It argues that the scarcity of productive job opportunities and the growing labor market segmentation are the two main labor market problems facing the transition economies. In the European transition economies the lack of jobs has led to persistent open unemployment. In the Commonwealth of Independent States (CIS) it has led to hidden unemployment (underemployment and low productivity employment). Unemployment in the European transition economies is supported by the developed social safety net. In contrast, in the CIS for most workers unemployment is not an affordable option. They either stick to their old, unproductive jobs in unrestructured enterprises, or work in the informal sector, or resort to subsistence agriculture. Thus, underemployment in the CIS is a mirror image of unemployment in the European transition economies. Accordingly, the high employment-to-population ratios in many CIS countries do not necessarily signify favorable labor market performance. Instead they often indicate delayed enterprise restructuring, the maintenance of unsustainable jobs in uncompetitive firms, and the existence of a large informal sector as an employer of last resort. Labor market segmentation has been caused by a sharp increase in earnings differentials and the attendant increase in the incidence of low-paid jobs, by the polarization of regional labor market conditions, and finally by the growth of the informal sector offering casual, low-productivity jobs. Book excerpt: The dual character of the Spanish labor market, with permanent workers on the one hand and less favored peripheral workers on the other, became more pronounced following the deregulation of temporary employment. This paper uses the Spanish Labor Force Survey to assess whether, as predicted by labor market segmentation theories, temporary employment is non-transitional (permanent) and involuntary. An analysis of the rates and dynamics of transitions into and out of temporary employment across different groups of working-age respondents shows that much of Spanish temporary employment is involuntary, and temporary workers have limited opportunities for advancement. The evidence points to the need for public policy to address problems posed by the trap that temporary employment has apparently become for growing numbers of workers.

Book excerpt: The study analyzes determinants of labour transitions from unemployment to employment using micro-data from Household Budget Surveys in Bulgaria. The transition probabilities, modeled by logistic regressions, are explained by various demographic and socioeconomic characteristics of the individuals, local market indicators as well as by their household structure and financial incentives. The paper provides a deeper insight to the determinants of unemployment outflows focusing on the effects of unemployment benefits, social assistance schemes, expected wage, earnings of the spouse and on exits from employment concentrating on structural variables. Contrary to the earlier studies for Bulgaria and to similar studies for other transition economies the empirical analysis does not provide evidence that personal characteristics matter for escaping of unemployment in the periods of economic crisis and stagnancy. The unemployed seem to be led by expected wage and benefits as in the simplest search model. Household structure and in particular the presence of another unemployed is an important determinant of the reemployment probability. The econometric analysis also shows that determinants of labor transitions differ between years. In the years of macroeconomic instability (as 1996 and the first half of 1997 in Bulgaria) the segmentation of the labor market is less pronounced. Under conditions of extremely low labor demand the financial incentives and economic situation of the household appear to be more influential factors than personal characteristics of the unemployed for job search process.

For policy makers it is important to know the incidence and the determinants of informal employment.In the first part of the paper we demonstrate that its incidence and to a lesser degree its determinants depend on the definition used. We then discuss studies that attempt to test for labor market segmentation in transition economies along the formal-informal divide. The presented results are inconclusive and we come to the conclusion that more work needs to be done before we can make definitive statements about whether labor markets are integrated or segmented in transition economies. Last but not least we introduce a new research area that links risk preferences and selection into labor market states. We show that if individuals have a choice, relatively risk loving workers have an increased likelihood to choose informal employment and self-employment.
