Book excerpt: The Japan-US Security Treaty was first signed in 1951, coinciding with the end of Allied occupation and Japan's recovery of independence in the early postwar era, and subsequently revised in 1960 to correct various inadequacies and alleviate a sense of inequality felt on the Japanese side. Its basic structure, namely providing bases in exchange for the guarantee of US security of Japan, however, remains unchanged. Drawing on previously undisclosed confidential documents and new research developments on the issue of secret agreements which were brought to light during the Ministry of Foreign Affairs investigation in 2009-10, the author carefully depicts the sensitive negotiations and diplomatic finesse behind the establishment and revision of the Japan-US Security Treaty, highlighting the challenges experienced by the two countries to promote mutuality then and later, and adding a new chapter with updated notes for his revised 2020 edition. Examining the far-reaching implications of these new historical materials, he puts forward the pressing question: What should be the future of Japan-US security cooperation?

The Evolution of the US-Japan Alliance explores developments in the alliance between the US and Japan and analyzes the transformation of the Japanese security strategy from 1960 to 2013. It also describes the rise and the decline of Japanese pacifism and of the Yoshida Doctrine, the post war security strategy. Moreover, this book highlights how the end of the Cold War forced Japan to rethink its security strategy and post war pacifism. Japan has abandoned its identity of “peaceful nation , turning itself into a “normal national , drawing closer to the United States. Provides readers with a theoretical framework through which they can make sense of the evolutions of the US-Japan alliance and the evolution of the Japanese security strategy throughout post war history Provides a comprehensive overview of the shifts in the Japanese security strategies and in the American foreign and security policies in the Asia Pacific region Makes extensive use of primary sources Addresses main debates on security alliances and security strategies Incorporates the latest events such as the American Pivot to Asia

Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this dissertation is to look back on the roles the Japan-U.S. Security Treaty has played since the treat was signed on 8 September 1951 in San Francisco for about 70 years and to explain my opinion why Japan and the United States should maintain and enhance the treaty in order to take measures against the rapidly and greatly changing security environments not only in the Asia-Pacific region but also in the world. In fact, the treaty was once revised in 1960, but about 60 years have already passed since then. And the circumstances of the two countries and the situations surrounding Japan has greatly changed. Therefore, both the countries have come to feel dissatisfied with the contents of the existing treaty. Indeed, I believe that the second revision time of the treaty has already arrived. As to the United States, President Donald Trump has often criticized the inequality of the Treaty of Mutual Cooperation and Security between Japan and the United States and requests Japan to tremendously increase the burden rate of the cost for U.S. military forces stationing in Japan. In addition, he even suggests that Japan should go nuclear so that the United States may not protect Japan under the U.S. Nuclear Umbrella. On the other hand, many Japanese people have begun to ask whether the contents of the treaty are impartial for the benefits of Japan, for example regarding the Japan-U.S. Status Forces of Agreement, Japan's Host Nation Support for the U.S. troops in Japan, U.S. military bases concentration on Okinawa and so on. As a matter of fact, I have heard some Japanese insist that Japan also should have nuclear weapons and ballistic missiles in order to compete with North Korea and China. In fact, in this dissertation I have taken up and examined various security systems that Japan and the United States can adopt to maintain the peace and security not only for both the countries but also for the Asia-Pacific region. However, to my regret, I could not find any effective and ideal type of security policy except the Japan-U.S. Security Treaty. Therefore, Japan and the United States seem to have no choice but to make their best efforts to enhance the Alliance by solving every irrational problems to the satisfaction of the two countries. I have tried to examine the problems of the Japan-U.S. Security Treaty referring to Alexander Wendt's Social Constructivist perspectives in the International Relations Theory. He demonstrates that constructivists go beyond the material reality by including the effects of ideas and beliefs on world politics.

Available in PDF, EPUB and Kindle. Book excerpt: What led two mortal enemies to become allies nine years after the end of World War II? When the Allies began their occupation of defeated Axis countries, many people favored a program of harsh reparation and demilitarization. For the United States, this was tempered with a desire not only to prevent such a war from happening again but to help the occupied countries rebuild their economic and political infrastructure. This aspiration, coupled with the rise of communist China and its perceived threat not only to Southeast Asia but the world, formed the catalyst for a U.S.-Japanese alliance. The alliance between the United States and Japan persists in spite of changing political world views. The changes which have affected world politics have often resulted in corresponding adjustments to the U.S.-Japan security agreement. From 1954 to the present day, this volume takes an in-depth look at the fundamental nature of the relationship. The book addresses the historical origins of security relations in both countries and the ways in which these formed the basis for their postwar security cooperation and examines the negotiated set of shared military, economic and political agreements and expectations which have shaped their relationship. The work's main focus, however, is the way in which this alliance has evolved. Four cases of significant policy change--in 1960, 1981, 1987 and 1997--are analyzed along with a discussion of the relevant strategic and tactical realities of the time. The reactions of the United States and Japan to recent events such as Iraq's Kuwait invasion and the 2001 terrorist attacks on America are also discussed. Numerous tables are included.

This book was released on 2015-06-03 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is an in-depth analysis of the U.S.-Japan security alliance and its implications for Japan and the Asia-Pacific region. It moves away from the official line that the alliance is a vital aspect of Japan's security policy and introduces issues and arguments that are often overlooked: American security policy has failed to achieve its goals; Japan's interests are not fully served by the alliance; the alliance itself is a source of instability in the region; and the arrangement has placed constraints on Japan's own political development. The author measures current developments in U.S. foreign policy against Japan's role in the region and Japan's own political development. He assesses the consequences of the alliance for the current regional situation in Northeast Asia, looks at future policy options for Japan, and makes the case for a neutralist security policy.
