Book excerpt: Transport (Summaries of EU Legislation) 2018 European Union (EU) transport policy aims to ensure the smooth, efficient, safe, and free movement of people and goods throughout the EU by means of integrated networks using all modes of transport (road, rail, water and air). EU policy also deals with issues as wide-ranging as climate change, passenger rights, clean fuels, and cutting customs-related red tape at ports. Governed by Title VI (Articles 90 to 100) of the Treaty on the Functioning of the EU, transport is one of the EU's most strategic common policies. Future policy will be largely based on a 2011 White Paper, comprising 40 initiatives designed to generate growth, jobs, reduce dependence on imported oil, and cut the sector's carbon emissions by 60% by 2050.

The EU's maritime policy integrates aspects as wide-ranging as fisheries, employment, transport, research, environment, offshore energy and tourism. The common fisheries policy (CFP) manages fisheries and aquaculture and is based on Articles 38-43 of the Treaty on the Functioning of the European Union. Its main aim is to ensure sustainable fisheries and put an end to wasteful fishing practices, as well as creating jobs and growth in coastal areas. The most recent reform of the CFP entered into force in January 2014.

Book excerpt: Food safety (Summaries of EU Legislation) 2018 The European Union's food safety policy aims to protect consumers, while guaranteeing the smooth operation of the single market. Dating from 2003, the policy centres on the concept of traceability both of inputs (e.g. animal feed) and of outputs (e.g. primary production, processing, storage, transport and retail sale). The EU has agreed standards to ensure food hygiene, animal health and welfare, and plant health and to control contamination from external substances, such as pesticides. Rigorous checks are carried out at every stage, and imports (e.g. meat) from outside the EU are required to meet the same standards and go through the same checks as food produced within the EU.

This book was released on 2018-03-14 with total page 534 pages. Available in PDF, EPUB and Kindle. Book excerpt: Environment and climate change (Summaries of EU Legislation) 2018 The EU has some of the world's highest environmental standards, developed over decades. Environment policy helps the EU economy become more environmentally friendly, protects Europe's natural resources, and safeguards the health and wellbeing of people living in the EU. Environmental quality is central to our health, our economy and our well-being. However, it faces several serious challenges, not least those of climate change, unsustainable consumption and production, as well as various forms of pollution. EU environmental policies and legislation protect natural habitats, keep air and water clean, ensure proper waste disposal, improve knowledge about toxic chemicals and help businesses move toward a sustainable economy. On climate change, the EU formulates and implements climate policies and strategies, taking a leading role in international negotiations on climate. It is committed to ensuring the successful implementation of the Paris Agreement and implementing the EU's Emissions Trading System (EU ETS). In this regard, EU countries have agreed to meet various targets in the years to come. The EU seeks to ensure that climate concerns are taken on board in other policy areas (e.g. transport and energy) and also promotes low-carbon technologies and adaptation measures. EU environment policy is based on Articles 11 and 191-193 of the Treaty on the Functioning of the European Union. Under Article 191, combating climate change is an explicit objective of EU environmental policy. Sustainable development is an overarching objective for the EU, which is committed to a 'high level of protection and improvement of the quality of the environment' (Article 3 of the Treaty on European Union).

Book excerpt: The Law of the European Union is a complete reference work on all aspects of the law of the European Union, including the institutional framework, the Internal Market, Economic and Monetary Union and external policy and action. Completely revised and updated, with many newly written chapters, this fifth edition of the most thorough resource in its field provides the most comprehensive and systematic account available of the law of the European Union (EU). Written by a new team of experts in their respective areas of European law, its coverage incorporates and embraces many current, controversial, and emerging issues and provides detailed attention to historical development and legislative history of EU law. Topics that are constantly debated in European legal analysis and practice are touched on in ways that are both fundamental and enlightening, including the following: .powers and functions of the EU law institutions and relationship among them; .the principles of equality, loyalty, subsidiarity, and proportionality; .free movement of persons, goods, services, and capital; .mechanisms of constitutional change – treaty revisions, accession treaties, withdrawal agreements; .budgetary principles and procedures; .State aid rules; .effect of Union law in national legal systems; .coexistence of EU, European Convention of Human Rights (ECHR), and national fundamental rights law; .migration and asylum law; .liability of Member States for damage suffered by individuals; .competition law – cartels, abuse of dominant position, merger control; .social policy, equal pay, and equal treatment; .environmental policy, consumer protection, public health, cultural policy, education, and tourism; .nature of EU citizenship, its acquisition, and loss; and .law and policy of the EU’s external relations. The fifth edition embraces many new, ongoing, and emerging European legal issues. As in the previous editions, the presentation is notable for its attention to how the law relates to economic and political realities and how the various policy areas interact with each other and with the institutional framework. The many practitioners and scholars who have relied on the predecessors of this definitive work for years will welcome this extensively revised and updated edition. Those coming to the field for the first time will instantly recognize that they are in the presence of a masterwork that can always be turned to with profit and that helps in understanding the rationale underlying any EU law provision or principle.

Book excerpt: "At a time of increased debate on the laws controlling the use of cannabis in the European Union, this report answers some of the questions most often asked about cannabis legislation. Using a question and answer format, basic definitions and the obligations of countries under international law are set out in a section on ‘What is cannabis and what are countries’ obligations to control it?‘ Two following sections examine the links and disparities between the content of the laws and their guidelines on the one hand and the actual implementation of the laws on the other. The final question and answer section considers whether changes in law have affected cannabis use and how much public support for legal change exists, as it looks at the future direction of cannabis legislation in Europe." -- Provided by publisher.

Book excerpt: Approximately 1.3 million people die each year on the world's roads, and between 20 and 50 million sustain non-fatal injuries. The Global status report on road safety is the first broad assessment of the road safety situation in 178 countries, using data drawn from a standardized survey. The results show that road traffic injuries remain an important public health problem, particularly for low-income and middle-income countries. Pedestrians, cyclists and motorcyclists make up almost half of those killed on the roads, highlighting the need for these road users to be given more attention in road safety programmes. The results suggest that in many countries road safety laws need to be made more comprehensive while enforcement should be strengthened. The Global status report on road safety results clearly show that significantly more action is needed to make the world's roads safer. [Ed.]

Book excerpt: This book examines the evolution of the phenomenon and explores the genesis of overtourism and the system dynamics underlining it. The 'overtourism' phenomenon is defined as the excessive growth of visitors leading to overcrowding and the consequential suffering of residents, due to temporary and often seasonal tourism peaks, that lead to permanent changes in lifestyles, amenities and well- being. Enormous tensions in overtourism affected destinations have driven the intensification of policy making and scholarly attention toward seeking antidotes to an issue that is considered paradoxical and problematic. Moving beyond the 'top 10 things you can do about overtourism', this book examines the evolution of the phenomenon and explores the genesis of overtourism as well as the system dynamics underpinning it. With a rigorous scientific approach, the book uses systems-thinking and contemporary paradigms around sustainable development, resilience planning and degrowth; while considering global economic, socio-political, environmental discourses. Researchers, analysts, policy makers and industry stakeholders working within tourism as well as those within the private sector, community groups, civil society groups and NGOs will find this book an essential source of information.

Book excerpt: The publication delivers numerous valuable guidelines, particularly useful when making decisions related in the subject matter to road and rail nodes located in dense transport networks. The know-how displayed while discussing practical examples as well as the decision making support systems described in the publication will certainly attract the interest of those who daily face the challenge of seeking solutions to the operational and functional problems of transport nodes in contemporary transport networks and systems. This publication is dedicated to local authorities involved in planning and preparation of development strategies for specific transport-related issues (in both urban and regional areas) as well as to representatives of business and industry, being those who participate directly in the implementation of traffic engineering solutions. The guidelines provided in individual chapters of the publication will make it possible to address the given problem in an advanced manner and simplify the choice of appropriate strategies (including those related to synchronisation of road traffic streams, improving the capacity, road traffic safety analysis, evaluation of changes in drivers’ behaviour on account of introducing countdown timers at signal-controlled intersections using UAV data, the influence of the type of traffic organisation on the behaviour of pedestrians at tram line crossings). On the other hand, since the publication also concerns the new approach to theoretical models (including potential places of integration of public transport with the railway network or the speed adviser for pedestrians enabling them to choose the optimal path at signal-controlled intersections), it should also attract the attention of researches and scientists studying this body of problems. The publication entitled "Nodes in transport networks - research, data analysis and modelling" contains selected papers submitted to and presented at the 16th ”Transport Systems. Theory and Practice” Scientific and Technical Conference organized by the Department of Transport Systems and Traffic Engineering at the Faculty of Transport of the Silesian University of Technology. The conference was held on 16-18 September 2019 in Katowice (Poland).

Book excerpt: Second in a two-volume set, this book discusses the role of public-private partnerships (PPPs) in global transportation infrastructure, specifically focusing on roads, bridges, and parking. To provide vital services in an era of shrinking government budgets, public-private partnerships have become an increasingly important part of travel infrastructure worldwide. This book describes and analyses the structure of various models of PPPs in several countries, evaluating their effectiveness, and drawing policy implications for future use. The chapters were written by leading international researchers and practitioners in the transportation field where each chapter is a case study on the adoption, implementation, and outcome of transportation services. Taken together, these diverse case studies provide an integrated framework for evaluating, using PPPs, and suggesting policy implications to both the public and the private sectors in transportation. Providing rigorous empirical analysis of PPPs in transportation, this volume will be of interest to researchers in public administration, political science, public choice, and economics as well as practitioners and policymakers involved in establishing and monitoring PPPs in transportation.

Book excerpt: The contributions compiled in this issue engage in critical evaluation of China's "New Silk Road initiative" ("Belt and Road Initiative" [BRI]) by focusing on the potential long-term political and economic effects and implications for Sino-EUropean and Sino-African relations. The authors take the launching of the BRI (October 2013) as a starting point for a general, theory-guided qualitative re-evaluation of the basic patterns of Chinese foreign relations and global interactions under the fifth generation of Chinese political leaders. In 2013, the Chinese state president, Xi Jinping, framed BRI as a global connectivity network consisting of a multitude of overland passages and maritime transportation corridors. Xi Jinping's report to the 19th Party Congress (2017) set the BRI as an anchor concept of China's fine-tuned foreign strategy in the 21st century.
