Violent crime rates in Indian country are more than 2.5 times the national rate; some reservations face more than 20 times the national rate of violence. In some Tribal Nations, there are insufficient alternatives to incarceration. In 2010 Congress passed the Tribal Law and Order Act (TLOA) to address these problems. The goal of TLOA is to improve public safety and justice systems in Indian country. This book discusses the Tribal Law and Order Act's long term plan to build and enhance tribal justice systems as well as the Department of Justice's ability to clarify eligibility for certain grant funds.

This report unravels some of the reasons why Indigenous women in the USA are at such risk of sexual violence and why survivors are so frequently denied justice. Chronic under-resourcing of law enforcement and health services, confusion over jurisdiction, erosion of tribal authority, discrimination in law and practice, and indifference -- all these factors play a part. None of this is inevitable or irreversible. The voices of Indigenous women throughout this report send a message of courage and hope that change can and will happen.
