At the same time, many communities are ever more forcefully acknowledging their distinctive characteristics and celebrating their cultural differences. In this turbulent era, societies that have undergone particularly rapid political, economic and social change have a collective experience from which others have much to learn. The analysis of such ‘societies in transition’, and their efforts to transform educational policy and practice, is one focus for this volume. The collective studies are also concerned with the impact of the processes of globalisation and geopolitical change upon the related transitions of post-colonial societies; and upon the implications of the analysis for international agency policy and practice throughout the developing world. Contributors are drawn from a wide range of professional and academic backgrounds representing national governments, international agencies, research bodies, policy makers, researchers and practitioners. All have extensive first-hand experience of the issues and contexts that they deal with. Together they report upon original field research, theoretically informed analyses, political perspectives and recent professional and practical experience. Specific national contexts considered in depth include the European states of Estonia, Poland and Germany, the new Republic of South Africa, contemporary Brazil, the transitional phases of Hong Kong and Macau as ‘remnants of empire’, and the small states of Eritrea and Belize. In broad scope the volume highlights the tensions that exist between powerful global agendas and efforts to improve the quality and relevance of educational provision in vastly different sociocultural contexts. As such, the book will be of direct interest to a wide range of researchers, students, policy makers, consultants and development agency personnel involved with comparative and international studies in education and across the social sciences.

When the Soviet Union collapsed in the early 1990s, Mongolia turned to international financial agencies—including the International Monetary Fund, the World Bank, and the Asian Development Bank—for help in compensating for the economic changes caused by disruptions in the communist world. Modern Mongolia is the best-informed and most thorough account to date of the political economy of Mongolia during the past decade. In it, Morris Rossabi explores the effects of the withdrawal of Soviet assistance, the role of international financial agencies in supporting a pure market economy, and the ways that new policies have led to greater political freedom but also to unemployment, poverty, increasingly inequitable distribution of income, and deterioration in the education, health, and well-being of Mongolian society. Rossabi demonstrates that the agencies providing grants and loans insisted on Mongolia's adherence to a set of policies that did not generally take into account the country's unique heritage and society. Though the sale of state assets, minimalist government, liberalization of trade and prices, a balanced budget, and austerity were supposed to yield marked economic growth, Mongolia—the world's fifth-largest per capita recipient of foreign aid—did not recover as expected. As he details this painful transition from a collective to a capitalist economy, Rossabi also analyzes the cultural effects of the sudden opening of Mongolia to democracy. He looks at the broader implications of Mongolia's international situation and considers its future, particularly in relation to China.

Book excerpt: Since the early 1990s, Mongolia began its hopeful transition from socialism to a market democracy, becoming increasingly dependent on international mining revenue. Both shifts were promised to herald a new age of economic plenty for all. Now, roughly 30 years on, many of Mongolia’s poor and rural feel that they have been forgotten. Moral Economic Transitions in the Mongolian Borderlands describes these shifts from the viewpoint of the self-proclaimed ‘excluded’: the rural township of Magtaal on the Chinese border. In the wake of socialism, the population of this resource-rich area found itself without employment and state institutions, yet surrounded by lush nature 30 kilometres from the voracious Chinese market. A two-tiered resource-extractive political-economic system developed. Whilst large-scale, formal, legally sanctioned conglomerates arrived to extract oil and land for international profits, the local residents grew increasingly dependent on the Chinese-funded informal, illegal cross-border wildlife trade. More than a story about rampant capitalist extraction in the resource frontier, this book intimately details the complex inner worlds, moral ambiguities and emergent collective politics constructed by individuals who feel caught in political-economic shifts largely outside of their control. Offering much needed nuance to commonplace descriptions of Mongolia’s post-socialist transition, this study presents rich ethnographic detail through the eyes and voices of the state’s most geographically marginalized. It is of interest not only to experts of political-economy and post-socialist transition, but also to non-academic readers intrigued by the interplay of value(s) and capitalism.
