It has been used as a waterway for navigation and the transport of commercial goods since Pre-Columbian times. The objective of this report is to elevate the level of discussion concerning Hidrovia to the technical arena. We hope that this contribution will serve to inform those people responsible for deciding at what level this project will proceed. Direct impacts would include: alteration of the hydrological regime; water quality deterioration; loss of wetlands; los of the regulatory effect on the Pantanal resulting in increased flooding; loss of local, regional, and global biodiversity, particulary fish diversity; decline in biological productivity, especially fisheries; and changes in food-chain patterns. The river will also lose landscape complexity. Hidrovia is not the only means of moving production to markets and of importing goods. Nor is Hidrovia the only means of stimulating regional and national economic growth. A balanced analysis, which explicity includes environmental benefits and costs of all the alternatives is needed to determine the most economically alternative.
