Further, the work agenda comprises a number of human development dialogues for which we are inviting international experts and practioners to share their experiences about social policy reforms with the Turkish government and the wider academic and non-governmental public. This report examines life chances. Life chances for today Turkish people, most importantly future generation, today's children. The results presented in this report show that life chances differ in important dimensions today, and that Turkey could immensely improve its human and economic development potential by maximizing such opportunities.

It contributes to filling a gap in the literature on the welfare effects of mineral resources, which, until now, has concentrated more on the national or macroeconomic impacts. Economists have long been intrigued by the paradox that a rich endowment of natural resources may retard economic performance, particularly in the case of mineral-exporting developing countries. Studies of this phenomenon, known as the “resource curse,†? examine the economy-wide consequences of mineral exports.1 Africa’s resource boom has lifted growth, but has been less successful in improving people’s welfare. Yet much of the focus in academic and policy circles has been on appropriate management of the macro-fiscal and governance risks that have historically undermined development outcomes. This study focuses instead on the fortune of local communities where resources are located. It aims to better inform public policy and corporate behavior on the welfare of communities in Africa in which the extraction of resources takes place.

Book excerpt: "Education is often seen as a fundamental means to improve economic prospects for individuals from low income settings. However, even with increased emphasis on basic education for all, many individuals fail to achieve basic skills to succeed in life. The book presents evidence that one core reason is that by the time a child is old enough to attend school, there is already a wide disparity in cognitive skills and in emotional and behavioral development among children from households of different socioeconomic backgrounds. Low levels of cognitive development in early childhood strongly correlate with low socio-economic status (as measured by wealth and parental education) as well as malnutrition. These disadvantages are often exacerbated by economic crises. Fortunately, however, as documented in this volume, there are programs that have proven effective in promoting a child's development through caregiver-child interaction and stimulation, and with well designed preschool programs. While preschool programs currently cover a modest share of low income children, expansion of such services to at risk populations is a cost-effective means of improving overall educational achievement. Thus, focused preschool programs can serve as a key investment in a strategy to reduce the transmission of poverty from poor parents to their children."

Book excerpt: This report assesses the prospects for Turkey's youth by examining the 'school-to-work transition'. Turkey needs to invest in its young people to capture the potentially substantial dividend of today's large youth cohort. Because of the sheer number of young people, Turkey's working-age population will expand by over 800,000 every year during the next decade. This so-called 'productive population' will continue to grow until around 2020 when the demographic window starts to close. By that time, Turkey will have the population profile of an aging society. East Asia's economic miracle of the 1970s and 1980s demonstrated that a large youth cohort can propel an economy to very high growth rates. However, the experience in other regions, such as Latin America, has shown that this outcome is by no means guaranteed. Investments made now in today's children and youth will be critical in determining the extent to which Turkey benefits from this 'demographic dividend' While the potential benefits are great, so are the risks if today's large youth cohort does not find its place in tomorrow's labor market and society. The potential downside of this demographic profile is also significant. If Turkey's young people are not well prepared for the world of work and if the labor market does not generate more and better jobs for them, then this large youth cohort will be the source of social and economic pressures and tensions. Indeed, managing the transition into adulthood will be a very important factor in determining how well Turkey achieves the goals of stability, equity, and competitiveness that are at the heart of the Ninth Development Plan. In many respects, Turkey has taken important steps to prepare for this future. Today's young people are more educated and healthier than previous ones, which is a strong base to build on. Educational achievements have been notable, especially in basic education. Enrollments are up at all levels. Some important steps have been taken to modernize the labor market and to establish the foundations for employment institutions and policies suitable for an open, private-sector led economy.
