Ultimately this policy failed, leaving behind inefficient state economic enterprises and widespread poverty. Political unrest in 1988 led a newly installed military government to liberalize the economy, opening it to foreign investment and private participation in trade. This move towards a market economy was in line with world-wide trends, but political instability forced the country to follow a course different from neighboring countries. By analyzing economic policies and performance across the economic spectrum, this book presents an overall picture of economic development in Myanmar between 1988 and the early 2000s. The authors synthesize both macro and micro level data to overcome some of the limitations of unreliable national statistics, and show how the government attempted to deal with two key issues it faced. The first was how to reform the inefficient socialistic economic system in conformity with a market economy, and the second was how to develop the agricultural and underdeveloped economy to alleviate mass poverty.

Unlike individuals in earlier cultures who usually spent their entire lives in one marriage, one career, one religion, one geographic locality, people living in today's world tend to move in and out of many roles in the course of a lifetime. During the past decade there has been persistent interest in these "passages" or "turning points," but very little research has dealt with what it means to leave behind a major role or incorporate it into a new identity. Helen Rose Fuchs Ebaugh's pathbreaking inquiry into the phenomenon of becoming an ex reveals the profundity of this basic aspect of establishing an identity in contemporary life. Ebaugh is herself an ex, having left the life of a Catholic nun to become a wife, mother, and professor of sociology. Drawing on interviews with 185 people, Ebaugh explores a wide range of role changes, including ex-convicts, ex-alcoholics, divorced people, mothers without custody of their children, ex-doctors, ex-cops, retirees, ex-nuns, and—perhaps most dramatically—transsexuals. As this diverse sample reveals, Ebaugh focuses on voluntary exits from significant roles. What emerges are common stages of the role exit process—from disillusionment with a particular identity, to searching for alternative roles, to turning points that trigger a final decision to exit, and finally to the creation of an identify as an ex. In March 2001, after a fiercely contested and highly divisive seven-year partisan legislative battle, the Senate passed S. 27, known as the McCain-Feingold legislation. The House responded by passing H.R. 2356, companion legislation known as Shays-Meehan, in February 2002. The Senate then approved the House-passed version, and President George W. Bush signed BCRA into law on March 27, 2002, stating that the bill had "flaws" but overall "improves the current system of financing for federal campaigns." The Reform Act was taken to court within hours of the President's signature. Dozens of interest groups and lawmakers who had opposed passage of the Act in Congress lodged complaints that challenged the constitutionality of virtually every aspect of the new law. Following review by a special three-judge panel, the case is expected to reach the U.S. Supreme Court in 2003. This litigation constitutes the most important campaign finance case since the Supreme Court issued its decision in Buckley v. Valeo more than twenty-five years ago.
