In the face of general decline in public trust in the institutions of government, it facilitated and encouraged new channels of access and consultation opportunities as a means to legitimize its position within the European political system. Karen Heard-Lauréote’s comparative analysis of four European Commission advisory forums innovatively investigates the existence of a conflict between the capacities of such forums to deliver standards of good governance. The author questions whether these venues can provide efficiency gains via the production of sufficient policy output without delays or deadlocks at reasonable cost and sustain adequate democratic credentials such as legitimacy. The author compares the design of unemployment benefit systems in Denmark, Germany, Spain, and the United Kingdom. After discussing the development and role of non-standard employment in these countries, she examines the relevant features of unemployment insurance systems such as hours and earning thresholds and minimum contribution requirements. Her empirical analysis shows that non-standard workers are more likely to become unemployed or inactive and are disadvantaged in their entitlements to unemployment benefits.

Book excerpt: One of the most notable trends in the study of international relations is the resurgence of interest in international organizations, particularly those outside the United Nations. Regional international governmental organizations, multinational corporations, international labor unions, and transnational ethnic groups have become increasingly salient actors in world politics. OPEC, NATO, EEC, and PLO, for example, are all widely understood acronyms, and even a casual review of the crises in Iran and Afghanistan reveals the pervasive involvement of NATO, the European Community, the Islamic Conference, the International Olympic Committee, and more than one hundred other international governmental and nongovernmental organizations. Although international organizations are not likely to replace nation-states as the primary actors in world politics, their growing involvement in global political and economic issues challenges the assumptions of the traditionalists' state-centric model, as well as those whose interests begin and end with the United Nations. This book goes beyond the traditional UN-focused studies of nonstate actors to provide students with a comprehensive analytical survey of the many other organizations that help shape today's events. A common framework is used to examine what each nonstate actor does, how it organizes to achieve its ends, and how it makes multilateral/international decisions. The degree of integration in each nonstate actor is evaluated.

Gabriel Siles-Brügge examines the EU's decision following the 2006 'Global Europe' strategy to negotiate such agreements with emerging economies. Eschewing the purely materialist explanations prominent in the field, he develops a novel constructivist argument to highlight the role of language and ideas in shaping EU trade policy. Drawing on extensive interviews and documentary analysis, Siles-Brügge shows how EU trade policymakers have privileged the interests of exporters to the detriment of import-competing groups, creating an ideational imperative for market-opening. Even during the on-going economic crisis the overriding mantra has been that the EU's future well-being depends on its ability to compete in global markets. The increasingly neoliberal orientation of EU trade policy has also had important consequences for its economic diplomacy with the developing economies of the African, Caribbean and Pacific group of states.
