Available in PDF, EPUB and Kindle. Book excerpt: Policing the Global South provides scholarship which further transnationalises and democratises ideas about policing practices and philosophies, highlighting renovations in approaches to policing studies, and injecting innovative perspectives into the study of policing from scholars positioned on the ‘periphery’. Criminological knowledge depolarisation underscores a conscious effort by scholars from the Global South to increase intellectual knowledge focused on developing context-specific responses to issues not aligned to Northern ideological positions and specific to the non-Northern context. Such shifts draw attention to the expanse of spaces beyond Northern centres rife with challenges unlike any specific to those experienced or conceptualised by scholars from the Global North with an applied Northern criminological lens. Applying a postcolonial lens to empirical knowledge from country-specific cases in former colonies in Africa, Asia, the Caribbean, the Pacific, and Latin America, this book examines how policing issues not aligned to Northern ideological positions and specific to non-Northern contexts are addressed. The primary purpose is to share innovations in the field of policing – service provision, threats to security, crime responses, justice and international trends – developed in postcolonial developing-country contexts. Given the aim of the book and the contributors’ own research on issues of policing across the globe, it discusses themes including but not limited to the colonial legacies and their impact on policing; how plural regulatory systems and partnerships are navigated by the police; the linkages between access to justice, community perceptions, and police legitimacy; innovations and challenges in organisational reform, crime prevention, and community partnerships; and the expanding roles of police organisations in the Global South. While each chapter presents a policing issue in a country within a specific part of the Global South, the book highlights how important it is to frame responses based on contextual realities informed by an awareness of the past and present, with a goal of informing the future. Delivering a much-needed introduction to those specialising in policing in developing countries, this book is invaluable reading for academics and students of criminology, criminal justice, governance, policy, and IR, as well as professionals in policing organizations across the globe.

Book excerpt: The water, sanitation, and hygiene (WASH) sector plays a key role in enabling a healthier population in the Pacific and in building countries’ resilience to public health emergencies such as the coronavirus disease (COVID-19). This publication looks at the impact of the pandemic on the WASH sector in the 14 Pacific developing member countries of the Asian Development Bank (ADB). It proposes strategic directions to help ADB’s technical assistance support a more resilient and sustainable WASH sector as the region continues to manage the disease while seeking to reopen borders and economic activity.

Available in PDF, EPUB and Kindle. Book excerpt: This volume covers a wide spectrum of governance issues relating to small states in a global context. While different definitions of governance are given in the chapters, most authors associate governance with the setting and implementation of policies aimed at managing a country or territory, and with the related institutional structures and interventions by political actors. Generally, good governance is associated with concepts such as policy effectiveness, accountability, transparency, control of corruption, encouragement of citizens’ voice and gender equality—factors which are, in turn, linked with democracy. What emerges from the book is that the societies of small states are being re-shaped by various forces outside their control, including the globalization process and climate change, rendering their governance ever more complex. These problems are not solely faced by small states, but small country size tends to lead to a higher degree of exposure to external factors. The chapters are grouped into four sections broadly covering political, environmental, social and economic governance. Governance is influenced by many, often intertwined, factors; the division of the book into four parts therefore does not detract from the fact that governance is multifaceted, and such division was based on the primary focus of each particular study and its main disciplinary background. The expert authors have, moreover, used a variety of approaches in the studies, the subject of small states being well suited to scholarly work from different disciplines using qualitative, quantitative and mixed approaches to arrive at useful conclusions.

Further data disaggregation provides the distribution of social protection expenditures in terms of poverty, gender, and for people with disabilities. The report identifies measures adopted in response to the coronavirus disease pandemic and outlines the future directions for social protection in the Pacific region.

Book excerpt: This book describes the worrying scenario that reflects the urgency and importance of dealing with the situation of environmental migrants, especially considering that the environmental migration crisis is already greater than the migratory crisis due to war refugees. The first major problem in this environmental context is that there is no specific rule in international law to address this issue.\r In the face of this problem, far from exhausting all possible solutions on the theme, this book intended to plant a seed of reflection, based on an analysis of the current legal and political context, and outlining the possible paths to follow.\r New living conditions demand a paradigm shift in the human lifestyle, changing thoughts and attitudes at the individual and group level as reflected in national and international policies. It begins with the notion of conscience and interdependence. It begins, above all, with the notion of empathy and solidarity, understanding that tomorrow it may be one of us that needs this help that we are denying today. \r

Available in PDF, EPUB and Kindle. Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Available in PDF, EPUB and Kindle. Book excerpt: During the negotiations in 2015 that led to the adoption of the Paris Agreement, one of the most contentious issues was the introduction of a dedicated provision in Article 8 on what is known as ‘loss and damage’. The adoption of this new article, however, left many questions unanswered. What is the distinction between ‘loss and damage’, and ‘adaptation’? What are the legal implications of the inclusion of loss and damage as an article in a legal treaty? How can financial assistance and compensation best be channelled to victims of climate change loss and damage? What gaps remain in the loss and damage governance system? The Third Pillar of International Climate Change Policy: On ‘Loss and Damage’ after the Paris Agreement addresses these questions, and numerous others, and explores the present and future of loss and damage in the era of the Paris Agreement. This book provides an up-to-date analysis of ‘loss and damage’ which is often described as the third pillar of international climate change policy. It is based around four main themes: (i) insurance schemes, (ii) key gaps in loss and damage governance, including non-economic loss and damage and slow-onset events, (iii) legal aspects of loss and damage, and (iv) novel approaches to loss and damage. The chapters in this book were originally published as a special issue of Climate Policy.
