Book excerpt: The Syrian civil war, now in its seventh year, continues to present new challenges for U.S. policymakers. Following a deadly chemical weapons attack in Syria on April 4, 2017, and subsequent U.S. strikes against Syrian military infrastructure and pro-regime forces, Members of Congress have called on the President to consult with Congress about Syria strategy. Other Members have questioned the President's authority to launch strikes against Syria in the absence of specific prior authorization from Congress. In the past, some in Congress have expressed concern about the international and domestic authorizations for such strikes, their potential unintended consequences, and the possibility of undesirable or unavoidable escalation. Since taking office in January 2017, President Trump has stated his intention to "destroy" the Syria- and Iraq-based insurgent terrorist group known as the Islamic State (IS, also known as ISIL, ISIS, or the Arabic acronym Da'esh), and the President has ordered actions to "accelerate" U.S. military efforts against the group in both countries. In late March, senior U.S. officials signaled that the United States would prioritize the fight against the Islamic State and said that Syrian President Bashar al Asad's future would be determined by the Syrian people. Nevertheless, following the April 4 attack, President Trump and senior members of his Administration have spoken more critically of Asad's leadership, and it remains to be seen whether the United States will more directly seek to compel Asad's departure from power while pursuing the ongoing campaign against the Islamic State. Since late 2015, Asad and his government have leveraged military, financial, and diplomatic support from Russia and Iran to improve and consolidate their position relative to the range of antigovernment insurgents arrayed against them. These insurgents include members of the Islamic State, Islamist and secular fighters, and Al Qaeda-linked networks. While Islamic State forces have lost territory to the Syrian government, to Turkey-backed Syrian opposition groups, and to U.S.-backed Syrian Kurdish and Arab fighters since early 2016, they remain capable and dangerous. The IS "capital" at Raqqah has been isolated, but large areas of central and eastern Syria remain under the group's control. The presence and activities of Russian military forces and Iranian personnel in Syria create complications for U.S. officials and military planners, and raise the prospect of inadvertent confrontation with possible regional or global implications. Since March 2011, the conflict has driven more than 5 million Syrians into neighboring countries as refugees (out of a total prewar population of more than 22 million). More than 6.3 million other Syrians are internally displaced and are among more than 13.5 million Syrians in need of humanitarian assistance. The United States is the largest donor of humanitarian assistance to the Syria crisis (which includes assistance to neighboring countries hosting refugees), and since FY2012 has allocated more than $6.5 billion to meet humanitarian needs. In addition, the United States has allocated more than $500 million to date for bilateral assistance programs in Syria, including the provision of nonlethal equipment to select opposition groups. President Trump has requested $191.5 million in FY2018 funding for such assistance and $500 million in FY2018 defense funds to train and equip anti-IS forces in Syria. U.S. officials and Members of Congress continue to debate how best to pursue U.S. regional security and counterterrorism goals in Syria without inadvertently strengthening U.S. adversaries or alienating U.S. partners. The Trump Administration and Members of the 115th Congress-like their predecessors-face challenges inherent to the simultaneous pursuit of U.S. nonproliferation, counterterrorism, civilian protection, and stabilization goals in a complex, evolving conflict.

Book excerpt: Based on first-hand reporting from Syria and Washington, journalist Reese Erlich unravels the complex dynamics underlying the Syrian civil war. Through vivid, on-the-ground accounts and interviews with both rebel leaders and Syrian President Bashar al-Assad, Erlich gives the reader a better understanding of this momentous power struggle and why it matters. Through his many contacts inside Syria, the author reveals who is supporting Assad and why; he describes the agendas of the rebel factions; and he depicts in stark terms the dire plight of many ordinary Syrian people caught in the cross-fire. The book also provides insights into the role of the Kurds, the continuing influence of Iran, and the policies of American leaders who seem interested only in protecting US regional interests. Disturbing and enlightening at once, this timely book shows you not only what is happening inside Syria but why it is so important for the Middle East, the US, and the world.

Book excerpt: The U.S.-led effort to fight the Islamic State in northeastern Syria since 2014 has been as controversial and poorly understood as it has been significant. Advocates of fighting “by, with and through” the Kurdish-led Syrian Democratic Forces (SDF) view the campaign as a near-ideal case study of a cost-effective U.S. military intervention that should be duplicated in the future. Critics of the campaign say that the U.S. allied itself with a terrorist group and endangered its ties with Turkey, a long-stranding NATO partner; losing sight of strategic priorities in order to win tactical victories at low cost. This book combines general research with 50 interviews gathered in Syria with Kurdish, Arab and Christian SDF officers, and 50 interviews with U.S. and French officials and military officers with on-the-ground involvement in the war. It provides an unprecedented window into how the war was really prosecuted, in the eyes of the participants at all levels, uniquely looking not only at how U.S. soldiers view their partner forces, but how the local partners view them in return. This is a unique and essential insight into US strategy in Syria and beyond.

Book excerpt: The remarkable story of a small, makeshift library in the town of Daraya, and the people who found hope and humanity in its books during a four-year siege. Daraya lies on the fringe of Damascus, just southwest of the Syrian capital. Yet for four years it lived in another world. Besieged by government forces early in the Syrian Civil War, its people were deprived of food, bombarded by heavy artillery, and under the constant fire of snipers. But deep beneath this scene of frightening devastation lay a hidden library. While the streets above echoed with shelling and rifle fire, the secret world below was a haven of books. Long rows of well-thumbed volumes lined almost every wall: bloated editions with grand leather covers, pocket-sized guides to Syrian poetry, and no-nonsense reference books, all arranged in well-ordered lines. But this precious horde was not bought from publishers or loaned by other libraries--they were the books salvaged and scavenged at great personal risk from the doomed city above. The story of this extraordinary place and the people who found purpose and refuge in it is one of hope, human resilience, and above all, the timeless, universal love of literature and the compassion and wisdom it fosters.

Available in PDF, EPUB and Kindle. Book excerpt: From a Pulitzer Prize-nominated journalist specializing in the Middle East, this groundbreaking account of the Syrian Civil War reveals the never-before-published true story of a 21st-century humanitarian disaster. In spring 2011, Syrian President Bashar al-Assad turned to his friend and army commander, Manaf Tlass, for advice about how to respond to Arab Spring-inspired protests. Tlass pushed for conciliation but Assad decided to crush the uprising -- an act which would catapult the country into an eight-year long war, killing almost half a million and fueling terrorism and a global refugee crisis. Assad or We Burn the Country examines Syria's tragedy through the generational saga of the Assad and Tlass families, once deeply intertwined and now estranged in Bashar's bloody quest to preserve his father's inheritance. By drawing on his own reporting experience in Damascus and exclusive interviews with Tlass, Dagher takes readers within palace walls to reveal the family behind the destruction of a country and the chaos of an entire region. Dagher shows how one of the world's most vicious police states came to be and explains how a regional conflict extended globally, engulfing the Middle East and pitting the United States and Russia against one another. Timely, propulsive, and expertly reported, Assad or We Burn the Country is the definitive account of this global crisis, going far beyond the news story that has dominated headlines for years.

Book excerpt: Five years into the ongoing and tragic conflict, the paper analyzes how Syria’s economy and its people have been affected and outlines the challenges in rebuilding the economy. With extreme limitations on information, the findings of the paper are subject to an extraordinary degree of uncertainty. The key messages are: (1) that the devastating civil war has set the country back decades in terms of economic, social and human development. Syria’s GDP today is less than half of what it was before the war started and it could take two decades or more for Syria to return to its pre-conflict GDP levels; and that (2) while reconstructing damaged physical infrastructure will be a monumental task, rebuilding Syria’s human and social capital will be an even greater and lasting challenge.

Available in PDF, EPUB and Kindle. Book excerpt: In the midst of turmoil in the Middle East, and in the face of protests and demonstrations from Homs to Damascus and other places all over Syria, the Ba'th Party and Bashar al-Asad are truly caught up in a struggle to hold onto power in Syria. In this important book, Nikolaos van Dam explores and explains how the Asad dynasty has come to rule Syria for about half a century and keep the complex patchwork of minorities, factions and opponents securely under control for such an unprecedented long period. Through an in-depth examination of the role of sectarian, regional and tribal loyalties, van Dam traces developments within the Ba'th party and the military and civilian power elite from the 1963 Ba'thist takeover up to the present day.
