Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the current reform of the German Armed Forces and how reorganization is being influenced by new threats and a new security policy. The author argues that the transformation of the Bundeswehr is in line with Germany's expanded security role and reflects an appropriate adjustment to post-Cold War realities. However, there are concerns that an inadequate defense budget may prevent Germany from attaining its stated reform goals and fulfilling its commitments to the European Union and NATO. Section I, Changes and New Centers of Gravity in Germany's Security Policy, examines the fall of the Berlin Wall and its consequences, NATO's new challenges and commitments, the basic principles and interests of Germany's Security Policy, and consequences of the reform. Section II, Transforming the Bundeswehr, discusses its current mission and tasks, the debate over compulsory military service, new capabilities and structure, modernizing the equipment of the Bundeswehr, and the bottom line of the reform. Section III, Integrating New Capabilities into European and NATO Commitments, examines contributions to the European Headline Goal, the Prague Capabilities Commitment, and German contributions to current international operations.

While developments in the 1990s saw Germany move away from its rigidly prohibitive stance towards the use of force, Berlin's policy in the war on terrorism suggested that Germany may be retreating into a new form of self-imposed restraint. In this first major English language study of German security policy after Iraq, Kerry Longhurst considers the evolution of Germany's peculiar approach to the use of force after the Cold War through the conceptual prism of strategic culture. The timeliness of this volume brings with it fresh analysis of the origins and substance of Germany's strategic culture, which the author subsequently explores in a contemporary context against the background of the changing role of the Bundeswehr from 1990-2003. The book also provides unique and in-depth analysis of Germany's troubled efforts at defense sector reform in the 1990s and considers the complex politics surrounding conscription.

Available in PDF, EPUB and Kindle. Book excerpt: Military recruitment will become more difficult in times of demographic aging. The question arises whether demographic change will constrain the capacity of aging states like Germany to conduct foreign policy and pursue their national security interests. Since contemporary military operations still display a strong human element, particular scrutiny is given to the empirical analysis of the determinants of military propensity and military service among youth. An additional human capital projection until 2030 illustrates how the decline in the youth population will interact with trends in educational attainment and adolescent health to further complicate military recruitment in the future. A concluding review of recruiting practices in other NATO countries provides insight in best-practice policy options to reduce the military’s sensitivity to demographic change. Following this approach, the book gives prominence to a topic that has thus far been under-represented in the greater discussion of demographic change today, namely the demographic impact on international affairs and strategic calculations.

Available in PDF, EPUB and Kindle. Book excerpt: With its reunification on 3 October 1990, Germany regained its full sovereignty and stands now in a position of greater global responsibility. Faced with dramatically increased demands on and expectations for Germany's armed forces, it must answer the question of how much it is willing to invest for safety and stability in Europe and for protection of peace in the world. In determining the level of commitment behind Germany's foreign and security policy, defense spending is an important indicator. This thesis demonstrates that Germany's defense expenditure seems to be inconsistent with its foreign and security policy objectives, and its professed willingness to bear new responsibilities. While substantiating this judgment with facts about Germany's declining defense spending, it examines the reasons for and effects of Germany's shrinking defense budget and suggests solutions for coping with challenges and problems arising from this phenomenon. The thesis recommends a further downsizing of the Bundeswehr, improving military cooperation, and the establishing of convergence criteria for defense within the framework of a European Defense Budget. Finally, the thesis forecasts that if Germany does not reverse the trend of declining defense spending it will probably decrease its political significance in Europe and in the world.

Book excerpt: By analyzing public opinion polls, as well as polls of members of the "security elite" and the "general elite," this paper examines the West German perception of the Communist threat, West German attitudes toward deterrence/defense and detente, and the West German view of the Western Alliance. It reviews opinion trends in the 1970s and compares important results with opinions in principal allied countries. Among his conclusions, the author finds that the most critical development in West German opinion is an increasing belief that the Soviet Union is seeking reconciliation with the West and a decreasing belief that the United States is acting more responsibly than the Soviet Union.

Available in PDF, EPUB and Kindle. Book excerpt: There has been much speculation and editorializing over the deterioration of trans-Atlantic relations, specifically between the United States and Germany, primarily as a result of the US-led war against Iraq beginning in March 2003. What can account for this so-called trans-Atlantic rift and the unhealthy US-German relationship of late? This thesis argues that this deterioration in trans-Atlantic relations stems from a profound misunderstanding of strategic culture. Specifically, this thesis takes the position that a failure to appropriately understand what Germany's unique strategic culture has been a leading cause of the present uncomfortable relationship between the United States and Germany. This thesis shows how a nation s values, beliefs, and preconceptions, can have a powerful influence upon foreign and security policy decisions. It highlights the importance of strategic culture as an important influence upon a nation's efforts to transform its armed forces. This thesis includes an examination of the various definitions and theories surrounding strategic culture and its impact upon the policy making process. It explores German defense reform since the end of the Cold War, and includes a look at how these issues have influenced German military transformation efforts since 1990. This case study concludes with a look at the current challenges facing German defense transformation, and makes observations about how a better understanding of Germany's national security culture can contribute to improved US-German and trans-Atlantic relations.

Book excerpt: "The ongoing COVID-19 pandemic marks the most significant, singular global disruption since World War II, with health, economic, political, and security implications that will ripple for years to come." -Global Trends 2040 (2021) Global Trends 2040-A More Contested World (2021), released by the US National Intelligence Council, is the latest report in its series of reports starting in 1997 about megatrends and the world's future. This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Available in PDF, EPUB and Kindle. Book excerpt: The emergence of the European Security and Defense Policy (ESDP) in the last two-thirds of the 1990s and continuing into the new century, has been a complex process intertwining politics, economics, national cultures, and numerous institutions. This book provides an essential background for understanding how security issues as between NATO and the European Union are being posed for the early part of the 21st century, including the new circumstances following the terrorist attacks in New York and Washington on September 11, 2001. This study should be of interest to those interested in the evolution of U.S.-European relations, especially in, but not limited to, the security field; the development of institutional relationships; and key choices that lie ahead in regard to these critical arrangements.
