Book excerpt: Many cities in Oregon are requesting a comprehensive review of speed zoning guidelines and existing procedures for streets with high volumes of active travelers. The main goal of this research is to develop recommendations for alternate criteria for setting speed zones on roadways with a high percentage of active travelers. Literature pertaining to factors affecting operating speed, speed and safety, speed management, and current speed zone practices is reviewed. The selection of the site and performance criteria is discussed. Qualities and characteristics of the speed data utilized are given. Distinctions between neighborhood and non-neighborhood greenways are noted. A before and after analysis of speeds and hypothesis testing are performed. Factors affecting operating speeds are identified by linear correlation and regression analysis. The study finds a high degree of variability in the outcomes of Posted Speed limit (PSL) changes. However, PSL reductions are more likely to reduce speeds on neighborhood greenways, and motorized traffic volume and presence of a bike lane are key variables for predicting mean speeds.

Cities are proposing alternative speed zoning guidelines that are starkly different from existing guidelines based on the 85th percentile speed distribution. The alternative guidelines and criteria for setting speed zones have not been thoroughly studied or evaluated yet. This report presents a comprehensive review of literature pertaining to factors which may influence operating speeds, speed limits compliance, and relationships between speed and crash frequency and/or severity. The focus is on urban areas and roadways with a high percentage of active users. This review is intended to support research and policy analysis that examine alternate criteria for setting speed zones on roadways with a high percentage of active travelers.

Book excerpt: Traditionally, Minnesota's posted speed limits are determined using the Institute of Transportation Engineers methodology as well as other considerations. The ITE methodology uses field measurements to evaluate roadway segments for the speed at or below which 85 percent of free flowing vehicles are traveling. MnDOT has observed that the ITE methodology often determines a higher operational speed for two-lane rural highways than MnDOT believes is warranted by other engineering and safety considerations. Further, MnDOT is being asked to justify posted limits of 55 mph when statutory limits for such roadways in Minnesota are 65 mph. Consequently, MnDOT would like to identify alternative methods used for determining posted speed limits that produce greater compliance by motorists.

Based on the results of a literature search and the availability of data for Kansas highways, twenty-seven variables were identified as possibly affecting speeds on rural state highways and thirty-two variables were identified as possibly affecting speeds on urban state highways. Speed data and data for the potential explanatory variables were collected for a total of 539 sections of state highway (186 rural and 353 urban sections). Two approaches were used to develop and test models to predict speeds on rural and urban state highways based on roadway characteristics and adjacent development patterns. The first approach was based on models in the form of multiple linear regression equations. The second approach employed artificial neural networks (ANNs) to predict highway speeds. None of the regression models were entirely satisfactory in terms of their ability to predict the 85th percentile speeds on rural and urban highways within +/-5 mph (+/-8 km/h). A number of regression models are presented, however, they should be used with caution. Two independent databases were used to train two sets of ANN models of rural and urban speeds. The first set of ANN models (Stage 1) was developed using the same data used in the regression analysis. The second set of ANN models (Stage 2) was developed using a database provided by the Kansas Department of Transportation (KDOT) Bureau of Traffic Engineering. The second database contained only those variables that KDOT believed drivers consider in selecting a driving speed. Overall, the Stage 2 ANN models developed in this study were found to perform much better than either the Stage 1 ANN models or the regression models in predicting rural and urban highway speeds.

In February 2021 we surveyed 33 cities within the Twin Cities metro area and identified the city of St. Louis Park as planning to implement a city-wide change in speed limits, with a default speed limit of 20 mph but with selected roads being signed for limits ranging from 25 mph to 35 mph. Speed data was collected using road tube traffic recorders in the summer of 2021, 2-4 months before the speed limit change, and in the summer of 2022, 6- 8 months after the change. There was considerable variability regarding what was seen at individual locations, with before/after differences in mean speed ranging from a decrease of 7 mph to an increase of 2.4 mph. On average, mean speeds were slightly lower (1-2 mph) in the after period, both on streets where the speed limit was lowered and on streets where the limit was unchanged. This pattern, modest reductions in mean speeds following a reduction in speed limit, with possible spillover, was consistent with what has been seen in other cities in North America and Great Britain.
