Book excerpt: Family homelessness is one of the most profound and disturbing social problems of the 21st century and is projected to remain an ongoing issue for the United States in upcoming years. The fastest growing segment in the homeless population continues to be families, specifically single women with children. One intervention to the problem of homeless women with children is by providing them with transitional housing, a step beyond the familiar short-term emergency shelter. Transitional housing typically shelters families for up to 2 years. During this extended stay, women participate in programs designed to assist them with addiction, mental health, domestic violence, parenting skills, nutrition, employment, and gaining the independent skills necessary to transition their families to stable living. The purpose of this grounded theory study was to explore the transition process by which formerly homeless women residing in a transitional shelter acquired stable housing. The aims of this study were to identify factors that impacted the transition, identify support structures, skills, and knowledge necessary during the transition, and to explore how this experience influenced their health. Data were collected through semi-structured interviews with a sample of 29 women who participated in one shelter program within the past 3 years. Dimensional analysis, an approach to the generation of grounded theory, was used to guide the investigation of the transition process of formerly homeless women from shelter to stable housing. Findings revealed a substantive explanation of how internal and external factors shape the transition process. A core dimension of creating a better life emerged as these women moved through phases of homelessness toward independent living. Phases included a turning point-lifestyle and homelessness before the shelter (context), reality check¬ evaluating their lives and their decision to enter the shelter (conditions), taking responsibility-working the shelter program and making changes (processes/actions), and taking the life skills-leaving the shelter for independent living (consequences). This study provides fundamental knowledge and an understanding of the transition process from the perspective of homeless women and identifies factors that influenced their ability to move to stable housing. Implications for future research, education, practice and policy are suggested.

Chapters discuss the Center's staffers' attempt to trace the influence of power, privilege, and beliefs on their education and their approach to treatment. Many U.S. children living in impoverished transitional situations are of color and come from generations of poverty, and the professionals they encounter are white, middle-class, and college-educated. The Center's work to identify the influences or obstacles interfering with services for this target population is therefore critical to formulating more effective treatment, interaction, and care.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

The primary societal response to the increase in homeless families with dependent children has been to establish transitional shelters. Yet, little research has been conducted to determine whether or not transitional shelters adequately meet the needs of the homeless mothers and children they serve. Ten in-person interviews were conducted with seven current and three former residents of a transitional shelter in Orange County, California to explore the untold stories of homeless mothers -their backgrounds, their experiences in a transitional shelter, and how they plan to go forward in their lives. Because women living at the shelter occupy a unique social location which is influenced by their backgrounds as well as their immediate experiences, it is important to explore how they view and respond to the shelter program. This study sheds light on the need for attention to the unique and individual experiences of homeless mothers and their dependent children within transitional shelters and demonstrates how shelter policies can be improved to better serve this population.

More than just a safe place to stay, transition homes offer residents access to a variety of services that will help them to better their lives. The increasing rate of single women heading households and the rise of homeless women and children are recent social developments that reflect the need for transition homes. Changes in family lifestyle require a redefinition of the traditional housing model to involve sharing and providing services within a larger community. Studies of alternative housing indicate that some women would prefer to live in women-only housing with moderate design alterations that address safety concerns. This is particularly relevant to women who frequently wind up homeless due to problems with career opportunities or managing households on their own. A communal support structure can assist women with making new lives for themselves and their families in a transition home and afterwards. Furthermore, characteristics of the built environment influence personal wellbeing, social interaction, relationships with staff, and the impression on the surrounding community. This thesis explores the design of a transition home that integrates social programs and outreach services to help improve the lives of women and children in need. Through deliberate design choices, architects can offer an appropriate solution to women's housing issues that foster independence, provide safety and give hope for a brighter future.
