Researchers have suggested various reliability measures to characterize their network-level performances. One of these measures is given by travel time reliability, defined as the probability that travel times remain below certain (acceptable) levels. Existing reliability assessment (and optimization) techniques tend to be computationally intensive. In this dissertation we develop computationally efficient alternatives. In particular, we make the following three contributions. In the first contribution, we present a novel reliability assessment methodology when the source of uncertainty is given by road capacities. More specifically, we present a method based on the theory of Fourier transforms to numerically approximate the probability density function of the (system-wide) travel time. The proposed methodology takes advantage of the established computational efficiency of the fast Fourier transform. In the second contribution, we relax the common assumption that probability distributions of the sources of uncertainties are known explicitly. In reality, this distribution may be unavailable (or inaccurate) as we may have no (or insufficient) data to calibrate the distributions. We present a new method to assess travel time reliability that is distribution-free in the sense that the methodology only requires that the first N moments (where N is any positive integer) of the travel time to be known and that the travel times reside in a set of known and bounded intervals. Instead of deriving exact probabilities on travel times exceeding certain thresholds via computationally intensive methods, we develop analytical probability inequalities to quickly obtain upper bounds on the desired probability. Because of the computationally intensive nature of (virtually all) existing reliability assessment techniques, the optimization of the reliability of transportation systems has generally been computationally prohibitive. The third and final contribution of this dissertation is the introduction of a new transportation network design model in which the objective is to minimize the unreliability of travel time. The computational requirements are shown to be much lower due to the assessment techniques developed in this dissertation. Moreover, numerical results suggest that it has the potential to form a computationally efficient proxy for current simulation-based network design models.

Transportation network users are heterogeneous, and they may value travel time reliability differently. The importance level of travel time reliability for different travelers depends upon many factors including the user's risk acceptance level and trip purpose and departure time. Thus, travelers tend to maximize travel time reliability, in addition to minimizing their travel times. One of the main challenges in transportation planning is the high computational time of traffic simulation tools that consider heterogeneous users and their responses to travel time reliability. Path finding problem constitutes an essential problem in these traffic simulation tools. Therefore, this study presents two heuristic algorithms to improve the computational time of reliable path finding algorithms by reducing the network size of each specific origin and destination pair in stochastic time-dependent networks. The network contraction algorithms, presented in this study, are based on the comparison of optimistic and pessimistic solutions resulting from minimum and maximum travel time realizations of a Monte-Carlo simulation-based approach. The major contribution of the proposed approach is to improve computational efficiency of the stochastic path finding problem, considering travel time correlations and travelers' heterogeneity, in large-scale applications. Comparing the performance and accuracy of the approach with those of the approach without any network contraction for two large-scale networks demonstrates significant computational improvements and a high accuracy level.Different traffic and demand management strategies have also been used to improve reliability of transportation networks. These strategies, including congestion pricing, have great impacts on users' reliable path choices. Considering a reliability measure in the travelers' path choices naturally impacts the congestion pattern, which in turn, affects the outcomes of pricing strategies. Furthermore, congestion pricing alters link travel time distributions in stochastic transportation networks. Therefore, this study finds an equitable pricing scheme that minimizes the total travel time of auto users in a general bimodal network considering heterogeneous users with different values of time and reliability. The main contribution of this proposed approach is accounting for travel time reliability in finding an equitable pricing scheme. This approach is successfully applied to a modified Sioux Falls network to explore the impacts of subsidization strategy, congestion level, and considering travel time reliability on the pricing strategy and its effectiveness.Finally, emerging technologies, such as connected and autonomous vehicle technologies, have attracted the attention of transportation system planners in recent years, as an alternative to improve mobility and reliability of transportation networks. Having a traffic simulation tool that considers the presence of these technologies is essential to estimate their impacts on traffic congestion and travel time reliability. Therefore, this study presents a mesoscopic simulation tool to account for the presence of connected and autonomous vehicles at the network level by incorporating adaptive fundamental diagrams due to the non-uniform distribution of different vehicle types with heterogeneous drivers. This tool is then used to investigate the impacts of a mixed traffic of connected, autonomous, and human-driven vehicles on traffic flow and travel time reliability at the network level. The results show the superiority of connected and autonomous vehicles over regular vehicles in mitigating traffic congestion and improving travel time reliability.

Book excerpt: The thesis extends the definition of (deterministic) link travel time to a stochastic version by defining a kind of likelihood between the stochastic link inflow and outflow profiles. The physical meaning of the proposed likelihood is the probability that the difference between the cumulative link inflow and the cumulative link outflow be less than or equal to a prescribed bound, e.g one unit vehicle. Based on this likelihood definition, the probability mass function (PMF) of the link travel time is evaluated by defining some appropriate sampling interval. The dynamic link travel time distribution is evaluated by fitting this PMF with skew normal distribution. The dissertation then extends the deterministic nested delay operator to evaluate stochastic journey time distribution. The PMF of journey time is obtained by a series of "nested" conditional probabilities along the links on the route. By the same distribution fitting mechanism, the stochastic journey time distribution is deduced. Two empirical studies are conducted to verify the proposed method. The results prove a satisfactory performance of the proposed method for estimating and predicting stochastic dynamic travel time and its distribution. It is also been validated that the shewness analysis is consistent with the empirical observations reported in the transportation literature. The results indicate the proposed methods are adaptive to abnormal traffic conditions. To increase the accuracy of travel time prediction and to handle the abnormal traffic conditions such as traffic incidents, adverse weather conditions, the dissertation extends the SCTM to consider the temporal and spatial correlations of traffic flow for short-term traffic state prediction. Meanwhile, this dissertation also extends the methodology proposed previously to predict journey travel time distribution for TTR prediction analysis and real-time applications. To incorporate the correlations, the SCTM is expanded with a best linear predictor. This predictor is utilized to predict the inflow demand and supply functions. Historical traffic flow profiles are taken as inputs to the predictor to forecast the demand and supply functions. Meanwhile, the real-time measurement, as another input to the predictor, is utilized to correct the prediction. For real-time application, the prediction is conducted in a rolling horizon manner. The rolling horizon method is useful especially under abnormal traffic conditions, e.g. traffic incidents, adverse weather conditions. Finally, the traffic state and journey time predictions are verified by empirical studies, which prove that significant improvement can be achieved by incorporating the correlations into the SCTM framework. In conclusion, this thesis contributes to the literature on estimation and prediction of stochastic dynamic traffic state and travel time distribution, as well as the travel time reliability analysis.
