Book excerpt: This book explores pathways to redress for main groups of victims/survivors of the 1992-5 Bosnian war —families of missing persons, victims of torture, survivors of sexual violence, and victims suffering physical disabilities and harm. The author traces the history of redress-making for each of these groups and shows how differently they have been treated by Bosnian authorities at the state and subnational level. In Bosnia and Herzegovina, thousands of war victims have had to suffer re-traumatising ordeals in order to secure partial redress for their suffering during 1992–1995 and after. While some, such as victims of sexual violence, have been legally recognised and offered financial and service-based compensation, others, such as victims of torture, have been recognized only recently with a clear geographical limitation. The main aim of the book is to explore the politics behind recognizing victimhood and awarding redress in a country that has been divided by instrumentalized identity cleavages, widespread patronage and debilitating war legacies. It shows how war victims/survivors navigate such fragmented and challenging public landscape in order to secure their rights.

It analyses how the international administrations in Bosnia and Herzegovina and Kosovo have attempted to create sustainable political institutions and to what extent they have been successful in doing so. In the 1990s, large and ambitious international administrations were established to administer territories that had been left without an effective government in the wake of violent conflict. International administrations, to a greater extent than peacebuilding operations, exercise extensive authority and take over the governance of a country. Though they combine the state and nationbuilding programs of regular peacebuilding, with the political power normally reserved for sovereign states, there remains a question of how effective or successful international administrations are, and whether they lead to a sustainable peace. The author argues that despite years of international administration, the political institutions remain weak and rely heavily on international support, dominated by an ethnic nationalist ideology with little domestic support. How can the incentives of policy makers be influenced in order to achieve such a dynamic? These are the questions this study seeks to address by examining the transition process in post-communist countries. The author argues that political competition within an accepted and respected institutional environment has been a driving force in shaping the direction and success of transition reforms. Evidence shows that in countries with a sufficient degree of political competition, citizens responded to economic crises by calling for economic liberalization. Economic liberalization removed existing distortions, increased economic efficiency and raised public welfare. This activated a dynamic, self-enforcing reform process that also strengthened the political and economic power of the poor. In the absence of political competition, such a process failed to emerge, thereby contributing to the persistence of poverty. Based on these findings, there is good reason to postulate that some level of political competition is essential for transition reforms to improve economic efficiency and public welfare in a sustainable manner.
