Book excerpt: Our nation is engaged in a broad array of military operations that is driving significant changes in the way we train, fight, and execute missions - from humanitarian assistance to major combat. In turn, those changes require a fundamental revaluation of the way we deploy, support, and sustain those operations. There is a pressing need to develop a framework for joint logistics management at the operational level to enhance the synchronization and effectiveness of logistics support. This framework must be based on a set of imperatives and enablers that, when considered and properly established and used, offers the greatest possible freedom of action for the joint force commander (JFC) as well as our interagency and multinational partners. Military logistics support extends from the strategic level in the national industrial base to the tactical level, where "beans, bullets, and black oil" are delivered on time, at the right place, and in the right quantity. Operational-level logistics links strategic resources with tactical units, enabling force closure, sustainment, reconstitution, and redeployment of forces. This article highlights a set of joint logistics imperatives and enablers that would facilitate the integration of joint operational-level logistics management. It also presents several joint (operational-level) logistics management options and briefly covers Department of Defense (DOD) actions now under way to enhance joint logistics capabilities. We focus on the operational level because we believe this is where enhancements to joint logistics offer the greatest opportunity for the JFC; choosing the best management structure for a given mission is a critical component of the overall logistics effort. We have intentionally avoided use of the term theater because it suggests geographic boundaries that do not seem appropriate for modern logistics management.

It will also determine if U.S. army command and control support organizations such as the Corps Support Command, Theater Army Area Command, or the conceptual Theater Support Command are suitable to support this command and control function. Additionally, the paper argues that the centralized planning and control function provided by a Joint Logistic Command is a primary step to focusing logistics. Operations since the enactment of the Goldwater-Nichols Act in 1986 have seen an increased use of a joint logistics command and control structure to focus the logistics effort of the theater and/or area of operation. The consolidation of Defense Logistics and Services agencies have increased the need for a consolidated logistics control node at the operational level to orchestrate strategic level support to the tactical level. This link creates a seamless logistics system. Historically, in all major conflicts the U.S. Military Services have operated as joint force; integration however, is usually only at the highest level. The current and future trend of joint operations is to integrate service capabilities to include logistics at the lower Joint Task Force (JTF) level. The paper concludes that the U.S. Military operates joint logistics for landbased operations primarily with the Army and in the future this trend should continue with increased service integration. However, joint logistics doctrine must be authoritative to drive the integration process.

The US military must transform, as well, if it expects to continue to "provide for the common defense" of our nation. One of the four operational concepts of Joint Vision 2020 is focused logistics. Focused logistics is adapting existing capabilities to new circumstances while experimenting with new capabilities in order to provide the joint warfighter with the right supplies and equipment, in the right place, at the right time, to achieve the desired effects. This research reviewed current Department of Defense (DoD)-wide and service specific logistics transformation efforts in order to determine if these efforts focus on supporting the joint warfighter. Although current efforts are focusing on supporting service needs, recent logistics transformation efforts will also support the joint warfighter. Joint logistics begins with doctrine. Joint Publication 4-0, Doctrine for Logistics Support of Joint Operations, lays out the framework. DoD agencies have taken steps to standardize capability requirements for logistics and information systems to ensure interoperability. In an effort to reduce the number of U.S. Air Force logistics information systems that must meet these requirements, the USAF is reviewing all current systems and looking for commercial, off-the-shelf systems that will meet the requirements and reduce the number of systems managed."--Abstract.

Current doctrine for joint theater logistics management provides broad non-directive guidance for developing a joint theater logistics system that can optimize support of deployed forces, provide a unified focus, and economize on limited infrastructure and resources. This paper describes the best way for combatant commanders to exercise control over joint theater logistics for major combat operations by utilizing available authorities and capabilities. It analyzes the elements of joint theater logistics, current doctrinal processes and capabilities, and the Focused Logistics Transformation Plan to produce new processes, tools, and rules to optimize joint logistics support. This analysis includes a description of the initiative to establish a Joint Force Support Component Command in Korea formed around the 19th Sustainment Command (Expeditionary). This paper concludes with identifying a logistical command structure that is the best option available to a Combatant or Joint Force Commander to achieve improved joint theater logistics. It identifies the need to develop joint doctrine that will integrate Service requirements into a specific joint logistics command structure, which can exercise as an organization in peace before executing contingency operations.

The perception in the Joint Planning and Execution (JPBC) is that the Unified Command's 4 Logistics Directorate is in an advisory and monitoring role at the operational level, and that the Service component logistic commands can function in a harmonious role amongst themselves, with no directive authority, unless a critical situation arises that my hinder the Combatant Commanders mission. This perception has the components exercising coordination for logistics support in joint environment can only attain that momentum necessary if authoritative direction can be applied from the deployment to the employment of logistic forces. In this regard, there is a necessity for a focused unity of effort, directed towards integrating the Service logistic force capabilities and resource in order to support forces.

Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

Book excerpt: The emergence of recognition the operational level of warfare and the increased emphasis on joint operations within the U.S. military during the past decade has improved the country's warfighting capability and national security. The refinement of the operational art has progressed rapidly. The corresponding development of operational level logistics has lagged however. Logistics policy continues to be focused, at the strategic and tactical levels to the detriment of the operational level. More over, logistics issues tend to be viewed as scientific or quantitative exercises when the operational level demands a more artistic interpretation. Current logistics doctrine contains seven logistics principles as a corollary to the principles of war. The logistics principles span the three levels of warfare and thus do little to focus commanders' and logisticians' thought on the operational level. It is possible however, to construct a broad conceptual framework of four pillars that can help focus the thinking of operational commanders and theater logisticians. Examples of theater logistics from the Gulf War are cited to illustrate the conceptual framework.

The capabilities described involve predicting what will be needed and responding quickly to anticipated or unanticipated needs. The monograph points out the need for both predictive tools and responsive systems working together. A key enabler of sense and response combat support is combat support command and control, which involves joint development of a plan in which logistics process performance and resource levels are related to desired operational effects; establishment of logistics process performance and resource-level control parameters; execution of the plan and tracking of control parameters against actual process performance and resource levels; signaling process owners when their processes lie outside control limits; and replanning logistics or operational components of the plan to mitigate the portions of the plan that are outside control limits.
