Book excerpt: The last decade of the twentieth century began with the stormy events and tremendous changes in the world. In the Balkans, the hurricane of a Greater Serbia prevailed where the idea that "all Serbs will live in one state" led to a bloody war. Instead of accepting democratic principles and a community of states, Serbia launched a war of aggression in the belief that in a short period they could crush all opposition and remain in control of the entire Yugoslav area. They miscalculated the process of democratization and education affecting all of Eastern Europe did not bypass the former Yugoslavia. From unexpected resistance there emerged new, sovereign and internationally recognized states. The Republic of Croatia, one of those nations, emerged for the first time since 1102, and was accepted into the United Nations. It was a dream dreamt by many, but only realized by this current generation of Croatian's. War meant sacrifice, destruction, and displacement of the Croatian people. This work is the result of the attempt to present an overview and explanation of the events occurring in Croatia during the mandate of UNPROFOR in order to provide a solid basis for political thought and attitudes towards Croatia and Croatian's. The conditions leading up to the aggression against Croatia, the arrival of the United Nations peacekeeping force of UNPROFOR, and the chronology of events from 1992-1995 in Croatia are the topics of this Strategic Research Project.

Book excerpt: The Oxford Handbook on United Nations Peacekeeping Operations presents an innovative, authoritative, and accessible examination and critique of the United Nations peacekeeping operations. Since the late 1940s, but particularly since the end of the cold war, peacekeeping has been a central part of the core activities of the United Nations and a major process in global security governance and the management of international relations in general. The volume will present a chronological analysis, designed to provide a comprehensive perspective that highlights the evolution of UN peacekeeping and offers a detailed picture of how the decisions of UN bureaucrats and national governments on the set-up and design of particular UN missions were, and remain, influenced by the impact of preceding operations. The volume will bring together leading scholars and senior practitioners in order to provide overviews and analyses of all 65 peacekeeping operations that have been carried out by the United Nations since 1948. As with all Oxford Handbooks, the volume will be agenda-setting in importance, providing the authoritative point of reference for all those working throughout international relations and beyond.

Book excerpt: First published in 1998, this volume is a record, both by detailed statistical analysis and by personal account, of lessons learned. These lessons are only useful if they are shared to ensure that they are not relearned the hard way. Any soldier or statesman who is involved in Peacekeeping Operations and anyone involved in the future of peacekeeping in the United Nations would be well advised to use this exceptionally insightful and informative work as one of their essential reference books. It contains a rich store of analysis and sober conclusions that makes it an indispensable guide and should serve as a source of inspiration and reflection, but even more it should serve to provide guidance for future action. Biermann and Vadset have made a major contribution to the analysis of UN field operations and an important source book for the study of UN and NATO operations.

This book examines the options for the UN in the use of force to secure peace, and the extent to which peacekeeping can be effectively extended to coerce warring factions. A combination of internationally distinguished academics and new scholars at the forefront of research are represented, making an important contribution to the debate about the role of international military operations in the maintenance of international peace and security.

Available in PDF, EPUB and Kindle. Book excerpt: One of the most vexing issues that has faced the international community since the end of the Cold War has been the use of force by the United Nations peacekeeping forces. UN intervention in civil wars, as in Somalia, Bosnia and Herzegovina, and Rwanda, has thrown into stark relief the difficulty of peacekeepers operating in situations where consent to their presence and activities is fragile or incomplete and where there is little peace to keep. Complex questions arise in these circumstances. When and how should peacekeepers use force to protect themselves, to protect their mission, or, most troublingly, to ensure compliance by recalcitrant parties with peace accords? Is a peace enforcement role for peacekeepers possible or is this simply war by another name? Is there a grey zone between peacekeeping and peace enforcement? Trevor Findlay reveals the history of the use of force by UN peacekeepers from Sinai in the 1950s to Haiti in the 1990s. He untangles the arguments about the use of force in peace operations and sets these within the broader context of military doctrine and practice. Drawing on these insights the author examines proposals for future conduct of UN operations, including the formulation of UN peacekeeping doctrine and the establishment of a UN rapid reaction force.

In this fascinating short book, which fits well into the Nijhoff Law Specials series, he describes and analyses the events which have taken place since 1992 with great skill, and with an understanding shared by few. Bertrand de Rossanet's long experience, together with his inside knowledge, provides a vantage point from which unique observations can be made. Nobody who wishes to comprehend the peacemaking and peacekeeping processes being played out in the former Yugoslavia, should miss reading this very special volume.

Book excerpt: The end of the Cold War appeared to revitalise the Security Council and offered the prospect of restoring the United Nations to its central role in the maintenance of international peace and security. Between the Gulf War of 1990 and the 2003 invasion of Iraq, the UN Secretariat found itself in the midst of an unprecedented period of activity involving authorised and unauthorised actions leading to the use of force. In this 2010 book Ralph Zacklin examines the tensions that developed between the Secretariat and member states, particularly the five permanent members of the Security Council, concerning the process and content of the Council's actions in the Gulf War, Bosnia, Kosovo and the Iraq War as the Secretariat strove to give effect to the fundamental principles of the Charter.

Book excerpt: The deployment of a large number of soldiers, police officers and civilian personnel inevitably has various effects on the host society and economy, not all of which are in keeping with the peacekeeping mandate and intent or are easily discernible prior to the intervention. This book is one of the first attempts to improve our understanding of unintended consequences of peacekeeping operations, by bringing together field experiences and academic analysis. The aim of the book is not to discredit peace operations but rather to improve the way in which such operations are planned and managed.

Book excerpt: The United Nations peacekeeping has evolved as a practical measure for preserving international peace and security. Recent peacekeeping has two important features: the use of force which arguably exceeds self-defence on the one hand, and multifunctional operations on the other. The Security Council has started considering a wide range of factors including serious human rights violations as threats to international peace and security. Recognising the UN's principle to seek peaceful settlement which underlies the legality of peacekeeping, this research focuses on the human rights functions of multifunctional peacekeeping operations. Such functions have immense potential for enhancing conflict resolution through peaceful means. In order to illustrate these issues and the diverse practice of UN peacekeeping, the author of this book has dealt with four detailed case studies on El Salvador, Cambodia, Rwanda and the former Yugoslavia. The achievements, problems and defects experienced by different operations are analysed using the insights of the author's own experience in a peacekeeping operation.
