Disputes among the South, the Great Plains, and the Midwest form the primordial fault line that has defined the debate throughout farm policy's history. Because these regions formed the original farm coalition and have played the predominant roles throughout, this study concentrates on the three major commodities produced in these regions: cotton, wheat, and corn. Because the financial crisis permeates the agricultural community, critical choices must be made regarding the role of government in the farm sector, and alternate policies must be conceived. A Perspective on U.S. Farm Problems and Agricultural Policy provides a framework for evaluating national policy alternatives and attempts to improve our understanding of the nature of the farm sector and its problems. The discussion covers important issues such as farm size, the process of dynamic adjustment to changing technology, and financial disruptions associated with periodic land booms and busts. The issues are presented in historical perspective and in relation to past agricultural policies. The authors move to more specific examination of the current financial crisis by looking at various sizes and types of midwest farms. They establish different categories of financial stress in the context of both historical data for the national farm sector and more recent data on individual farms, drawing conclusions about the primary determinants of financial stress and the manner in which individuals are adjusting to it.

Although often outside the public spotlight, many of these policies are crucial to how land and food are managed in this country--from food stamp programs for low-income households to environmental conservation for natural resources to the often controversial commodity subsidy programs to support farmers. Examining the gains and misses for conservation in the 2008 farm bill also sheds light on agricultural sustainability prospects embedded in farm policy. In this case, the emphasis on biofuels during farm bill debates both threatened conservation with the prospect of large-scale corn ethanol production, and also shifted public focus away from reforms that might have improved agriculture's environmental and social footprint. At the same time, the 2008 farm bill did introduce some new prospects for environmentally- and socially-sustainable agricultural policies in the longer term. In examining the reasons for the 2008 farm bill's approach to and then retreat from rapid policy change, Nadine Lehrer guides us through ideological conflicts over world trade, renewable energy, and sustainable agriculture as embedded in U.S. farm policy debates. Although agriculture accounts for less than 2% of the gross domestic product of the OECD countries, it occupies over 35% of their total land area. Predominantly rural regions, where agriculture remains particularly important, contain almost one quarter of the population of OECD countries. The past quarter century has witnessed signi?cant changes in agricultural po- cies in OECD countries. Although total support remains high, a shift has taken place from price-linked measures to direct income support, most notably in the European Union. Policies have been adapted to meet pressing social concerns, such as ens- ing food security and improving environmental quality. OECD countries face major economic issues due to the ageing of their populations and the need to adapt to gl- alization and increasing competition from emerging economies. Continued pressure to reform agricultural policies will be exerted by the need to economize on the use of scarce public resources. At the same time, agriculture faces new challenges g- erated by climate change, the “greening” of the economy, increasing scarcity of energy and water, and the demands placed on the food system by an expanding world population.
