The authors recommend three ways to improve unity of effort: all Operation ¿Enduring Freedom¿ forces (except SOF) should be merged into one common mission with international forces; decisionmaking authority between U.S. military and civilian leaders should be clarified; and SOF operations must focus on the indirect approach. Book excerpt: Since the end of the Cold War, American armed forces have found themselves involved more and more frequently in military operations other than war (MOOTW). These include a wide range of operations, both non-combat and combat. Almost invariably, these operations involve a variety of forces--military and civilian, government and non-government, American and foreign. Operations of this type require intense coordination and cooperation--known as unity of effort in Joint Doctrine--in order to achieve stated objectives and thus success. The wide variety of participants in MOOTW brings unique problems, including command and control, lack of clearly defined objectives and desired end state, different objectives among the participants, and cultural differences. This paper suggests that unity of effort in MOOTW must be considered and addressed constantly, from the earliest stages of planning until the desired end state has been achieved. Numerous examples of successes, failures and difficulties experienced with respect to achieving unity of effort during the peace operations in Somalia from 1992 to 1994 are provided.

Through much of history, whatever unity that had been achieved was the result of mutual cooperation between the commanders involved. Towards the end of the Great War it was becoming apparent that mutual cooperation alone was not sufficient and that a unified command system was needed. The Western Allies during World War II achieved levels of unified command that have probably not been exceeded since. This paper examines the function that command and control performs, through the medium of command arrangements, in achieving unity of command so as to attain unity of effort. By studying historical examples of joint and multi-national military operations, the importance of command arrangements as a means to achieving unity of effort will established. This leads to an approach not only for establishing the effectiveness of command arrangements, but of establishing the effectiveness of the other entities that are embraced by the umbrella term of "Command and Control."
