It is designed to stimulate and support consultations among all key stakeholders, including Aboriginal entrepreneurs, enterprises, and businesses; key target groups in the Aboriginal community; federal and provincial departments and agencies; and non-Aboriginal private sector organisations and institutions. The work conducted to develop this paper included a review of Aboriginal economic development programs in other provinces, a literature search on the constraints on Aboriginal economic development, collection of data on the socio-economic conditions of provincial Aboriginals, and holding of workshops and consultations. Results of this work are presented along with the guiding principles for an Aboriginal economic development framework, an implementation strategy, and a list of specific economic development initiatives. The appendix includes an overview of existing federal and provincial programs that focus on Aboriginal economic development.
