Book excerpt: This seminal book by one of our leading thinkers on race issues will forever change our views on race and ethnicity, culture, and the explosive policy issues that revolve around them, not only in contemporary America but in societies around the world and down through history. Race and Culture brings together more than a decade of research, encompassing dozens of ethnic groups in scores of countries around the world, to challenge most of the fundamental assumptions underlying the whole spectrum of "social science" beliefs and government policies dealing with racial and ethnic minorities. Its thesis is that differences in productive skills and cultural values are the key to understanding the advancement - or regression - of particular groups, particular countries, and whole civilizations. Thomas Sowell concludes that cultural capital has far more impact than politics, prejudice, or genetics on the social and economic fates of minorities, nations, and civilizations. The spread of these skills across the planet, whether through migration or conquest, has shaped much of the history of the world and transformed its landscape. Attempts to achieve through multiculturalism, affirmative action, or other policies what can only be achieved by the development of cultural capital are illusions and distractions only likely to make matters worse.

Available in PDF, EPUB and Kindle. Book excerpt: The growth rate of national income has fluctuated widely in the United States since 1929. In this volume, Edward F. Denison uses the growth accounting methodology he pioneered and refined in earlier studies to track changes in the trend of output and its determinants. At every step he systematically distinguishes changes in the economy’s ability to produce—as measured by his series on potential national income—from changes in the ratio of actual output to potential output. Using data for earlier years as a backdrop, Denison focuses on the dramatic decline in the growth of potential national income that started in 1974 and was further accentuated beginning in 1980, and on the pronounced decline from business cycle to business cycle in the average ratio of actual to potential output, a slide under way since 1969. The decline in growth rates has been especially pronounced in national income per person employed and other productivity measures as growth of total output has slowed despite a sharp acceleration in growth of employment and total hours at work. Denison organizes his discussion around eight table that divide 1929-82 into three long periods (the last, 1973-82) and seven shorter periods (the most recent, 1973-79 and 1979-82). These tables provide estimates of the sources of growth for eight output measures in each period. Denison stresses that the 1973-82 period of slow growth in unfinished. He observes no improvement in the productivity trend, only a weak cyclical recovery from a 1982 low. Sources-of-growth tables isolate the contributions made to growth between “input” and “output per unit of input.” Even so, it is not possible to quantify separately the contribution of all determinants, and Denison evaluates qualitatively the effects of other developments on the productivity slowdown.

Available in PDF, EPUB and Kindle. Book excerpt: The Economic Impacts of Tax—Transfer Policy: Regional and Distributional Effects deals with evaluating proposed income-transfer policies through tax modeling. The book analyzes the direct and indirect effects of two variants of a negative income tax plan. These are the standard negative income tax and the Family Assistance Plan. By studying the indirect effects of income-maintenance programs on industries, occupations, and different regions, the authors point to understanding the effectiveness of alternative income-maintenance programs. Proposed changes in national taxes and transfer policies aim to achieve income redistribution. In their studies and models, the authors noted that the full impact of these tax policies throughout the income spectra covering different income classes, industries, occupations, and regions is different from that gathered from observations involving the direct effects of these schemes. The authors cite some policy implications resulting from their study, such as the redistributional impacts of direct tax-transfer scheme are not as efficient as expected and that increasing the demand for low-skilled workers and improving their job qualities is one way of improving income distribution. The text is valuable for economists and government policymakers in the finance and labor sectors, as well as for sociologists and political economists.
