Book excerpt: Evaluation is a critical stage in urban and regional planning and development, with the consideration of alternative proposals essential for informed debate and decision. Evaluation in planning has become even more important with the new paradigm attempting to integrate economic efficiency with equity, sustainability and social responsibility. The craft of pre-development evaluation has long been influenced by Nathaniel Lichfield, and in his honour, this book brings together prominent researchers and practitioners to discuss evaluation in planning: its conceptual foundations and subsequent development, its strengths and persisting dilemmas, and its best practices and their potential for improving future planning and development. The chapters trace evaluation in planning from its historical origin to current applications. Part one reviews the evolution of evaluation theory and practice, and part two contains a selection of best-practice application. The final integrating chapter notes key problems, and offers directions for future development in evaluation research and practice.

Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2003. These are some of the questions and themes addressed in this study of transport policy and research. What is the meaning of "sustainable mobility"? Is there a European common transport policy? To what extent is policy relevant for transport developments? What is the contribution of European transport research? It addresses the dynamics surrounding policy formulation and implementation, the conflicts of interest underlying these processes at the regional, national and supra-national levels, the inherent contradictions of the ecological modernization discourse as it applies to transport, and the role of the public or the citizen in determining trajectories for future developments. The book distils the results of three projects that have been completed with the support of the European Commission under the Fourth Framework Transport RTD Programme, namely the TENASSESS, CODE-TEN and POSSUM projects. The majority of the contributions derive from the TENASSESS project.

Book excerpt: Today's globalised society highly depends on reliable infrastructure systems like transportation and telecommunication. This doctoral dissertation presents a methodology to identify critical road infrastructures. Critical road sections are those whose failure would entail large costs to society. The dissertation also accounts for aspects like multiple road disruptions and probabilities of failure. Baden-Wuerttemberg in Germany serves as a case study area.

Available in PDF, EPUB and Kindle. Book excerpt: The collapse of previous command economic structures in Eastern Europe has led to an often chaotic reorganization of transport operations. Southeastern Europe in particular not only lags behind the western EU countries in terms of transport infrastructure, but also in terms of management and policy. However, despite this, or perhaps even because there are no long-standing established patterns, this region is a fertile territory for innovation. Based on the first major international conference dealing with transport issues in Southeastern Europe, this edited volume brings together key researchers and policy makers to discuss and critically analyse these innovations. Focusing on issues related to privatization and harmonization of national legislation, the contributors also address the countries' struggle with inadequate management structures and the challenges posed in running shipping, ports and railways in a region fragmented into numerous nations and states. It not only provides an up-to-date overview of transport operations and planning in Southeastern Europe, but also provides more general insights into recent and current developments in a region that has undergone widespread upheavals in the past two decades, and is now experiencing renewed growth.

Available in PDF, EPUB and Kindle. Book excerpt: Progress in European market integration over the past two decades has come at the expense of growing flexibility, or differentiation, in the laws that govern the Single Market (SM) as well as the way that these laws are implemented. This volume examines how the completion of the SM has been held back in the varied implementation of European Union competition policy, variation in national policies on services, corporate law, telecommunications, energy, taxation, and gambling, and the EU’s uneven transportation network. These sectors and issue-areas form the frontier at which the main political struggles over the future shape of the SM have taken place in the past decade. Broadly, progress in economic integration in the EU has been complicated by the need to reconcile perfections to the SM with the global competitiveness of European producers, and efficiency gains with ideational and normative concerns. In services, there is a clash between deregulation and social policy. Financial integration has had to reconcile different institutionalized views among the member states about the place of finance in the economy and society. The SM notion supposedly entails a concrete set of substantive policy commitments that form the basis of the ‘ever closer union’. However, increasing differentiation in the SM undermines the identification of the EU’s core constitutional commitments. This book was published as a special issue of the Journal of European Public Policy.
