That historic juncture brought into question the North Atlantic Treaty Organization, which has served Alliance members so well since its founding in 1949. It also brought into question the rationale for America s continued deep involvement in European security affairs. With the gradual realization that the Russian menace is essentially dead, at least for the next 10 to 15 years and perhaps longer, and with NATO s missions having evolved well beyond the original purpose of territorial defense, debate on both sides of the Atlantic has begun to intensify concerning the vital issue of where NATO should be headed and America s relation to the Alliance. To bring an array of informed voices to the debate, four institutions--the Office of the Assistant Vice Chief of Staff of the U.S. Army, the Strategic Studies Institute of the U.S. Army War College, the Irving B. Harris Graduate School of Public Policy Studies of the University of Chicago, and the Program on International Security Policy at the University of Chicago--joined hands to sponsor a symposium titled The Future of U.S. Military Presence in Europe, held at the University of Chicago on August 4, 1999. The present book is an outgrowth of this symposium. It is not designed to set forth a literal record of words and events in the mold of the traditional symposium proceedings, but rather is organized as an anthology of individual chapters complemented by selected questions, answers, and comments by symposium participants and attendees.

The army had initially benefited from the positive results of U.S. foreign policy toward West Germany and the deference of the Federal Republic toward it, establishing cordial and even friendly relations with German society. By 1968, however, the disciplined military of the Allies had been replaced with rundown barracks and shabby-looking GIs, and U.S. bases in Germany had become a symbol of the army’s greatest crisis, a crisis that threatened the army’s very existence. In An Army in Crisis Alexander Vazansky analyzes the social crisis that developed among the U.S. Army forces stationed in Germany between 1968 and 1975. This crisis was the result of shifting deployment patterns across the world during the Vietnam War; changing social and political realities of life in postwar Germany and Europe; and racial tensions, drug use, dissent, and insubordination within the U.S. Army itself, influenced by the civil rights movement, the Vietnam War, and the youth movement in the States. With particular attention to 1968, An Army in Crisis examines the changing relationships between American and German soldiers, from German deference to familiarity and fraternization, and the effects that a prolonged military presence in Germany had on American military personnel, their dependents, and the lives of Germans. Carter, covers the period between the end of the Korean War and the initial deployment of ground combat troops to Vietnam. It describes the organizational and doctrinal changes the Army implemented as it attempted to digest the lessons of one conflict and to prepare the force for another. The pamphlet also discusses the service's efforts to maintain its position in national defense within the parameters of President Eisenhower's New Look strategic policy. A key issue for the Army was the question of how to prepare a force to operate on an atomic battlefield. In order to compete with the Air Force and the Navy for a diminishing defense budget, the Army had to show that it, too, was a modern, forward-thinking organization, prepared to integrate a new family of tactical atomic weapons into its organization and doctrine. The resulting experiment with the Pentomic division forced Army leaders to reexamine some of their most basic assumptions about future conflict. With the increasing influence of Communist China throughout Southeast Asia, the Army also began to pay greater attention toward counterinsurgency and guerilla warfare. President Kennedy's interest in a doctrine of flexible response and his concern for combatting Communist inspired insurrections prompted the Army to increase training in unconventional warfare and to highlight the capabilities of its developing special forces--the Green Berets.
