Book excerpt: The forty-second session of the General Fisheries Commission for the Mediterranean as well as the ninth session of the Committee on Administration and Finance was attended by delegates of 22 contracting parties, as well as of four cooperating non-contracting parties and two non-contracting parties. Representatives from 15 intergovernmental and non-governmental organizations, the Food and Agriculture Organization of the United Nations and its regional projects as well as the Bureaux of the Commission and its subsidiary bodies, were also in attendance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. Moreover, cooperation activities within the framework of agreements with contracting parties and cooperating non-contracting parties and with partner organizations were discussed. In light of increasing cooperation with the GFCM, the Commission granted cooperating noncontracting party status to Jordan. In relation to the management of fisheries and aquaculture in the GFCM area of application, a total of eleven binding recommendations were adopted, dealing with the following issues: multiannual management plans for European eel, for deep-water red shrimp fisheries in the Levant and Ionian Seas and for demersal fisheries in the Strait of Sicily; conservation of sharks and rays; international joint inspection and surveillance in the Strait of Sicily; regional research programmes on blue crab in the Mediterranean and on rapa whelk fisheries in the Black Sea; further emergency measures for small pelagic stocks in the Adriatic Sea; access to information and data related to monitoring, control and surveillance and regional marking of fishing gear. Futhermore, the Commission agreed to launch its second performance review in 2019 and welcomed the establishment of five subregional technical units in Bulgaria, Croatia, Lebanon, Spain and Tunisia. Finally, the Commission adopted its programme of work for the next intersession and approved its budget amounting to USD2 537 241 for 2019 as well as a number of strategic actions to be funded through extrabudgetary resources. It also unanimously endorsed the new Bureaux of the Scientific Advisory Committee on Fisheries, the Working Group on the Black Sea and the Committee on Administration and Finance. Finally, on the occasion of its resumed session held in December 2018, the Commission unanimously elected its new Chairperson and Vice-Chairpersons.

Book excerpt: The Ministry of Justice is implementing wholesale changes to how rehabilitation services for offenders are delivered in England and Wales on a highly ambitious timescale. It intends to introduce new private and voluntary providers, bring in a payment by results system, create a new National Probation Service and extend the service to short-term prisoners in a very short time period. This is very challenging and this report sets out a number of risks that need to be managed. The probation service in England and Wales supervised 225,000 offenders in our communities during 2012-13, at a cost of £853 million. The service is currently delivered by 35 Probation Trusts which are independent Non-Departmental Public Bodies, reporting directly to the National Offender Management Service. As part of the Ministry's Transforming Rehabilitation reforms, the Trusts will cease to operate from 31 May 2014 and will be abolished shortly afterwards, to be replaced by a National Probation Service and 21 Community Rehabilitation Companies. The scale, complexity and pace of the reforms give rise to risks around value for money which need to be carefully managed. The Committee welcomes the Accounting Officer's assurances that the Ministry will not proceed with the arrangements unless it is safe to do so. The Ministry expects the new National Probation Service and the 21 Community Rehabilitation Companies to begin operating from 1 June 2014 with only a limited opportunity for parallel running of the new arrangements during April and May 2014. The movement of staff, records and implementation of the arrangements required to make the new structures operate are ongoing. Initially the Community Rehabilitation Companies will be in public ownership pending a share sale, expected in time to launch a payment by results mechanism in 2015.

Throughout the past five years, the recurring theme of their findings and recommendations reflects the importance of effective leadership in creating effective organisations. PASC took control of the process of selection of the Parliamentary and Health Service Ombudsman (PHSO) away from the Government altogether, so that for the first time Parliament has appointed its Ombudsman. They have also held many pre-appointment hearings for the Chairs of public bodies and were the first Select Committee to refuse to accept a government nomination for the chair of a public body. The Government was forced to re-run the selection for the post of Chair of the UK Statistics Authority under a new selection panel, and to propose a different candidate. They also hold hearings on PHSO's thematic reports, to interrogate and hold to account those who must respond to its recommendations. Book excerpt: It is eight years since the Committee last looked at this issue and they are dismayed to find so little progress has been made in removing foreign national offenders from the UK. This is despite firm commitments to improve and a ten-fold increase in resources devoted to this work. The public bodies involved are missing too many opportunities to remove foreign national offenders early and are wasting resources, through a combination of a lack of focus on early action at the border and police stations, poor joint working in prisons, and inefficient caseworking in the Home Office. This, combined with very poor management information and non-existent cost data, results in a system that appears to be dysfunctional. Our concerns about the system were not allayed by the evidence we received. The Home Office will need to act with urgency on the recommendations we make in this report if it is to secure public confidence in its ability to tackle effectively these and the wider immigration system issues on which the Committee has previously reported.
