Book excerpt: The UN Food Systems Summit 2021 was different from all six previous food summits held in the past eight decades. New features of this Summit included the fact that it was anchored in the Sustainable Development Goals, focused on food systems, was based on multi-stakeholder engagement, had a focus on country level strategies (so called National Pathways), and the Summit was held in New York rather than Rome, where the UN food agencies are based. Moreover, for the first time the UN called upon science to provide guidance for a food summit. In this article outcomes and political economy processes of the Summit are briefly reviewed, and then a focus is on the role of science for shaping outcomes is quantitatively assessed by reviewing the 118 country reports of National Pathways. In 62% of the countries' strategies science, research, technology and innovation are more or less significantly mentioned. Quality of governance effectiveness is identified as a strong driver of more attention to science in countries' strategies. The relative weight of agriculture in the national economy shows some positive correlation with attention to science too, whereas level of undernutrition does not correlate with attention to science in the strategies. Implications of these findings are drawn for the science - policy interface in food systems, and for the follow-up process to the Summit that has been put in place by the UN until 2030.

Book excerpt: Achieving gender equality and women’s empowerment in food systems can result in greater food security and better nutrition, and in more just, resilient, and sustainable food systems for all. This paper uses a scoping review to assess the current evidence on pathways between gender equality, women’s empowerment, and food systems. The paper uses an adaptation of the food systems framework to organize the evidence and identify where evidence is strong, and where gaps remain. Results show strong evidence on women’s differing access to resources, shaped and reinforced by contextual social gender norms, and on links between women’s empowerment and maternal education and important outcomes, such as nutrition and dietary diversity. However, evidence is limited on issues such as gender considerations in food systems for women in urban areas and in aquaculture value chains, best practices and effective pathways for engaging men in the process of women’s empowerment in food systems, and for addressing issues related to migration, crises, and indigenous food systems. And while there are gender informed evaluation studies that examine the effectiveness of gender- and nutrition- sensitive agricultural programs, evidence to indicate the long-term sustainability of such impacts remains limited. The paper recommends keys areas for investment: improving women’s leadership and decision-making in food systems, promoting equal and positive gender norms, improving access to resources, and building cross-contextual research evidence on gender and food systems.

The current structure of the global food system is increasingly recognized as unsustainable. In addition to the environmental impacts of agricultural production, unequal patterns of food access and availability are contributing to non-communicable diseases in middle- and high-income countries and inadequate caloric intake and dietary diversity among the world's poorest. To this end, there have been a growing number of academic and policy initiatives aimed at advancing food system transformation, including the 2021 UN Food Systems Summit, the Sustainable Development Goals (SDGs), and several UN Climate conferences. Yet, the policy pathways for achieving a transformed food system are highly contested, and the enabling conditions for implementation are frequently absent. Furthermore, a broad range of polarizing factors affect decisions over the food system at domestic and international levels - from debates over values and (mis)information, to concerns over food self-sufficiency, corporate influence, and human rights. This volume explicitly analyses the political economy dynamics of food system transformation with contributors who span several disciplines, including economics, ecology, geography, nutrition, political science, and public policy. This idea has attracted considerable attention in the national consultations conducted in the run-up to the United Nations Food Systems Summit (UNFSS) in September 2021, at the summit itself, in the post-summit actions that Rwanda is now pursuing, and in a series of prior case studies on Rwanda’s food system (Adolph et al. 2021; Guijt et al. 2021; Malabo Montpellier Panel 2021). This note summarizes a recent diagnostic of Rwanda’s food systems and the policy landscape that shapes them. Emphasis is placed on six inter-related clusters: diet quality and nutrition security; livelihoods equity; environmental resilience; agricultural productivity; infrastructure capacity; and financing and investment. Overall findings suggest an opportunity for a tangible shift in how public policy in Rwanda approaches its food systems and how the systems contribute to the broader national transformation process. We offer several policy recommendations to support the design of a coherent country strategy and policy framework. First, strengthen existing entities and mechanisms, and innovate on them. Second, develop a national food systems transformation strategy that is integrative, multi-sectoral, and action-oriented. Third, innovate on existing programs. Fourth, allow for learning through both success and failure. Fifth, invest in rigorous impact evaluation.

While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.
