Block grants have surprisingly large positive effects on public expenditures. Researchers have attributed this “flypaper effect” to imperfect information (fiscal illusion), bureaucratic self-interest (Leviathan motives), and flawed econometrics. In this paper, a three-sector, computable general equilibrium model of a local economy is used to explore the effects of block grants and matching grants. The paper demonstrates that without fiscal illusion or unresponsive bureaucrats, these grants can have large spending consequences. Fiscal adjustments, mobility, and capitalization effects explain the leveraged impact of intergovernmental grants.

Book excerpt: Over the past few decades, a clear trend has emerged worldwide toward the devolution of spending and, to a lesser extent, revenue-raising responsibilities to state and local levels of government. One view is that the decentralization of spending responsibilities can entail substantial gains in terms of distributed equity and macroeconomic management. The papers in this volume, edited by Teresa Ter-Minassian, examine the validity of these views in light of theoretical considerations, as well as the experience of a number of countries.

Book excerpt: Ebola, Coronavirus, and SARS, have frightened the world. How would we fight a deadly disease that comes from beyond planet Earth? When a 2,000-year-old mummy is unearthed in central China, investigators from all over the world fly in to Washington, DC, for a top secret meeting, hoping to find an answer to its mysterious genetic anomalies. But the scientists may have mistakenly released a new, deadly disease of extraterrestrial origins in the process of examining the genetic markers of the ancient mummy. The devastating human error causes a worldwide plague—one that penetrates the barriers of the human immune system. Sino expert Eric Logan and archaeologist Dr. Marcia Kessler lead an expedition back to the icy glaciers of China to extract a much older 20,000-year-old mummy, which could help them formulate a cure. Even as they embark on their mission, the strange illness afflicts the people around them, turning men into mindless monsters. The team retreats to a remote Buddhist monastery and must hold off a vicious army of victims. As they wrestle with the possibility that they may be the last living humans on earth, someone finds an ancient burial object that may hold the key to ending the apocalyptic epidemic . . . Available in PDF, EPUB and Kindle. Book excerpt: "The Patient Particulars: American Modernism and the Technique of Originality is a literary history that focuses on four canonical texts - Stein's Tender Buttons (1914), Hemingway's In Our Time (1925), Williams's Spring and All (1923), and Moore's Observations (1924) - grouped together for the purpose of raising a question about the manner in which American literary modernism is traditionally described. Author Christopher J. Knight is interested in the way that the classical "covenant between word and world," now considered fractured, experienced undue pressure from the modernists' earlier project to bridge the gap. With respect to the texts named, Knight argues that there is an evinced desire to think of the work as a vertical, veridical act of discovery. There is, as such, an ambition to collapse representation into presentation and even revelation; an ambition that, while quixotic, is not without formal ("the technique of originality") and political consequences. These consequences are, in fact, the main focus of the book, and in turn, are brought forward to ask further questions about how we periodize American literary modernism(s)."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. Available in PDF, EPUB and Kindle. Book excerpt: Philip Weinstein explores the modernist commitment to "unknowing" by addressing the work of three supreme experimental writers: Franz Kafka, Marcel Proust, and William Faulkner. In their novels, the narrative props that support the drama of coming to know are refused. When space turns uncanny rather than lawful, when time ceases to be linear and progressive, objects and others become unfamiliar. So does the subject seeking to know them. Weinstein argues that modernist texts work, by way of surprise and arrest, to subvert the familiarity and narrative progression intrinsic to realist fiction. Rather than staging the drama of coming to know, they stage the drama of coming to unknow. The signature move of modernism is shock, just as resolution is the trademark of realism.Kafka, Proust, and Faulkner wrought their most compelling experimental effects by undermining an earlier Enlightenment project of knowing. Weinstein draws on major Enlightenment thinkers to identify constituent components of the narrative of "coming to know"—the progressive narrative underwriting two centuries of Western realist fiction. The book proceeds by framing modernist unknowing between prior practices of realist knowing, on the one hand, and, on the other, certain later practices—postmodern and postcolonial—that move beyond knowing altogether. In so doing, Weinstein proposes a metahistory of the Western novel, from Daniel Defoe to Toni Morrison.
