Available in PDF, EPUB and Kindle. Book excerpt: This book brings together recent work analysing the labour market behaviour of agents, particularly with regard to unemployment, job search, and labour supply. It considers the economic and demographic factors involved, and in particular the responsiveness of labour market behaviour to changes in these factors. There has been considerable recent progress in the design of appropriate econometric techniques and models with which to confront labour market theories with available data. The contributions to this volume represent important extensions or applications by some of the foremost researchers in the field, provide tests of the available theories, and draw the consequent conclusions for policy. Subjects covered include unemployment, the duration of unemployment, the effects of insurance, benefits and taxation, youth unemployment, models of labour supply, and female participation. The contributors come from the USA, Canada, UK, France, Sweden, and Denmark.

Available in PDF, EPUB and Kindle. Book excerpt: Rising unemployment has become one of the most challenging problems for economic policy in many developed economies over the last fifteen years. In the second half of the 1970s and during the first half of the 1980s the labour market situation worsened dramatically. For the OECD area as a whole, unemployment as a percentage of the civilian labour force went up from 3.3 percent in 1974 to 8.1 percent in 1985. The increase in unemployment rates was even more pronounced for OECD-Europe, where it climbed from 3.3 percent to 10.5 percent in this period. Book excerpt: During the Great Recession of 2007, unemployment reached nearly 10 percent and the ratio of unemployment to open positions (as measured by the Help Wanted OnLine Index) more than tripled. The weak labor market prompted an unprecedented extension in the length of time in which a claimant can collect unemployment insurance (UI) to 99 weeks, at an expense to date of $226.4 billion. While many claim that extending UI during a recession will reduce search intensity, the effect of weak labor market conditions on search remains a mystery. As a result, policymakers are in the dark as to whether UI extensions reduce already low search effort during recessions or perhaps decrease excessive search, which causes congestion in the labor market. At the same time, modelers of the labor market have little empirical justification for their assumptions on how search intensity changes over the business cycle. This paper develops a search model where the impact of macro labor market conditions on a worker's search effort depends on whether these two factors are substitutes or complements in the job search process. Parameter estimates of the structural model using a sample of unemployment spells from the National Longitudinal Survey of Youth 1997 indicate that macro labor market conditions and individual search effort are complements and move together over the business cycle. The estimation also reveals that more risk-averse and less wealthy individuals exhibit less search effort.

Available in PDF, EPUB and Kindle. Book excerpt: If people's labor-supply decisions are taken at the level of the household, it is natural to expect aggregate demand and unemployment to influence the supply curve of labor. An increase in unemployment could prompt households to send more workers out in search of work to insure against the risk of the primary worker getting unemployed (the "added worker effect"). But it could also discourage people from wasting energy searching for work (the "discouragement effect"). While these effects have been studied empirically, their theoretical bases remain largely unexplored. The present paper formally models household labor supply decisions and establishes sufficient conditions for the domination of one effect over the other. A number of surprising results are established, such as the possibility of multiple equilibria in the labor market and how the announcement of a minimum wage policy can result in an overall lowering of wages and also give rise to an equilibrium which displays, simultaneously, excess demand and excess supply of labor. The model shows how the empirical literature may have a bias in overestimating the strength of the discouragement effect. It also provides a framework for analyzing the effects of minimum wage policy and the provision of unemployment benefits. It is argued that certain kinds of unemployment benefits can be justified on grounds of efficiency.
