Book excerpt: This synthesis presents a review of the current practices associated with the techniques and policies employed by state and local transportation agencies to address the many project development issues required for the reconstruction of existing urban and suburban freeways and expressways. This topic is of special interest because there is a need to reconstruct many highway facilities that have been in existence for over 40 years. The need arises both from the deterioration of the infrastructure and from changes in capacity requirements. This synthesis will be of interest to state and local highway design engineers, traffic engineers, finance and contracting specialists, and contracting personnel in these agencies. It will also be of interest to consultants who are engaged in freeway/expressway reconstruction projects. While many of the project development methodologies in practice for reconstruction of urban and suburban freeways and expressways are similar to those used for new construction, there are unique differences that apply primarily to the reconstruction of major urban highway facilities. This report of the Transportation Research Board highlights the similarities and differences in the planning and management of projects as well as in contracting and financing innovations. Methods for effectively managing traffic during the reconstruction process are important to the process, as are traffic control procedures in the work zone. Public participation and public information dissemination related to traffic changes are vitally important to the effective completion of a reconstruction project. Other aspects, such as the design process, including the use of 3-D and 4-D visualization, pavement renewal procedures, environmental impact mitigation and enhancement activities, that are considered in the process are also addressed.

Book excerpt: Discusses the concepts of “home,” “house,” and “household” in past societies Because archaeology seeks to understand past societies, the concepts of "home," "house," and "household" are important. Yet they can be the most elusive of ideas. Are they the space occupied by a nuclear family or by an extended one? Is it a built structure or the sum of its contents? Is it a shelter against the elements, a gendered space, or an ephemeral place tied to emotion? We somehow believe that the household is a basic unit of culture but have failed to develop a theory for understanding the diversity of households in the historic (and prehistoric) periods. In an effort to clarify these questions, this volume examines a broad range of households—a Spanish colonial rancho along the Rio Grande, Andrew Jackson's Hermitage in Tennessee, plantations in South Carolina and the Bahamas, a Colorado coal camp, a frontier Arkansas farm, a Freedman's Town eventually swallowed by Dallas, and plantations across the South—to define and theorize domestic space. The essays devolve from many disciplines, but all approach households from an archaeological perspective, looking at landscape analysis, excavations, reanalyzed collections, or archival records. Together, the essays present a body of knowledge that takes the identification, analysis, and interpretation of households far beyond current conceptions.

Book excerpt: To answer questions being raised by abutting residents and businesses about proposed elevated and/or depressed freeway improvements in the urban and suburban areas of Texas, a four year study has been conducted to estimate the social, economic, and environmental effects of such freeway designs. Eight existing, two under construction, and one approved for construction freeway sections have been studied on a before, during, and after construction basis. The sections selected for study range from being in predominately residential-suburban areas to predominantly commercial-industrial downtown areas. The specific effects of the three types estimated for each study section are as follows: (1) social impacts: population changes, neighborhood accessibility, neighborhood cohesion, and community services; (2) economic impacts: relocation and mitigation costs, business sales, property uses and values, tax revenues, employment and income, and user costs; and (3) environmental impacts: aesthetics, drainage and erosion, noise and air pollution, vibration, and hazardous spills. The literature review and a survey of highway agencies in other states were used to determine the appropriate procedures or models and mitigation measures to implement in estimating the social, economic, and environmental impacts of elevated and depressed freeways. Appropriate study site, local, state, and federal agency data were collected, reduced, and analyzed in the conduct of this study. The findings of the study, presented in five separate reports according to types of effect and summarized in this report, can be used with the recommended estimating procedures to estimate the social, economic, and environmental effects of proposed elevated and depressed freeway projects in urban and suburban areas. Then, transportation planning and designing engineers can use such estimates to prepare environmental statements and conduct public hearings on the recommended grade level of each of the proposed freeway projects. The findings from prior studies indicate that freeway grade level differences in selected measures of social and economic activity are statistically significant. However, these differences are negative or positive, depending largely on various locational factors. The results of this study tend to confirm those findings.
