Book excerpt: Foreword by President George W. Bush With contributions from world renowned economists and Nobel prizewinners, The 4% Solution is a blueprint for restoring America’s economic health The United States is reaching a pivotal point in its economic history. Millions of Americans owe more on their homes than they are worth, long-term unemployment is alarmingly high, and the Congressional Budget Office is projecting a sustainable growth rate of only 2.3%—a full percentage point below the average for the past sixty years. Unless a turnaround comes quickly, the United States could be mired in debt for years to come and millions of Americans will be pushed to the sidelines of the economy. The 4% Solution offers clear and unflinching ideas on how to revive America’s economy. It sets a positive economic goal and asks some of the top economic minds on how to achieve it. With a focus on removing government constraints, The 4% Solution defines the policies that will allow Americans to save, invest, and create the jobs that the United States needs. The 4% Solution draws on the best minds in the business, including five Nobel laureates: · Robert E. Lucas, Jr., on the history and future of economic growth · Gary S. Becker on why we need immigrants in order to grow · Edward Prescott on the cost (to growth) of the welfare state · Vernon Smith on why housing leads us into and out of recessions · Myron Scholes on why we need to innovate in order to grow the economy

Book excerpt: "An optimistic, fact-based look at how four transformational forces-unrivaled manufacturing depth, soaring levels of creativity, massive new energy sources, gigantic amounts of capital available-will propel the U.S. to new economic heights In Unleashing the Second American Century, business expert Joel Kurtzman shows conclusively that all the talk about the relative decline of the United States is not only baseless-it's dead wrong. A widely-held misconception is that "America doesn't make things anymore." But the U.S is by far the world's dominant manufacturing power, and most of what we make is recession-proof. America also has a stunning level of talent and creativity in the world's fastest-growing economic sectors, such as biotech, pharmaceutical, computer hardware and software, and telecommunications. Due to shale and gas, America has the world's largest energy reserves, and is more favorably endowed than even the Middle East. Finally, America has an unprecedented amount of capital now idle-approximately $4.4 trillion, a sum that is about $1 trillion larger than the German economy, the world's fourth largest. As Kurtzman shows, when the business community fully grasps the opportunities in the U.S., prosperity will return-and much faster than we now think possible"--

Book excerpt: "UNESCO has recently published the third volume of its Education on the Move series, a series dedicated to the analysis of key trends in education with the hope of inspiring dialogue among policy makers, educators and other key stakeholders on the challenges of education for tomorrow. The latest publication, entitled Unleashing the Potential: Transforming Technical and Vocational Education and Training is focused entirely on issues related to technical and vocational education and training (TVET). It takes stock of the steadily increasing demands and expectations on TVET systems around the globe and presents recent policy trends in the field of TVET. In their analysis, the authors provide insights into what it takes to unleash the potential of TVET systems around the world. They propose an integrated analytical approach that takes into consideration such factors as economic growth, social equity and issues related to sustainability so that TVET can contribute more effectively to contemporary policy issues such as youth unemployment, gender disparities and climate change. Overall, the book calls for a transformation of TVET systems to enable them to respond to the demands of their contexts. This transformation should enable TVET systems to acquire agility to stay current and responsive to the rapidly changing demands of the twenty-first century."--Publisher's website.

Book excerpt: Men and women both play significant, though different, economic roles in Uganda (both contribute around 50% of GDP and women are 39% of business owners). Gender inequality in access to and control of productive assets and resources acts as a brake to women's economic participation and limits economic growth. Labor and time constraints differentially affect women's and men's capacity to engage in business activity, with significant consequences for agricultural productivity in the context of strategic exports. It is therefore important for Uganda to unleash the full productive potential of fema.

Available in PDF, EPUB and Kindle. Book excerpt: Old-style manufacturing, embodied in industrial parks that litter the landscape, may soon become dinosaurs of industrial development. These "Jurassic Parks" of the past will be replaced by new eco-industrial parks (EIPs) that link manufacturers more closely together into an industrial ecosystem for business and environmental excellence. Companies have always depended on a larger ecology of suppliers, customers, geography and market to be successful, but a popular mythology was that each company was an island. Abandoning this fantasy by consciously integrating into a larger industrial ecology is smart business that draws on the overall system of interactions to nourish corporate success-and the environment. Eco-industrial development, born from the realisation that the places where we work waste too much and unnecessarily pollute the land, air, and water, simply stated, demands a better way of working. From eco-parks-most famously at Kalundborg in Denmark-to virtual networks, this progressive perspective on economic development is taking shape in communities across the United States and around the world. Eco-industrial Strategies is edited by Ed Cohen-Rosenthal, a pioneer in the field of industrial ecology, whose untimely passing early in 2002 has left this book as a legacy to his passion and commitment to improving both the environment and places in which people work. The book explores the key issues involved in eco-industrial development and identifies the stakeholders and their roles in such projects. In addition, it offers a compendium of eco-industrial development case studies. While an increasing number of handbooks and manuals focus on eco-industrial development, no other book containing process analysis, a breakdown of stakeholder responsibility, and case study assessment exists. What sets this work apart is the pooling together of resources and knowledge from a wide array of sources within the eco-industrial field and the framing of the concept from multiple angles. Eco-industrial Strategies aims to accomplish a two-step "inform and empower" process. First, it familiarises readers with eco-industrial development, its innovative proclivity and applicability to diverse circumstances. Second, it provides the fundamental tools and motivational creativity to implement independent eco-industrial projects. The introductory chapters of this book present several overarching concepts and perspectives of the field, which pay particular attention to the technological, economic and social elements. The next section focuses on the role of the various stakeholders involved in eco-industrial development. Each chapter sets out to answer various questions relating to the stakeholders' place in the system, specifically: what are the stakeholders' particular interests, in what ways can they participate in the process, and how do they relate to other actors and stakeholders? These chapters also respond to questions regarding the relationship between stakeholders and eco-industrial development. Chiefly, they trace the flow of benefits, and various other impacts and repercussions, among and between the stakeholders and the development project. Since eco-industrial development involves countless groups and individuals, this book focuses on five distinct and comprehensive categories: namely, central government, local government, surrounding community, development community, and energy resources. The third section outlines several matters related to conceptualisation, design, operation and assessment of eco-industrial projects. Concentrating on the core legal, environmental, management, financial, real estate and evaluative aspects, the book presents the critical components of each issue and also provides an understanding of the unique attributes eco-industrial development brings to the equation. The case-study portion of this book provides vignettes of actual work in progress. Each chapter details the key characteristics of the effort and the process undertaken in developing the eco-industrial project. The studies focus primarily on issues considered in the preceding sections, such as project funding, stakeholder engagement and environmental stewardship. In addition, they recount achievements, threats to success, ways obstacles were overcome, and details on the project's future. Eco-industrial Strategies showcases development projects from around the world, including Asia, Canada, Denmark and the United States, situated in a variety of settings: for example, army bases, industrial parks and virtual networks. This eclectic mix of development structures and contexts is indicative of the diversity apparent in eco-industrial projects overall and allows readers to glean functional and constructive lessons adaptable to their particular circumstances. Accordingly, this section stands as a testament to the widespread applicability of eco-industrial development, and as inspiration for practitioners in both traditional and unconventional settings. An idea and practice still in its infancy, eco-industrial development will undergo many evolutions beyond what this collaborative work is able to capture. As a document of the concept's earliest theorists, Eco-industrial Strategies provides current and future readership with an understanding of eco-industrial development's foundations, its beginnings and its aspirations. Most excitingly, policy-makers, industry professionals, community developers, grass-roots activists, and all other readers yearning for a better way to work and live, will experience a glimpse of the thoughts, concerns, ambitions, technological insight, communities and economies that embody eco-industrial development.

The country is also becoming a top global innovator for high-tech products andservices. Still, India is underperforming relative to its innovation potential. Even a dynamicyoung population--more than half of whom are under 25 years of age--is constrained when skillstraining and higher education are insufficient. To sustain competitiveness, economic growth, andrising living standards over the long term, India needs to aggressively harness its innovation potential. The term innovation is broadly defined in this book to include both the creation andcommercialization of new knowledge and the diffusion and absorption of existing knowledge in newcontexts. A unique feature is the book's focus on inclusive innovation, that is, knowledge creationand absorption activities most relevant to the needs of the poor. Concrete recommendations aremade for increasing productivity and welfare through the disciplining role of competition, includingtraining and education, information infrastructure, and public and private finance as supportmechanisms for broad-based innovation. 'Unleashing India's Innovation: Toward Sustainable and Inclusive Growth' provides nationaland local policy makers, private sector enterprises, academic and research institutions, international organizations, and civil society with a better understanding of the power of innovation to fuel economic growth and poverty reduction.

Book excerpt: This book provides a diagnosis of the central economic and financial challenges facing Caribbean policymakers and offers broad policy recommendations for promoting a sustained and inclusive increase in economic well-being. The analysis highlights the need for Caribbean economies to make a concerted effort to break the feedback loops between weak macroeconomic fundamentals, notably pertaining to fiscal positions and financial sector strains, and structural impediments, such as high electricity costs, limited financial deepening, violent crime, and brain drain, which have depressed private investment and growth. A recurring theme in the book is the need for greater regional coordination in finding solutions to address the Caribbean’s shared and intertwined macroeconomic and structural challenges. The analysis suggests that strengthening regional and global market integration of Caribbean economies would provide an impetus to sustained growth in incomes and jobs. Greater regional and global economic integration would also facilitate structural transformation and a shift toward new economic activities, resulting in more diversified and less vulnerable economies. A central challenge for the Caribbean is thus to come together as a region, overcome the limitations posed by size, and garner the benefits of globalization. Efforts should build on existing regional arrangements; accelerating progress in implementing these agreements would stimulate trade. Policymakers could also promote deeper integration with Latin America and the rest of the world by pursuing new trade agreements, leveraging current agreements more effectively, or deepening them to include areas beyond traditional trade issues, and developing port and transport infrastructure.

Book excerpt: This volume of original research contains specific policy reform proposals for promoting prosperity in West Virginia. The authors present the case for why state policy should focus more heavily on promoting long-run economic growth. The authors review the scientific evidence on which policies best promote growth and conclude that a policy climate consistent with capitalism, or 'economic freedom, ' is the best way to accomplish growth and higher living standards. These policies work because they result in increased capital formation, higher labor productivity, and reduced levels of wasteful rent-seeking and lobbying activity. This volume concludes with a set of specific growth-oriented policy reforms that address the broad spectrum from tax policy to legal reform to the security of private property rights. We hope that readers of this volume will come away with a better understanding of capitalism's true potential to generate long-run economic progress.

Book excerpt: Economic challenges in developing Asian countries have become more complex: urban populations are growing at great cost to the environment, climate change has increased risks of natural disasters, and income gaps within and between developing countries are widening. These factors threaten the sustainable growth and development of urban areas, the drivers of Asia's economy. A strategic approach for inclusive growth is needed. The City Cluster Economic Development approach provides a strategic framework and a set of analytical tools, which governments, businesses, and communities can use to support the inclusive and sustainable development of competitive urban economies in Asia. It also elps urban managers and other city stakeholders identify action plans and determine priority investment areas.
