Book excerpt: This book investigates how states in both the West and Asia have responded to multi-dimensional security challenges since the end of the Cold War, focusing on military transformation. Looking at a cross-section of different countries, this volume assesses how their armed forces have responded to a changing international security context. The book investigates two main themes. First, how the process of military ‘transformation’- in terms of technological advances and new ways of conducting warfare - has impacted on the militaries of various countries. These technologies are hugely expensive and the extent to which different states can afford them, and the ability of these states to utilise these technologies, differs greatly. Second, the volume investigates the social dimensions of military transformation. It reveals the expanding breadth of tasks that contemporary armed forces have been required to address. This includes the need for military forces to work with other actors, such as non-governmental agencies and humanitarian organisations, and the ability of armed forces to fight asymmetric opponents and conduct post-conflict reconstruction tasks. The conflicts in Iraq and Afghanistan exemplified how important the relationship between technological and social transformation has become. This book will be of much interest to students of strategic studies, military innovation, Asian politics, security studies and International Relations.

Instead, expensive programs were pursued to transform the industrial-age force into an information-age force to fight an unknown great power threat at an unknown future date at an unknown place. The many interventions of the Clinton and Bush administrations have exposed the failure of leadership to provide the armed forces organized, trained, and equipped for the real wars of a period between eras of great power conflict.

It is divided into seven chapters, plus a conclusion. The first chapter focuses on the meaning of military transformation, establishing a framework through which national militaries can be examined. This comprises transformation's revolution in military affairs components, its newer special operations forces, counterinsurgency, and stabilization and reconstruction aspects, and its wider homeland defense, space and deterrence dimensions. The book devotes two chapters to the United States and one each to China, Russia, and NATO. It also has a chapter that looks individually at each of Australia, Britain, Canada, France and Germany. An assessment of the relevancy of force transformation to modern warfare is integrated into the discussion of what transformation means, how the United States is responding, and the concluding chapter. The book contains a biographical sketch of Andrew Marshall, Andrew Krepinevich, William Owens, Arthur Cebrowski, Donald Rumsfeld, and Thomas Barnett, all of whom have been involved in some aspect of military transformation.

Eisenhower in his farewell address, the Military-Industrial Complex, originally an exclusively American phenomenon of the Cold War, was tailored to develop and produce military technologies equal to the existential threat perceived to be posed by the Soviet Union. An informal yet robust relationship between the military and industry, the MIC pursued and won a qualitative, technological arms race but exacted a high price in waste, fraud, and abuse. Today, although total US spending on national security exceeds $1 trillion a year, it accounts for a smaller percentage of the federal budget, the national GDP, and world military spending than during the Cold War. Given this fact, is the MIC as we commonly understand it still alive? If so, how has it changed in the intervening years? In Delta of Power, Alex Roland tells the comprehensive history of the MIC from 1961, the Cold War, and the War on Terror, to the present day. Roland argues that the MIC is now significantly different than it was when Eisenhower warned of its dangers, still exerting a significant but diminished influence in American life. Focusing intently on the three decades since the end of the Cold War in 1991, Roland explains how a lack of cohesion, rapid change, and historical contingency have transformed America's military-industrial institutions and infrastructure. Book excerpt: The Politics of Military Force examines the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally.

This book reviews the overall direction and intention of Russia's military transformation, with particular reference to the specific range of threats-real and hypothetical- against which it is intended to ensure. Stated aspirations for transformation will be measured against known challenges facing the defense establishment and Russia as a whole, with the conclusion that several specific goals are unlikely to be met. Fundamental organizational changes that finally broke the Russian armed forces away from the Soviet model in 2008-09 are now irreversible. It has been clear for some time that Russia no longer sees its military as a counter to a massive land incursion by a conventional enemy. While the idea of vulnerability to U.S. and North Atlantic Treaty Organization hostile intentions remains strong, this vulnerability finally is no longer seen in Cold War-era conventional military terms: instead, it is missile defense and precision strike capabilities that have come to the fore, even while lingering suspicions over a limited Libya-style intervention still provide a driving force for military modernization.
