Book excerpt: The Defence Committee accepts that there are deep-rooted problems with the present acquisition system, and draws attention to the example of the decision in 2010 to change to the carrier variant of the Joint Strike Fighter, a decision which later had to be reversed. The Committee agrees with the Government that the current arrangements for acquisition, constrained by public sector employment rules, are unsatisfactory. But the proposal to entrust acquisition to a Government owned, Contractor operated company is not universally accepted as the best way forward, and there are particular concerns about how the MoD's overall responsibility for acquisition could be maintained within a GoCo. The Committee considers that problems might arise if a non-UK company were given responsibility for UK defence acquisition. It further considers it vital that consultations are satisfactorily concluded with allies, to ensure that there is no adverse impact on co-operation, before any proposals are implemented.

Available in PDF, EPUB and Kindle. Book excerpt: The relationship between government and the businesses that contribute towards the defence and security of the state is a critical one; it often underscores a modern state’s foreign policy and sense of place in the world. Yet, despite its clear importance, this subject is underexplored and rarely analysed in a rigorous manner. As a consequence, government defence industrial policies, if they exist at all, often seem somewhat contrived, ill-considered and contradictory. The Defence Industrial Triptych systematically analyses the components and drivers of the relationships that bind a government to its defence industrial base by examining three major case studies: the UK, US and Germany, who between them account for over three quarters of NATO defence spending. The features of their defence industrial relationships –whether common or unique – provide vital lessons for policy-makers, industrialists and the taxpayer. As defence cuts bite across NATO and as the UK approaches the 2015 Strategic Defence and Security Review, the relationships this Whitehall Paper considers are more important than ever.

Book excerpt: This is the first comprehensive book on Military Cost-Benefit Analysis and provides novel approaches to structuring cost-benefit and affordability analysis amidst an uncertain defense environment and cloudy fiscal prospects. Lifting the veil on military Cost-Benefit Analysis, this volume offers several new practical tools designed to guide defense investments (and divestments), combined with a selection of real-world applications. The widespread employment of Cost-Benefit Analysis offers a unique opportunity to transform legacy defense forces into efficient, effective, and accountable 21st century organizations. A synthesis of economics, statistics and decision theory, CBA is currently used in a wide range of defense applications in countries around the world: i) to shape national security strategy, ii) to set acquisition policy, and iii) to inform critical investments in people, equipment, infrastructure, services and supplies. As sovereign debt challenges squeeze national budgets, and emerging threats disrupt traditional notions of security, this volume offers valuable tools to navigate the political landscape, meet calls for fiscal accountability, and boost the effectiveness of defense investments to help guarantee future peace and stability. A valuable resource for scholars, practitioners, novices and experts, this book offers a comprehensive overview of Military Cost-Benefit Analysis and will appeal to anyone interested or involved in improving national security, and will also be of general interest to those responsible for major government programs, projects or policies.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores and compares the contemporary military cultures of the United States and the United Kingdom. The last decade has witnessed astonishing global events, from 9/11 and military operations in Afghanistan in the same year, to the military intervention in Libya in 2011. Western military forces have been involved in all of these campaigns and have been engaged in continuous military operations for over ten years. It is therefore now apt to focus a spotlight on the military cultures of these state-based armed forces. This book examines how contemporary American and British military culture is formed, focusing explicitly on the six major military institutions. The author dedicates a chapter to each of these institutions with each one sharing a unifying analytical framework. These chapters explore the formation and sustenance of US/UK military culture under the rubric of common themes that include social origins, transformative events, leaders, approaches to war, technology and contemporary identity. To conclude, the book considers the impact of the War on Terror on the military cultures of the US and UK, as well as likely directions for the future. This book will be of much interest to students of military studies, strategic studies, security studies and comparative politics.

Available in PDF, EPUB and Kindle. Book excerpt: Conveniently structured into five sections, The Routledge Research Companion to Outsourcing Security offers an overview of the different ways in which states have come to rely on private contractors to support interventions. Part One puts into context the evolution of outsourcing in Western states that are actively involved in expeditionary operations as well as the rise of the commercial security sector in Afghanistan. To explain the various theoretical frameworks that students can use to study security/military outsourcing, Part Two outlines the theories behind security outsourcing. Part Three examines the law and ethics surrounding the outsourcing of security by focusing on how states might monitor contractor behaviour, hold them to account and prosecute them where their behaviour warrants such action. The drivers, politics and consequences of outsourcing foreign policy are covered in Part Four, which is divided into two sections: section one is concerned with armed contractors (providing the provision of private security with the main driver being a capability gap on the part of the military/law enforcement agencies), and section two looks at military contractors (supporting military operations right back to antiquity, less controversial politically and often technologically driven). The final Part takes into consideration emerging perspectives, exploring areas such as gender, feminist methodology, maritime security and the impact of private security on the military profession. This book will be of much interest to students of military and security studies, foreign policy and International Relations.

Book excerpt: The early twenty-first century has been defined by a rise in Islamist radicalisation and a concurrent rise in far right extremism. This book explores the interaction between the 'new' far right and Islamist extremists and considers the consequences for the global terror threat. Julia Ebner argues that far right and Islamist extremist narratives - 'The West is at war with Islam' and 'Muslims are at war with the West' - complement each other perfectly, making the two extremes rhetorical allies and building a spiralling torrent of hatred - 'The Rage'. By looking at extremist movements both online and offline, she shows how far right and Islamist extremists have succeeded in penetrating each other's echo chambers as a result of their mutually useful messages. Based on first-hand interviews, this book introduces readers to the world of reciprocal radicalisation and the hotbeds of extremism that have developed - with potentially disastrous consequences - in the UK, Europe and the US.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an empirical understanding of how EU-level defence industrial cooperation functions in practice. Using the Liberal Intergovernmental theoretical model, the book argues that while national economic preferences are an essential factor of government interests they only explain part of the dynamic that leads to the development of defence industrial policy at EU level. Moving beyond a simple adumbration of economic preferences, it shows how the EU’s institutional framework and corpus of law are used by governments to reaffirm their position as the ultimate arbiter and promoter of national economic preferences in the defence industrial sector. To this end, the work asks why and how EU member state governments, European defence firms, and EU institutions developed EU-level defence industrial policy between 2003 and 2009. The book also analyses significant policy developments, including the establishment of a European Defence Agency and two EU Directives on equipment transfers and defence procurement. This book will be of much interest to students of EU policy, defence studies, security studies and International Relations in general.
