Book excerpt: Since the peak of Europe's so-called 2015 'migration crisis', the dominant governmental response has been to turn to deterrent border security across the Mediterranean and construct border walls throughout the EU. During the same timeframe, EU citizens are widely represented - by politicians, by media sources, and by opinion polls - as fearing a loss of control over national and EU borders. Despite the intensification of EU border security with visibly violent effects, EU citizens are portrayed as 'threatened majorities'. These dynamics beg the question: Why is it that tougher deterrent border security and walling appear to have heightened rather than diminished border anxieties among EU citizens? While the populist mantra of 'taking back control' purports to speak on behalf of EU citizens, little is known about how diverse EU citizens conceptualize, understand, and talk about the so-called 'crisis'. Yet, if social and cultural meanings of 'migration' and 'border security' are constructed intersubjectively and contested politically (Weldes et al. 1999), then EU citizens —as well as governmental elites and people on the move— are significant in shaping dominant framings of and responses to the 'crisis'. This book argues that, in order to address the overarching puzzle, a conceptual and methodological shift is required in the way that border security is understood: a new approach is urgently required that complements 'top-down' analyses of elite governmental practices with 'bottom-up' vernacular studies of how those practices are both reproduced and contested in everyday life.

Book excerpt: Drawing on scholarly and life experience on, and over, the historically posited borders between "West" and "East," the work identifies, interrogates, and challenges a particular, enduring, violent inheritance – what it means to cross over a border – from the classical origins of Western political thought. The study has two parts. The first is an effort to work within the Western tradition to demonstrate its foundational and enduring, violent conception of crossing over borders. The second is a creative effort to explore and encourage a fundamentally different outlook towards borders and what it means to be on, at, or over them. The underlying social theoretical disposition of the work is a form of post-Orientalist hermeneutics; the textual subject matter of the two parts of the study is linked using Walter Benjamin's concept of the storyteller. The underlying premise of the work is that the sense of violent possibility on the borders between "West" and "East" existed well before the more recent "age of imperialism" and even before there was a "West" or an "East" to speak of. That sense is constitutive of a political imagination about borders developed deep within the revered sources of Western culture. On the other hand, confronting the influence of such violent imaginaries requires truly novel modes of hermeneutical openness, hospitality and solidarity. Seeking to offer a new understanding and opening in the study of borders, this work will provide a significant contribution to several areas including international relations theory, border studies and political theory.

Borders have been evolving rapidly in direct response to the multifaceted challenges brought on by globalization, which has had a nuanced impact on the way borders are governed and border security is managed. Taking a methodical comparative regional approach, this book identifies and contrasts determinants of nascent, ascendant, and mature border security regimes, which the book documents in seven regional case studies from across the globe. The findings identify conditions that give rise to cross-border and trans-governmental coordination, cooperation, or collaboration. Specifically, pluralistic forms of communication and interactions, sometimes far from the actual borderline, emerge as key determinants of friendly and trustful relations among both contiguous and non-contiguous regions. This is a significant innovation in the study of borders, in particular in the way borders mediate security.
