Book Synopsis The UN Human Rights Treaty System by : Anne Bayefsky
Download or read book The UN Human Rights Treaty System written by Anne Bayefsky and published by BRILL. This book was released on 2021-10-18 with total page 831 pages. Available in PDF, EPUB and Kindle. Book excerpt: Human rights treaties are at the core of the international system for the promotion and protection of human rights. Every UN member state has ratified at least one of these treaties, making them applicable to virtually every child, woman or man in the world - over six billion people. At the same time, human rights violations are rampant. The problem is that the implementation scheme accompanying the core human rights standards was drafted during a period of history when effective international monitoring was neither intended nor achievable. Today there is a gap between universal right and remedy that is inescapable and inexcusable, threatening the integrity of the international human rights legal regime. There are overwhelming numbers of overdue reports, untenable backlogs, minimal individual complaints from vast numbers of potential victims, and widespread refusal of states to provide remedies when violations of individual rights are found. This landmark Report prepared by Professor Bayefsky envisions a wide-ranging number of reforms, most of which can be accomplished without formal amendment. The recommendations generally assume a six treaty body regime, and focus primarily on offering concrete suggestions for improvements in working methods of the treaty bodies and procedures at the Office of the High Commissioner for Human Rights (OHCHR). Professor Bayefsky details numerous proposals for bolstering national level partnerships, and for following-up the output of the treaty monitoring system as a key missing component of the implementation regime. One major reform requiring amendment is ultimately recommended, namely, consolidation of the human rights treaty bodies and the creation of two permanent committees, one for the consideration of state reports and one for complaints. All individuals, agencies, and organizations involved in the promotion, implementation, review, analysis, and study of human rights protection for all peoples will find this Report an indispensable resource for their work. It contains a unique overview of all the working methods of the six human rights treaty bodies, a detailed and thorough statistical analysis of the operation of the human rights treaty system, and a number of additional annexes which together provide a thorough and comprehensive understanding of the treaty system. The international human rights legal system is at a crossroads, with the ideal of universality threatened by the fundamental shortfalls in effective implementation. This Report offers a clear and substantive path to moving universality beyond rhetoric and towards a treaty regime meaningful and effective in the lives of everyday people.

Book Synopsis The United Nations, Peace and Security by : Ramesh Thakur
Download or read book The United Nations, Peace and Security written by Ramesh Thakur and published by Cambridge University Press. This book was released on 2006-06-08 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: Preventing humanitarian atrocities is becoming as important for the United Nations as dealing with inter-state war. In this book, Ramesh Thakur examines the transformation in UN operations, analysing its changing role and structure. He asks why, when and how force may be used and argues that the growing gulf between legality and legitimacy is evidence of an eroded sense of international community. He considers the tension between the US, with its capacity to use force and project power, and the UN, as the centre of the international law enforcement system. He asserts the central importance of the rule of law and of a rules-based order focused on the UN as the foundation of a civilised system of international relations. This book will be of interest to students of the UN and international organisations in politics, law and international relations departments, as well as policymakers in the UN and other NGOs.
Book Synopsis Japan's Peacekeeping at a Crossroads by : Hiromi Nagata Fujishige
Download or read book Japan's Peacekeeping at a Crossroads written by Hiromi Nagata Fujishige and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This carefully researched book offers fascinating insights into three puzzles: why Japanese governments expanded their contributions to UN peacekeeping since the early 1990s; why Tokyo withdrew its military engineers from South Sudan in 2017; and what this means for future (limited) Japanese engagement in UN and other peace operations." - Stephen Baranyi, University of Ottawa, Canada "This book is the most comprehensive review to date of Japan's post-Cold War peacekeeping history. It should be essential reading for everyone who wants to understand Japan's contribution to UN peacekeeping." - Cedric de Coning, Norwegian Institute of International Affairs, Norway "This book is a timely examination of the trajectory of Japanese contributions in this area of global security. The volume analyses Japan's changing international strategic and domestic motivations to engage in peacekeeping. It takes a fresh and critical approach and fills an important gap in the extant literature." - Christopher W. Hughes, University of Warwick, UK This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992-2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan's peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing "robustness" of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support. Hiromi Nagata Fujishige is Associate Professor in the School of International Politics, Economics and Communications at Aoyama Gakuin University, Tokyo, Japan. Yuji Uesugi is Professor of Conflict Resolution and Peacebuilding in the School of International Liberal Studies and the Graduate School of International Culture and Communication Studies, Waseda University, Tokyo, Japan. Tomoaki Honda is Associate Professor in the Faculty of Liberal Arts and Sciences, Chukyo University, Aichi, Japan.

Book Synopsis At a Crossroads by : María Marta Ferreyra
Download or read book At a Crossroads written by María Marta Ferreyra and published by World Bank Publications. This book was released on 2017-05-18 with total page 387 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Higher education in Latin America and the Caribbean has expanded dramatically in the past 15 years, as the average gross enrollment rate has more than doubled, and many new institutions and programs have been opened. Although higher education access has become more equitable, and higher education supply has become more varied, many of the 'new' students in the system are, on average, less academically ready than are their more advantaged counterparts. Furthermore, only half of higher education students, on average, complete their degree, and labor market returns to higher education vary greatly across institutions and programs. Thus, higher education is at a crossroads today. Given the region's urgency to raise productivity in a low-growth, fiscally constrained environment, going past this crossroads requires the formation of skilled human capital fast and efficiently. 'At a Crossroads: Higher Education in Latin America and the Caribbean' contributes to the discussion by studying quality, variety, and equity of higher education in Latin America and the Caribbean. The book presents comprehensive evidence on the recent higher education expansion and evolution of higher education labor market returns. Using novel data and state-of-the-art methods, it studies demand and supply drivers of the recent expansion. It investigates the behavior of institutions and students and explores the unintended consequences of large-scale higher education policies. Framing the analysis are the singular characteristics of the higher education market and the market segmentation induced by the variety of students and institutions in the system. At this crossroads, a role emerges for incentives, information, accountability, and choice."
