Available in PDF, EPUB and Kindle. Book excerpt: Beyond Decommissioning: The Reuse and Redevelopment of Nuclear Installations presents the most up-to-date research and guidance on the reuse and redevelopment of nuclear plants and sites. Consultant Michele Laraia extensively builds upon experience from the redevelopment of non-nuclear industrial sites, a technical field that has considerably predated nuclear applications, to help the reader gain a very thorough and practical understanding of the redevelopment opportunities for decommissioned nuclear sites. Laraia emphasizes the socioeconomic and financial benefits from very early planning for site reuse, including how to manage the decommissioning transition, anticipate financial issues, and effectively utilize available resources. With an increasing number of decommissioning projects being conducted worldwide, it is critical that knowledge gained by experts with hands-on experience is passed on to the younger generation of nuclear professionals. Besides, this book describes the experiences of non-nuclear organizations that have reutilized the human, financial, and physical site assets, with adaptations, for a new productive mission, making it a key reference for all parties associated with nuclear operation and decommissioning. Those responsible for nuclear operation and decommissioning are encouraged to incorporate site reuse within an integrated, beginning-to-end view of their projects. The book also appeals to nuclear regulators as it highlights more opportunities to complete nuclear decommissioning safely, speedily, and in the best interests of all concerned parties. Includes lessons learned from worldwide case studies of reuse and repurposing of nuclear plants from both the nuclear and non-nuclear industries Provides practical guidance on a broad-spectrum of factors and opportunities for nuclear decommissioning Identifies the roles and responsibilities of parties involved, including nuclear operators, regulators and authorities, land planners and environmentalists

This book was released on 2012 with total page 195 pages. Available in PDF, EPUB and Kindle. Book excerpt: Cost estimation for the decommissioning of nuclear facilities can vary considerably in format, content and practice both within and across countries. These differences may have legitimate reasons but make the process of reviewing estimates complicated and the estimates themselves difficult to defend. Hence, the joint initiative of the OECD Nuclear Energy Agency (NEA), the International Atomic Energy Agency (IAEA) and the European Commission (EC) was undertaken to propose a standard itemisation of decommissioning costs either directly for the production of cost estimates or for mapping estimates onto a standard, common structure for purposes of comparison. This report updates the earlier itemisation published in 1999 and takes into account experience accumulated thus far. The revised cost itemisation structure has sought to ensure that all costs within the planned scope of a decommissioning project may be reflected. The report also provides general guidance on developing a decommissioning cost estimate, including detailed advice on using the structure.

Book excerpt: When facing the decision of closing nuclear power plants (NPPs) before expiration of their operating licences, it is important that the same safety measures are applied to management concerns for strategic planning as are applied to technical reviews. These management and organizational issues are fundamental to any future decommissioning process. Managers at sites that decide to close early may be working to cope with management of change issues arising during the transition from operation to decommissioning as they monitor resource and competence needs, as well as staff morale and technical issues. If these issues are not treated satisfactorilly, they can have significant safety consequences. The organization often must address all these challenges with little guidance or experience and with reduced resources. This Safety Report has been developed with the support of experts from regulatory, operating and engineering organizations and is intended for managers dealing with the decision to shut down plants prior to expiration of their licences. It provides guidance for senior managers in the area of strategies, personnel involvement, communications, interface with the regulatory body and experiences that may be used as Staes face challenges in managing the multiple tasks associated with early closure decisions.

Book excerpt: Once a nuclear installation has reached the end of its safe and economical operational lifetime, the need for its decommissioning arises. Different strategies can be employed for nuclear decommissioning, based on the evaluation of particular hazards and their attendant risks, as well as on the analysis of costs of clean-up and waste management. This allows for decommissioning either soon after permanent shutdown, or perhaps a long time later, the latter course allowing for radioactivity levels to drop in any activated or contaminated components. It is crucial for clear processes and best practices to be applied in decommissioning such installations and sites, particular where any significant health and environmental risks exist. This book critically reviews the nuclear decommissioning processes and technologies applicable to nuclear power plants and other civilian nuclear facilities. Part one focuses on the fundamental planning issues in starting a nuclear decommissioning process, from principles and safety regulations, to financing and project management. Part two covers the execution phase of nuclear decommissioning projects, detailing processes and technologies such as dismantling, decontamination, and radioactive waste management, as well as environmental remediation, site clearance and reuse. Finally, part three details international experience in the decommissioning of nuclear applications, including the main nuclear reactor types and nuclear fuel cycle facilities, as well as small nuclear facilities and legacy nuclear waste sites. Critically reviews nuclear decommissioning processes and technologies applicable to nuclear power plants and other civilian nuclear facilities Discusses the fundamental planning issues in starting a nuclear decommissioning process Considers the execution phase of nuclear decommissioning projects, including dismantling, decontamination, and radioactive waste management, as well as environmental remediation, site clearance and reuse

Book excerpt: As modern nuclear power programmes mature and large, commercial nuclear power plants and fuel cycle facilities approach the end of their useful life by reason of age, economics or change of policy on the use of nuclear power, new challenges associated with decommissioning and dismantling come to the fore. Politicians and the public may expect there to be a "right answer" to the choice of strategy for a particular type of facility, or even all facilities. Both this seminar and wider experience show that this is not the case. Local factors and national political positions have a significant input and often result in widely differing strategy approaches to broadly similar decommissioning projects. All facility owners represented at the seminar were able to demonstrate a rational process for strategy selection and compelling arguments for the choices made. In addition to the papers that were presented, these proceedings include a summary of the discussions that took place.

Book excerpt: The transition from an operating nuclear facility to the decommissioning phase is critical in the life cycle of every facility. A number of organisational and technical modifications are needed in order for the facility to meet new objectives and requirements, and a certain number of activities must be initiated to support the transition and preparation for the dismantling of the facility. Thorough preparation and planning is key for the success of global decommissioning and dismantling projects, both to minimise delays and undue costs and to ensure a safe and efficient decommissioning process. The aim of this report is to inform regulatory bodies, policy makers and planners about the relevant aspects and activities that should begin during the last years of operation and following the end of operation. Compiling lessons learnt from experiences and good practices in NEA member countries, the report supports the further optimisation of transition strategies, activities and measures that will ensure adequate preparation for decommissioning and dismantling.

Book excerpt: This vOlume contains the invited and contributed papers pre sented at the American Nuclear Society (ANS) meeting on Decontamina tion and Decommissioning (D & D) of Nuclear Facilities, held Septem ber 16-20, 1979, in Sun Valley, Idaho. This was the first U. S. meeting of the ANS which addressed both of these important and related subjects. The meeting was attended by more than 400 engineers, scientists, laymen, and representatives of federal, state, and local governments, including participants from eleven foreign countries. The technical sessions included several sessions concentrating on ongoing D & D programs in the U. S. and abroad. In addition, "new ground" was broken in such areas as decommissioning costs and cost recovery, advanced programs on reactor coolant filtration, and other areas of continuing and increasing importance to the nuclear industry and to consumers. The dual sponsorship of the meeting (The ANS Reactor Operations Division and the Eastern Idaho Section of the ANS) helped spur a high quality program, a pleasant location, and a high degree of suc cess in technical interchange between the attendees. As guest speaker, we were honored to have Mr. Vince Boyer of Philadelphia Electric Company. Mr. Boyer is both a past chairman of the ANS Reactor Operations Division and a past president of the American Nuclear Society. His views on the nuclear industry and of its current status were informative and interesting.
