Book excerpt: The perceptions and experiences of female community college administrators, particularly those that are part of the Millennial generation, have often been neglected in current research. This study examines community college leadership in a new context, by exploring the lived experiences of female identifying Millennials. More specifically, this study was developed to better understand how gender may impact Millennial women's perceptions of leadership overall, as well as their perceived ability to move into senior-level leadership roles within the community college. Utilizing a qualitative methodology, this study included the use of semi-structured interviews to obtain data from twenty female Millennial community college administrators across the United States. This study utilized a phenomenological approach in order to identify key themes from the interviews. Findings from this study support the view that inequities and injustices are still present for women, including Millennial women, working in community college administration. The findings further revealed that institutions of higher education need to continue striving for more equitable policies and procedures. The stories and experiences shared within this study shed light on the current environment and institutional culture as it pertains to female identifying, Millennial administrators. More broadly, this research provides new insight into identifying and altering existing structures of inequity within the community college.

Few studies have provided insight into the leading and following experiences of mid-level women administrators in the community college. The purpose of this qualitative research study was to explore what meaning mid-level women administrators ascribe to the experience of being both a leader and a follower within the community college sector. Participants discussed their experiences through in-depth, semi-structured interviews and described the perceived effects of those experiences on their leadership and followership practices. The study employed criterion sampling to recruit ten participants in the Midwestern United States who held mid-level administrative positions of director, assistant/associate dean, or dean in community colleges. It was guided by an integrated conceptual framework of leadership identity construction, feminist standpoint theory and gendered organizational theory. Data analysis revealed findings related to leading and following interactions, influences of cognitive development on leading and following, and navigating an adverse work environment. Implications from the findings suggest that community college practitioners and leaders will benefit from enhanced leadership professional development, interrogation of implicit gender bias embedded with the institution, and the reduction and removal of race-based microaggressions among faculty, staff, and administrators.

Book excerpt: Abstract: Critical research on the intersections of gender, race and class on women faculty of color largely addresses the experience of those in 4-year universities. In addition, the available research on community college faculty namely addresses the perceptions of culture and climate by those of White women faculty. To date, the scholarship on the experiences of women faculty of color (WFofC) in community colleges is nearly nonexistent. This study offers in-depth insight into the experiences of WFofC at 2-year institutions, contributing to the emerging body of critical research. Bringing the perspectives of WFofC at 2-year institutions to the forefront validates not only their presence in academe, but also acknowledges and celebrates their work as committed educators. Semi-structured interviews were collected from 37 participants who represented 11 different community colleges in the urban/suburban regions of Los Angeles and Orange Counties in southern California. Findings revealed that WFofC experience multiple forms of marginalization, as well as agency. The intersections of gender, race and class manifested themselves in the findings and confirmed that the experiences of WFofC can be unified as a collective minority experience to contrast dominant groups. They are simultaneously diversified because of the unique differences in ethnic identity and lived experience amongst each other. For many, the institutional culture and climate perceived by WFofC in community colleges validated that it was "chilly" and not as "warm" as those from research findings that sampled White women faculty. The type of the community college district, department culture and status in the faculty hierarchy were factors that influenced their experience of climate. Despite many expressing the culture of their institutions as being "hostile," these women of color were overwhelmingly satisfied in their faculty work. Their commitment to serving underrepresented students, and sense of responsibility to the community at large, mediated the chilliness. Recommendations for future research include further analyses of the rich data collected from this study. Recommendations for policy and practice include institutionalizing the hiring of diverse administrators and faculty to reach critical mass. Furthermore, community college leaders should provide formal support for WFofC through ongoing structured mentoring opportunities and faculty learning communities.

Book excerpt: This study was conceptualized out of my experience transitioning into a midlevel leadership position in a community college. In the beginning, I thought my reality was specific to me. However, the more I engaged in leadership development, the more I learned that my journey was not unique. This study explored the experiences of three Black midlevel women administrators who participated in a week-long leadership development institute sponsored by the National Council on Black American Affairs (NCBAA). Literature exploring leadership development for Blacks and Black women were examined. Literature focused on a Black woman's experience in the academy was also presented. Using transcendental phenomenology as both the theoretical framework and methodological approach, data were collected through journals and face-to-face interviews. The data revealed that culturally-specific leadership development shapes a Black women's continued leadership in community colleges. The participants' perceptions of the experiences at the NCBAA Leadership Development Institute for Midlevel Leaders created a confidence that transcended their subsequent existence in their midlevel leadership roles. The conclusions were grounded in theoretical implications, Black feminism (Collins, 2000), self-motivation (Maslow, 1954), salience hierarchy (McCall & Simmons, 2009), and daesin (Heidegger, 1927), that shaped a new theoretical paradigm, the pendulum theory. Black women have historically transitioned on the pendulumgiven the historical and social climate of the nation. The saliency of situations associated with midlevel leadership influences the swing of the pendulum; however, time (socio-political time or personal growth in time), determines where the pendulum lands. Each woman in this study created their individual path built upon common experiences at the Institute. -- Abstract.

Book excerpt: The problem that this research study addressed was the need to explore the meaning of critical learning moments (CLM) phenomena in the transformative leadership practices of women executive leaders of 2-year public colleges in California. Therefore, the purpose of this study was to explore the meaning community college women executive leaders ascribe to CLM in their educational leadership practices in order to better understand how they are leading their colleges toward transformative, systemic reform. CLM are self-reflective opportunities of the significant occasions when overall lived histories of leadership experiences intersect with organizational knowledge and educational practice that lead to systemic reform for their campuses, with the potential to convey meaningful and insightful perspectives for women executive leaders. The study used a phenomenological multisite study design and a multi-theoretical lens by merging concepts of leadership theories and models related to adaptive and emergent female styles of transformative leadership with critical feminist theory to examine and document the leadership experiences and leadership practices of known change agents to better understand how systemic reform can best be implemented to benefit key stakeholders in our nation’s largest public higher educational institutions. Purposeful, network, and criterion sampling strategies limited the participant sample size to women CEOs serving in four distinctive leadership levels whom successfully led their institutions to systemic reform. Three discreet categories of results developed: 4 Leadership Profiles, 3 Profile Themes, and 6 CLM Themes. Findings break new ground in illuminating the previous gap in empirical knowledge surrounding CLM phenomena in the leadership experiences and leadership practices of women executive change agents in community colleges and districts in California. In informing educational policy and leadership practice, findings revealed the challenges women leaders face with economic, political, and budgetary issues in leading their colleges, internal organizational issues in advancing to CEO, social issues with regard to district and college CEO leaders’ interactions, and gender issues with regard to sexism and bigotry experienced in the workplace during previous leadership roles or in seeking higher positions. Consequently, gender was individually & organizationally significant; participants experienced sexism, gender issues, and perceived divergent leadership styles and differing expectations than men in the same administrative positions. As a phenomenological critical study, it confirms previous feminist theorists’ findings on organizational change being central to improving social, political and economically equitable reform for women. Findings contribute to building transformative change theory, providing a better understanding of how, why, and when women change-agent leaders use reform practices in leading systemic change, and new knowledge about female executive leaders in 2-year community colleges as adaptive, emergent reformers best suited for educational systemic reform in times of crisis, and ensuing periods of stability and growth. Furthermore, findings indicate that leadership training, mentor programs, and professional development activities at the district and college campus sites are crucial to developing future community college leaders, with a special regard to under-represented and marginalized groups, given the current state of CEO retirements and future vacancies. Implications for policy, practice and recommendations for further research are also offered.

Book excerpt: Prior research has determined that there are still gender barriers that women must overcome to reach administrative positions in many employment settings. Gender barriers to leadership positions have been and continue to be a sensitive matter that must be addressed by community college administrators. This exploratory quantitative research study examined rural community college administrators’ perceptions about gender barriers and explored administrators’ perceptions about management styles based on gender. The study population included 596 community college administrators in the United States. Of those, 128 community college administrators chose to participate in this study and completed a 42-item researcher designed survey instrument that was administered electronically. The instrument included 7 perception items about the participants’ current administrative supervisor’s characteristics, 7 perception items about the most important characteristics of effective administrators, 15 perception items about gender characteristics related to barriers to becoming a community college administrator, and 13 demographic characteristic questions. Findings from the study indicate that males and females have similar perceptions about the administrative leadership characteristics of their supervisors and similar perceptions about gender barriers to administrative leadership positions in community colleges. However, data collected showed a statistically significant difference between male and female perceptions about the importance of the following administrative leadership characteristics needed to be an effective leader: straight-forward, inspiring, forward-looking, intelligent, and fair-minded.

Book excerpt: For too long the universal leadership map for those interested in learning about leadership has drawn from the leadership values and beliefs of individuals whose life experiences do not fully represent the demographical changes that have occurred within the larger community (Parker, 2005). Consequently, African American women with intentions of using extant literature on leadership as a means or directional tool to gaining higher levels of personal and professional understanding of their own leadership approaches, inevitably confront a discourse shaped by the perceptions and experiences of White men and White women (Parker, 2005). To this end, exploration of leadership issues related to one of these groups--African American women mid-level student affairs administrators--was the primary focus of this qualitative study. Six African American women with at least six years, but no more than 15 years, in student affairs participated in this study. All of the respondents were currently employed in the student affairs division at their respective institutions, which include four Associate Colleges (two year institutions) and two Doctoral Research Intensive Institutions. Personal leadership approach, professional experiences as mid-level experiences, professional challenges, and support structures were the four themes that emerged in this study on leadership experiences of African American women student affairs administrators. Conclusions drawn from the study were that heterarchical and collective forms of leadership practices and beliefs rather than hierarchical were described and exhibited by the respondents. Supervisor-supervisee relationship appeared to impact the respondents' abilities to fulfill their leadership responsibilities. The positional realities of being mid-level administrators appeared to be a mixed bag of positive and negative realties. The formal and informal network served a critical role in respondents' abilities to minimize some of the professional challenges they encounter in their workplaces. The confounding nature of racial and gender issues emerged in the respondents' accounts of their leadership experiences.

The results of multiple, in-depth interviews are presented as three profiles, one per participant, using their own words to tell their stories. Looking across the profiles, two main findings emerged. The first major finding was how change was happening through supports and resistance. Supports were teams, communication, and relationships, and resistance related to maintaining the status quo, fear, and a college’s culture. The second major finding was the role of leadership in change. The participants led differently, but common themes were leading authentically, top-down versus mid-level leadership, mandates from other entities, selling and motivating, managing emotions, and sensemaking. Three very different stories of mid-level change leadership also emerged, illustrating differences between faculty and administrative leaders, leaders with some authority versus those with none, and top-down versus shared leadership. The stories also show the difference between willing and prepared leaders compared to a less experienced and more reluctant leader. The results provide examples of sensemaking, sensegiving, and emotional intelligence, concepts related to change and change leadership that help frame the study. Although the participants did not indicate they felt unprepared to lead the change efforts, they did not know what they did not know, and perhaps they could have been more effective. Changes of the magnitude called for with guided pathways redesign, those that impact the core of faculty work at a community college, are difficult. Intentionally preparing the leaders for the work at their specific colleges is important. The participants felt their efforts were successful, with caveats. Change leaders cannot predict all the doubts and challenges they will face, but studying the experiences of these three participants who faced resistance, top-level college leadership changes, a pandemic, and diverse college cultures extends the understanding of implementing change from a mid-level leader perspective.

Chapter 1 provides the background for the study, emphasizes the importance of leadership, and identifies attributes common to transformational leaders; that is, leaders who work with their followers so that each raises the other to higher levels of motivation and morality. Chapter 2 summarizes leadership theory and offers a discussion of transformational leadership and its place in a rapidly changing society. After chapter 3 reviews the study methodology, chapters 4 and 5 present findings on the demographic and leadership characteristics of the presidents selected for in-depth study.
