quick assault by Coalition forces that toppled Saddam Hussein’s Ba’athist regime within a matter of weeks. During the months immediately following the overthrow of the old regime, a lack of adequate security forces and indecision among policy makers rapidly led to a collapse of order and stability. By the summer a broad insurgency conducted by former regime loyalists, criminals, and Islamic fundamentalist fighters had broken out against the U.S. occupation of the country. The U.S.’ initial goal of creating an independent, democratic government was superseded by the more basic and pressing need to establish a secure and stable Iraqi state. The lack of a unified approach to U.S. strategy in Iraq meant that it often fell to the commanders of smaller units (brigades, regiments, and battalions) to devise an effective means for defeating the insurgency in their particular areas of responsibility. It was in this type of operating environment that the commander of Regimental Combat Team 2, Colonel Stephen W. Davis, and one of his battalion commanders, Lieutenant Colonel Julian D. Alford of 3d Battalion, 6th Marines, undertook a concerted campaign to clear and secure al-Qaim District in western Iraq.

This study focuses on I Marine Expeditionary Force’s deployment in 2004 and II Marine Expeditionary Force’s deployment of 2005, paying close attention to planning, counterinsurgency operations, and efforts to build civil-military relations with the Iraqi population. One of the most common criticisms of the U.S. plan to invade Iraq in 2003 is that too few troops were used. The argument often fails to satisfy anyone for there is no standard against which to judge. A figure of 20 troops per 1000 of the local population is often mentioned as the standard, but as McGrath shows, that figure was arrived at with some questionable assumptions. By analyzing seven military operations from the last 100 years, he arrives at an average number of military forces per 1000 of the population that have been employed in what would generally be considered successful military campaigns. He also points out a variety of important factors affecting those numbers-from geography to local forces employed to supplement soldiers on the battlefield, to the use of contractors-among others.

Book excerpt: U.S. Marines in Irregular Warfare: Training and Education is a brief history that recounts how the U.S. Marine Corps adapted to fight the Global War on Terrorism during 2000-10. The Marine Corps has a long history of fighting irregular wars, including the Banana Wars in Central America during the 1920s and the Vietnam War during the 1960s. To battle the insurgencies in Iraq and Afghanistan, the Corps drew upon this experience while also implementing new plans and programs to better prepare Marines to carry out counterinsurgency operations. The Marine Corps updated the curriculum at the Command and Staff College and transformed the annual Combined Arms Exercise into Exercise Mojave Viper: an immersive training program that simulated the urban environments in which Marines would be operating in Southwest Asia. Most importantly, Marines adjusted in the field, as battalion and company commanders drew on their basic training and education to devise innovative tactics to better combat the new threats they now faced. ?us, as this story shows, the Marine Corps did not undergo a radical transformation to fight in Iraq and Afghanistan, but instead drew on principles that had defined it as a warfighting organization throughout most of its history. Many associate the beginning of the movement with Sheikh Sattar Albu-Risha's 14 September 2006 proclamation in Ramadi, where he coined the term Al Sahawa. However, Dr. Knarr contends that the Anbar Awakening, as a movement, started 12 months prior to the Sheikh's proclamation. As a movement, the Awakening began in the northwest of Al Anbar, in Al Qaim District along the Syrian/Iraqi border with the Albu-Mahal tribe. The Albu-Mahal, in what would become a fight for survival, realized that they could not fight Al Qaida in Iraq (AQI) on their own and pleaded for help from the Coalition and the Government of Iraq. The foundation for developing that partnership was a little known program called the "Desert Protectors." The development of the Desert Protectors has tremendous lessons for today as a newly formed Coalition organizes to fight the Islamic State of Iraq and the Levant(ISIL), an outgrowth of AQI--Publisher.
