Book excerpt: La façon dont les jeunes vivent leur période de transition à la vie adulte (TVA) a beaucoup changé depuis les années 1950, suivant les changements ayant eu lieu au plan sociohistorique. La proposition théorique de l’adulte émergent (AE) a été formulée au début des années 2000 afin de décrire comment les jeunes naviguent dans le contexte actuel pour organiser leur entrée à la vie adulte. La proposition théorique de l’AE est utilisée dans de nombreuses études, mais de plus en plus d’auteurs remettent en question sa représentativité chez les jeunes plus vulnérables; leur accès plus limité aux ressources ne leur permettrait pas de repousser leur entrée à la vie adulte au même titre que les jeunes plus privilégiés. La présente étude a ainsi exploré la réalité de 12 participants âgés de 18 à 30 ans qui se présentent comme vulnérables afin d’évaluer dans quelle mesure la proposition théorique de l’AE permet de bien soutenir les individus plus vulnérables durant la TVA. Les récits de vie des participants ont été analysés selon une méthode d’analyse thématique inductive et déductive afin de dégager les thèmes utilisés par ceux-ci pour décrire leur expérience en TVA. Les résultats de l’étude permettent de dégager deux principaux constats à propos de la TVA des jeunes plus vulnérables qui ne sont pas défendues par les travaux d’Arnett: ces jeunes seraient fortement motivés par la construction d’un état de stabilité et l’engagement constituerait un processus central dans leur développement identitaire. Ces résultats appellent à ce que les décideurs et les intervenants psychosociaux considèrent le rôle de la stabilité et de l’engagement identitaire dans l’organisation du soutien offert aux jeunes plus vulnérables afin de favoriser que cette population à risque traverse, voire prospère, durant cette période développementale déterminante.

Book excerpt: The economic and social prospects are daunting for the 89 million out-of-school youth who comprise nearly half of all youth in Sub-Saharan Africa. Within the next decade, when this cohort becomes the core of the labor market, an estimated 40 million more youth will drop out, and will face an uncertain future with limited work and life skills. Furthermore, out-of-school youth often are 'policy orphans,' positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth's school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners' actions working with youth in Sub-Saharan Africa.

Book excerpt: This book is about how work enters and affects the lives of children in Africa, taking for granted neither the traditional values surrounding childrens work, nor the international standards against it. Many African societies nurture their children on the ingrained notion that children must work as part of their process of growing up. Children participate in their families and communities through the work they do in the house and in whatever else their families do. Such views are, however, antithetical to the dominant views in Europe and North America which see childhood as a time of freedom from responsibility and economic activity. These views have become so popular with the elites in other countries to the extent that they now drive international campaigns against child labour, and have been incorporated into what are now considered universal international standards and conventions. This book was conceived within the framework of the CODESRIA tradition of taking African perspectives seriously and not allowing social research in Africa to become subservient to values from outside. African scholars remain keenly aware of the need not to isolate themselves from developments in the wider world, which could lead to stagnation. This book, through empirical observation of the lives of African children, the work they do, its place in their lives, and what the children say about it, proposes new perspectives towards a new understanding of this complex stage of human development. Work is not simply about the right to income: work provides identity and status in society, and participation in the community. People relate to one another through work. Those who do not work are often without status and are at the periphery of society. One of the major ways in which this book differs from most of the available literature is in the understanding it brings to the problem of child labour. There are economic reasons why children may need an income of their own. There is the demographic fact that the proportion of children to adults in low-income countries is nearly double that in high-income societies. This book attempts to demonstrate that work is both necessary and beneficial in terms of a childs development to become a full, responsible, and respectable member of society.
