Book excerpt: Uncertain Powers is an original and much-needed analysis of female leadership in medieval Japan. In challenging current scholarship by exploring the important political and economic roles of twelfth- and thirteenth-century Japanese royal women, Sachiko Kawai questions the traditional view of the era as one dominated by male retired monarchs and a warrior government. Instead the author populates it with royal wives and daughters who held the title of premier royal lady (nyoin) and owned extensive estates across the Japanese archipelago. Nyoin, whose power varied according to marital status, networks, and age, used their wealth and human networks to build temples and organize their entourages as salons to assert religious, cultural, and political influence. Confronted with social factors and gender disparities, they were motivated to develop coping strategies, the workings of which Kawai masterfully teases out from the abundant primary sources. Uncertain Powers presents a nuanced and groundbreaking study of the relationship between a nyoin’s authority (her acknowledged rights) and her actual power (the ability to enforce those rights), demonstrating how, as members of political factions, as landlords, and as religious and cultural patrons, nyoin struggled to transform authority into power by means of cooperation, persuasion, compromise, and coercion.

Available in PDF, EPUB and Kindle. Book excerpt: The United States faces a complex and rapidly shifting international security landscape. Forces of ethnic and religious extremism, diffusion of information technologies, proliferation of mass destruction weapons, and newly empowered non-state actors are just some of the trends whose complex interplay will produce unanticipated threats. Yet, while the future is more uncertain today than during the Cold War, we currently have a window of opportunity for shaping a more favorable future. The challenge for the United States, and for all states, is not just to manage uncertainty but also to prevail in spite of it. To help address that challenge, this book examines strategic choices in uncertain times and analyzes how different strategies position states to compete, manage risk, and prevail despite uncertainty. It investigates how past and current political and military leaders have responded to uncertain strategic and technological environments, and assesses the consequences of those strategies for their state's power and influence.

Available in PDF, EPUB and Kindle. Book excerpt: Why the future of great power politics is likely to resemble its dismal past Can great powers be confident that their peers have benign intentions? States that trust each other can live at peace; those that mistrust each other are doomed to compete for arms and allies and may even go to war. Sebastian Rosato explains that states routinely lack the kind of information they need to be convinced that their rivals mean them no harm. Even in cases that supposedly involved mutual trust—Germany and Russia in the Bismarck era; Britain and the United States during the great rapprochement; France and Germany, and Japan and the United States in the early interwar period; and the Soviet Union and United States at the end of the Cold War—the protagonists mistrusted each other and struggled for advantage. Rosato argues that the ramifications of his argument for U.S.–China relations are profound: the future of great power politics is likely to resemble its dismal past.

Available in PDF, EPUB and Kindle. Book excerpt: How do established powers react to growing competitors? The United States currently faces a dilemma with regard to China and others over whether to embrace competition and thus substantial present-day costs or collaborate with its rivals to garner short-term gains while letting them become more powerful. This problem lends considerable urgency to the lessons to be learned from Over the Horizon. David M. Edelstein analyzes past rising powers in his search for answers that point the way forward for the United States as it strives to maintain control over its competitors. Edelstein focuses on the time horizons of political leaders and the effects of long-term uncertainty on decision-making. He notes how state leaders tend to procrastinate when dealing with long-term threats, hoping instead to profit from short-term cooperation, and are reluctant to act precipitously in an uncertain environment. To test his novel theory, Edelstein uses lessons learned from history’s great powers: late nineteenth-century Germany, the United States at the turn of the twentieth century, interwar Germany, and the Soviet Union at the origins of the Cold War. Over the Horizon demonstrates that cooperation between declining and rising powers is more common than we might think, although declining states may later regret having given upstarts time to mature into true threats.

Book excerpt: Aside for the secretaries of state, those lofty roles at the Home Office, MOD, Exchequer, and Foreign office, the ministers of the UK are a cast of roles that expand, and contract based on the whims and political needs of the Prime Minister. Within their portfolios those MPs and Lords are immensely powerful - able to reshape whole sectors of British society, grant or refuse government contracts and planning permission, and intervene in matters throughout the country. And yet, few members of the British Public could name every single minister and fewer still could say the extent of each minister's responsibilities. We like to imagine that they are competent, prepared, and entirely in control, and we hold them to standards as though they are. But they are often none of those things. These men and women serve at the pleasure of the Prime Minister. Any misstep or scandal can invite media attention, public outcry, and their swift departure. At the same time, their resignations can shatter political alliances and bring down Prime Ministers and even governments. Their positions are, therefore, both immensely powerful and precarious. In Fifteen Minutes of Power, Peter Riddell draws on interviews with former ministers, conducted on behalf of the Institute of Government, to reveal the fraught existence of these powerful men and women.

Book excerpt: Around the world, liberalization and privatization in the electricity industry have lead to increased competition among utilities. At the same time, utilities are now exposed more than ever to risk and uncertainties, which they cannot pass on to their customers through price increases as in a regulated environment. Especially electricity-generating companies have to face volatile wholesale prices, fuel price uncertainty, limited long-term hedging possibilities and huge, to a large extent, sunk investments. In this context, Uncertainty in the Electric Power Industry: Methods and Models for Decision Support aims at an integrative view on the decision problems that power companies have to tackle. It systematically examines the uncertainties power companies are facing and develops models to describe them – including an innovative approach combining fundamental and finance models for price modeling. The optimization of generation and trading portfolios under uncertainty is discussed with particular focus on CHP and is linked to risk management. Here the concept of integral earnings at risk is developed to provide a theoretically sound combination of value at risk and profit at risk approaches, adapted to real market structures and market liquidity. Also methods for supporting long-term investment decisions are presented: technology assessment based on experience curves and operation simulation for fuel cells and a real options approach with endogenous electricity prices.

The author of this book, Buchanan, is a Christian, yet one deeply influenced by the beliefs of his homeland, Jamaica. He has had a hard life, one that has made him particularly open to realizing that there are many things beyond mans understanding. When Buchanan was but a child, his father was wrongly accused of murder. This incident would haunt Buchanan, causing him to go by an assumed name and travel throughout the West Indies and Mexico, hoping no one would discover his identity. During these travels, he began to see visions and have prophetic dreams. Indeed, this true story reads like a novel, but as they say, truth is stranger than fiction. If the fantastic qualities of everyday life, with or without visions, interest you, you will find The Secret of the Unknown Powers enthralling.
