Book excerpt: Following the eight year rule of Idi Amin, then several years of war and civil war, the Ugandan economy was in ruins by the time peace was restored in 1986. Since then Uganda has consistently been one of the fastest growing economies in Africa, leading to a substantial reduction in poverty. Its economic success has attracted considerable attention and has arguably had more influence on development thinking and on the international aid architecture than any other country. The HIPC debt relief initiative, the Paris Declaration on Aid Effectiveness, and the growth of budget support have all been strongly influenced by Ugandan experience and thinking. Ugandan innovations such as poverty reduction strategies, public expenditure tracking surveys, and virtual poverty funds have been widely adopted elsewhere. Most of the reforms which transformed the economy originated within the Uganda government during the 1990s, rather than being imposed through donor conditionality. In this book, for the first time many of the architects of those reforms give their personal accounts of the thinking behind the reforms, how they were implemented, and their impact. Since measures that work well in one environment may fail when transplanted to a different environment, the authors identify factors that were critical to the success of Uganda's reforms. While a number of individual reforms have been the subject of academic study, this book represents the first consolidated account of the economic reforms undertaken by the Uganda government and their impact on growth and poverty reduction.

The neoliberal policies and the resulting restructuring of the country have been accompanied by narratives of progress, prosperity, and modernisation and justified in the name of development. Throughout the 1990s, Uganda implemented the Structural Adjustment Programmes (SAPs) sponsored by the International Monetary Fund (IMF) and world Bank aimed at transforming the economy and encouraging economic development. The economic reforms were part of a wider reconstruction programme aimed at reviving the economy after decades of economic and political mismanagement. The reforms involved liberalising the economy to stimulate the private sector and make it the engine of economic growth. These economic reforms were implemented alongside extensive governance reforms aimed at strengthening state institutions, establishing accountability through anti-corruption institutions, promoting democracy and good governance through electoral reforms among others. Despite the timing of the economic and governance reforms, they were not linked or synchronised and each aspect was pursued independently of the wider reforms. In some instance like the creation of the URA and the tax reforms, there was a deliberate effort to shield the URA from the “political” institutions themselves. The argument in this paper is that this “blunted” and constrained the impact and success of the reforms both economic and political.

While restrictive COVID-19 policy measures in 2020 and 2021 caused a slowdown in the economy, the country has largely been spared the adverse effects of the global commodity market disruptions arising from the Russia-Ukraine war that started in 2022 and from the 2023 global recession (Arndt et al. 2023; Diao and Thurlow 2023). Uganda’s GDP growth is projected to reach 5.5 percent in 2023 and 6.1 percent in 2024 (World Bank 2023), suggesting that the economy is resuming its pre-pandemic growth trajectory. Agriculture remains an important sector, accounting for one-quarter of GDP and two-thirds of Uganda’s jobs. The agriculture sector also performed well in the 2009 to 2019 period, growing at 5.0 percent annually (UBOS 2020). Thanks to a positive terms of trade shock and an established trade surplus in agrifood products, this sector played an important role in weathering the 2022 and 2023 global commodity market shocks (Diao and Thurlow 2023). In this brief, we examine Uganda’s economic growth and transformation trajectory, both historically and going forward. Rather than focusing on the role of primary agriculture, we examine how the country’s broader agrifood system (AFS) is contributing to that transformation process.

Dr. William Muhumuza is an Associate Professor in the Department of Political Science at Makerere University.
