Book excerpt: In The Politics of the Welfare State in Turkey, author Erdem Yörük provides a politics-based explanation for the post-1980 transformation of the Turkish welfare system, in which poor relief policies have replaced employment-based social security. This book is one of the results of Yörük’s European Research Council-funded project, which compares the political dynamics in several emerging markets in order to develop a new political theory of welfare in the global south. As such, this book is an ambitious analytical and empirical contribution to understanding the causes of a sweeping shift in the nature of state welfare provision in Turkey during the recent decades—part of a global trend that extends far beyond Turkey. Most scholarship about Turkey and similar countries has explained this shift toward poor relief as a response to demographic and structural changes including aging populations, the decline in the economic weight of industry, and the informalization of labor, while ignoring the effect of grassroots politics. In order to overcome these theoretical shortages in the literature, the book revisits concepts of political containment and political mobilization from the earlier literature on the mid-twentieth-century welfare state development and incorporates the effects of grassroots politics in order to understand the recent welfare system shift as it materialized in Turkey, where a new matrix of political dynamics has produced new large-scale social assistance programs.

In Identity Politics Inside Out, Lisel Hintz teases out the complex link between identity politics and foreign policy using an in-depth study of Turkey. Rather than treating national identity as cause or consequence of a state's foreign policy, she repositions foreign policy as an arena in which contestation among competing proposals for national identity takes place. Drawing from a broad array of sources in popular culture, social media, interviews, surveys, and archives, she identifies competing visions of Turkish identity and theorizes when and how internal identity politics becomes externalized. Hintz examines the establishment of Republican Nationalism in the wake of imperial collapse and examines failed attempts made by those challenging its Western-oriented, anti-ethnic, secularist values with alternative understandings of Turkishness. She further demonstrates how the Ottoman Islamist AKP used the European Union accession process to weaken Republican Nationalist obstacles in Turkey, thereby opening up space for Islam in the domestic sphere and a foreign policy targeted at achieving leadership in the Middle East. By showing how the "inside out" spillover of national identity debates can reshape foreign policy, Identity Politics Inside Out fills a major gap in existing scholarship by closing the identity-foreign policy circle.

It has been said that there is no social memory in Turkey before Mustafa Kemal Atatürk founded modern Turkey after World War I. Now, almost eighty years after the establishment of the republic, the grandchildren of the founders have a different relationship with history. New generations make every effort to remember, record, and reconcile earlier periods. The multiple, personalized representations of the past that they have recovered allow contemporary Turkish citizens to create alternative identities for themselves and their communities. Unlike its futuristic and homogenizing character at the turn of the twentieth century, Turkish nationalism today uses memory to generate varied narratives for the nation and its minority groups. None of the three republican constitutions (those of 1924, 1961, and 1982), nor the Ottoman Constitution of 1876 was written by a Constituent or a Legislative Assembly broadly representative of social forces or through a process of negotiations, bargaining, and compromise. Consequently, they all had weak political legitimacy. No doubt, the prospects of EU membership provided a powerful stimulus for these constitutional reforms as well as the nine harmonization packages. With these reforms, Turkey has sufficiently satisfied the Copenhagen political criteria and started accession negotiations with the EU. It would be wrong to assume, however, that these reforms were simply an outcome of Turkey's desire to join the EU.
