The 2015 Global Assessment Report on Disaster Risk Reduction highlights the connections between disaster risk and development and shows that decades of experience in managing disasters and reducing climate and disaster risk have produced a wealth of knowledge and good practice which can be applied to achieve sustainable development. The reduction of poverty, the improvement of health and education for all, the achievement of sustainable and equitable economic growth and the protection of the health of the planet now depend on the management of disaster risks in the day-to-day decisions of governments, companies, investors, civil society organizations, households and individuals. Strengthened disaster risk reduction is essential to making development sustainable.

Available in PDF, EPUB and Kindle. Book excerpt: This publication is the third biennial report coordinated by the United Nations Office for Disaster Risk Reduction (UNISDR). The first and second reports focused primarily on public policy and the role of national and local governments in disaster risk reduction. This current report explores why increasing disaster risks represent a growing problem for the economic and business community at different scales. It examines how paradoxically business investments that aimed to strengthen competitiveness and productivity may have inadvertently contributed to increasing risks. This report seeks to engage businesses in a dialogue on disaster risk management that goes beyond the current emphasis on response and preparedness and instead identifies opportunities for the creation of shared value for business and society.

Book excerpt: Global warming will surpass 1.5°C above pre-industrial levels during the next decade, due to greenhouse gas emissions. The constant rise in temperatures and related impacts combine with other pressures, thus increasing risk and undermining resilience. The increasing interconnectedness of people and human systems increases the risk of compound and cascading crises. The maps in this report highlight a number of these resilience deficits that are holding back achievement of key sustainable development goals. At the same time, the report’s action case examples show that this is not inevitable, and how action is possible on every continent to stop the worsening spiral of risk and disasters and to accelerate SDG target achievement. Addressing resilience gaps will require the unprecedented scaling-up of resilience investment and adaptation action both from within the public and private sectors, particularly for the most vulnerable countries. As these investments take time to mobilize and prepare, delay will increase the inevitable costs. Action is needed now. Disaster risk reduction sits at the nexus between development, humanitarian and climate change action, and can help foster more-sustainable resilient action in each. Readjusting development pathways requires a re-examination of how prosperity is measured, and a greater emphasis on resilience as key element of sustainable development today and in the future.

Available in PDF, EPUB and Kindle. Book excerpt: The central question for this year's report is how governance systems can evolve to better address the systemic risks of the future. In today's crowded and interconnected world, disaster impacts increasingly cascade across geographies and sectors, as the COVID-19 pandemic and climate change are rapidly making clear. Despite progress, risk creation is outstripping risk reduction. Disasters, economic loss, and the underlying vulnerabilities that drive risk, such as poverty and inequality, are increasing just as ecosystems and biospheres are at risk of collapse. The report highlights that a) the climate emergency and the systemic impacts of the COVID-19 pandemic point to a new reality; b) understanding and reducing risk in a world of uncertainty is fundamental to achieving genuinely sustainable development; and c) the best defense against future shocks is to transform systems now, to build resilience by addressing climate change, and to reduce the vulnerability, exposure, and inequality that drive disasters.

Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on exploring the linkages between natural disasters and sustainable development at the global, regional, and national levels. Disasters and development are closely related, yet the disciplinary silos prevail and there is little communication and cooperation between the disaster management, environment, and development communities. One catastrophic event, such as an earthquake, tsunami, or cyclone, can destroy infrastructure, people’s lives and livelihoods, and set back development. Similarly, slow onset disasters—often associated with global climate change—pose threats to development, livelihoods, food security, and long-term sustainable development. This book is uniquely aimed at bridging the gaps between the environmental, development, and disaster management communities. It traces the evolution of concepts and practice and highlights the linkages between natural disasters and sustainable development in key sectors, including food security, health, and water. The book includes case studies from the field highlighting the complex issues that challenge sustainable development and disaster risk management in practice. It draws policy conclusions for the global community based on state-of-the art knowledge from research and practice. The primary target groups for the book are researchers, including graduate students, in the fields of environment and sustainable development, geography, disaster risk reduction, and climate change studies. The second target group comprises practitioners and policymakers working in national and international organizations, the private sector, and civil society.

It provides a comprehensive overview of different concepts at the global, regional, national, and local levels, and explores various schools of thought. More than 40 distinguished academics and practitioners analyse quantitative and qualitative approaches, and examine their strengths and limitations. This book contains concrete experiences and examples from Africa, Asia, the Americas and Europe to illustrate the theoretical analyses. The authors provide answers to some of the key questions on how to measure vulnerability and they draw attention to issues with insufficient coverage, such as the environmental and institutional dimensions of vulnerability and methods to combine different methodologies. This book is a unique compilation of state-of-the-art vulnerability assessment and is essential reading for academics, students, policy makers, practitioners, and anybody else interested in understanding the fundamentals of measuring vulnerability. It is a critical review that provides important conclusions which can serve as an orientation for future research towards more disaster resilient communities.
