Two years ago the idea of a German T'urkey might not have seemed more monstrous to the world than the idea of a British India, a British Egypt, a French North Africa and indo-china, and a Russian Siberia and Central Asia. But you have forgotten that Mesopotamia touches the Persian Gulf, and that the Bagdad line is the short cut to India. If you allow the Germans to hold that line, what security have you that when they have spent a generation in recuperating from this war and in drilling the Turks, they will not lead a Turco German army to the conquest of India? There can be no absolute security against such a danger. At various periods between the Battle of the Nile and the Battle of Jutland the F1ench, the Russians, and the Germans (or some aggressive elements among each of them) have coveted India \veo have only one security which is nearly absolute, and that is the contentment of the people of India with our rule. If we know how to keep that contentment and to deepen it by the adaptation of our institutions to their pro gress, we have little to fear from any aggressive Empire. There are other guarantees (apart from the moral guarantee that the Ger-mans have suffered lessons in this war which will not be ior gotten for a generation), notably distances, deserts and mountains, and our command of the seas.
